On the occasion of the 16th National Disaster Prevention and Mitigation Publicity Week, the Office of the Leading Group for Earthquake Prevention and Disaster Reduction in Datong County, the Emergency Management Bureau of Datong County, the County Education Bureau, and the County Earthquake Monitoring Center invited experts from the Qinghai Provincial (City) Earthquake Bureau to join forces with the No. 7 Complete Middle School of Datong County to take the theme of "Everyone Stresses Safety, Everyone Knows How to Respond to Emergencies - Strive to Improve the Ability of Grassroots Disaster Prevention and Risk Avoidance". Zhong Weijing, the third-level chief staff member of the Business Department of Xining Earthquake Bureau, was invited to give a lecture on earthquake prevention and disaster reduction, and held an on-site teaching observation activity of "2024 Datong County Education System Earthquake Emergency Evacuation Drill" for 160 people, including vice principals, administrative directors and students in charge of safety in 36 primary and secondary schools in the county. By watching real earthquake images, I gained a deeper understanding of earthquake disasters and the importance of disaster preparedness.
At 16:00, with the "early warning" of "emergency on-site avoidance" sounded, the drill officially kicked off. The students quickly and orderly got under the desks and other safety facilities to evacuate on the spot. After the evacuation order was issued, the students in each class quickly and orderly evacuated to a safe area according to the predetermined route under the leadership and command of the class teacher and the accompanying teacher. Throughout the process, teachers guided each student to evacuate in an orderly manner to ensure that each student could reach the designated location safely.
During the exercise, the school simulated some emergency response situations according to the emergency plan, such as teachers losing contact and students being injured, so as to improve the school's emergency response capabilities. In the face of these emergencies, teachers and students responded quickly and effectively with live plans, showing high emergency avoidance and disposal capabilities, but also exposing some shortcomings. 1,260 teachers and students participated in the drill.
After the exercise, Sun Shirui, senior engineer of the Information Center of Qinghai Provincial Earthquake Bureau, member of the China Earthquake Science Popularization Committee, and secretary general of the Qinghai Seismological Society, commented on the event: First, the timeliness of the early warning and alarm. The second is to stay away from doors and windows during evacuation. The third is the position of the safety officer at the corner of the stairs during the transfer and evacuation. Fourth, after the students are evacuated to a safe area, the teacher is responsible for counting the personnel. The deputy director of the Office of the County Leading Group for Earthquake Prevention and Disaster Reduction reiterated the importance of "educating a student, influencing a family, and driving the whole society" in the publicity, training, and drill of earthquake prevention and disaster reduction.
Through this lecture on earthquake prevention and disaster reduction and earthquake emergency evacuation drills, the school's emergency plan was tested, the awareness of disaster prevention and mitigation and the ability of self-rescue and mutual rescue of teachers and students were enhanced, and the comprehensive prevention ability of the campus to resist earthquake disasters was comprehensively improved, and a strong atmosphere of "everyone stresses safety and everyone knows how to respond to emergencies" was actively created.
