Subsequently, a test plan issued by China Guojian Testing Holding Group Hainan Co., Ltd. was posted on the bulletin board of the Kapok Garden Community. The Danzhou Municipal Department of Housing and Urban-Rural Development said that the publicity period of the testing plan is 3 days, and after 3 days, a testing agency will be arranged to enter the basement of the community for sampling operations.
During this publicity period, the owner's representative also put forward opinions and suggestions on relevant issues, including disapproval of the second sampling and sampling inspection of the basement of buildings 428 and 412 of Kapok Garden, requiring the safety appraisal of the building using the conclusions of the previous inspection report, and the tracking and supervision of the whole process by specially invited media reporters.

The "non-authoritative" controversy

In early April this year, the construction unit of the project, China Construction Fifth Bureau, entrusted the Haikou Construction Engineering Quality Inspection Center to sample and test the physical steel bar spacing of the basement structure of the Kapok Garden Community on Island 3 of Ocean Flower Island.
According to a number of test reports issued by the testing center and other commissioned testing institutions, 9 of the 11 concrete compressive strength specimens were unqualified; Among the 4 samples tested for chloride ion content, 2 were unqualified, and the chloride ion content of one of the samples was as high as 1.488%, which was seriously exceeded.
Later, the person in charge of the relevant local department said in an interview with the media that the above test report was "not authoritative", and the functional department would separately entrust a third-party testing agency to conduct testing.
The relevant person in charge of the Haikou Construction Engineering Quality Inspection Center is obviously difficult to understand this statement. The person in charge told reporters that first of all, the testing center has the corresponding testing qualifications and is also a veteran state-owned enterprise, and has been included in the directory of testing institutions of the Hainan Provincial Department of Housing and Urban-Rural Development; They are only responsible for the sample, and the data in the test report is objective and true, as for whether the test report is accepted or not, it is a matter for the government department.
The person in charge also told reporters that the testing center was entrusted by the construction party, China Construction Fifth Bureau, etc., and the relevant persons in charge of government departments and representatives of community owners were unanimously approved on the spot, so that they could send personnel to Ocean Flower Island No. 3 to the site of the Kapok Garden basement for sampling and testing, and the whole process was in line with the operation specification process.

The reporter learned from a "Expert Inspection Preliminary Judgment Opinion" stamped with the official seal of the Danzhou Municipal Housing and Urban-Rural Development Bureau that on May 9, an expert group composed of five provincial experts at the level of "senior engineers" conducted an on-site survey of the basement of the third phase of Ocean Flower Island No. 3. The expert group learned about the actual condition of the damage to the building, and discussed and analyzed the on-site sampling and inspection report of the original testing unit.
The expert group agreed that in order to comprehensively investigate the cause of the damaged building, the detection scope and the analysis of the basement environment should be increased in a targeted manner, and organic and scientific grouping should be carried out in order to conduct qualitative analysis of the results, and at the same time provide direction and basis for follow-up work.
