Recently, the Hubei Provincial Market Supervision Bureau and local market supervision departments have carried out comprehensive investigation, rectification and supervision and law enforcement on liquefied petroleum gas cylinder filling units, inspection agencies, gas pressure pipelines and pressure vessel users and gas appliance production or sales units in key areas, and strictly investigated and dealt with relevant enterprise units and inspection institutions that have violated laws and regulations such as unlicensed production, illegal sales, false inspection, and illegal filling. Some typical cases are now exposed as follows:
1. The Market Supervision Bureau of Xian'an District, Xianning City, investigated and dealt with the case of Hua Gas Co., Ltd. failing to implement the inspection and recording system before and after filling in accordance with the regulations
On December 26, 2023, the supervision team of the Provincial Market Supervision Bureau inspected the gas cylinder filling of the party Xianning Lihua Gas Co., Ltd. and found that there was a QR code on the party's filling statement, and scanning the code showed that the QR code had multiple filling records. After further verification, the law enforcement officers of the Xian'an District Market Supervision Bureau retrieved the filling situation of the party's gas cylinder information platform on December 26, 2023, showing that the total number of filling times was 1,024 times, and the pre-charging inspection and post-charging review records showed that there was no data. The parties have not implemented the inspection and recording system before and after filling in accordance with the regulations, violating the provisions of Article 49, Paragraph 2 of the Special Equipment Safety Law of the People's Republic of China, and the Xian'an District Market Supervision Bureau has filed a case for investigation and punishment in accordance with the law.
2. Jingmen City Jingshan City Market Supervision Bureau investigated and dealt with the case of Jinxin liquefied gas station filling gas cylinders that did not meet the requirements
On March 11, 2024, the Jingshan Municipal Market Supervision Bureau of Jingmen City, according to the clues fed back by the provincial bureau's gas special class, conducted an on-site inspection of the Jinxin liquefied gas station of the party, and found that the party engaged in filling activities did not implement the inspection and recording system before and after filling in accordance with the regulations, and filled gas cylinders (scrapped gas cylinders) that did not meet the requirements of safety technical specifications. The behavior of the parties violated the provisions of Article 49, Paragraph 2 of the Special Equipment Safety Law of the People's Republic of China, and the Jingshan Municipal Market Supervision Bureau ordered them to correct the illegal acts and file a case for investigation and punishment in accordance with the law.
3. The Honghu Market Supervision Bureau of Jingzhou City investigated and dealt with the case of Blue Flame Gas Co., Ltd. using personnel who have not obtained the corresponding qualifications to engage in special equipment operations
On January 12, 2024, the law enforcement officers of the Honghu Municipal Market Supervision Bureau of Jingzhou City carried out routine supervision and inspection of the safety of special equipment on the party Blue Flame Gas Co., Ltd. in accordance with the law, and found that the operator of the party Li Moumou did not obtain the special equipment operation certificate to engage in filling activities. On January 24, 2024, the law enforcement officers of the Honghu Municipal Market Supervision Bureau inspected the rectification of the party and found that the party had not yet corrected and was still using employees who had not obtained the special equipment operator certificate to engage in liquefied gas cylinder filling operations. The behavior of the parties violated the provisions of Article 14 of the Special Equipment Safety Law of the People's Republic of China, and the Honghu Municipal Market Supervision Bureau has filed a case for investigation and punishment in accordance with the law.
Fourth, the Market Supervision Bureau of Lichuan City, Enshi Prefecture investigated and dealt with the case of Henghe Natural Gas Co., Ltd. using pressure pipelines that had not been regularly inspected
On November 7, 2023, the law enforcement officers of the Market Supervision Bureau of Lichuan City, Enshi Prefecture found in the safety supervision and inspection of special equipment that the party concerned Chongqing Wanzhou District Henghe Natural Gas Co., Ltd. has not applied for regular inspection of a gas pressure pipeline in Lichuan since it was completed and put into operation in the first half of 2013. The illegal act of using uninspected special equipment violates the provisions of Article 40, Paragraph 3 of the Special Equipment Safety Law of the People's Republic of China, and the Ichuan Municipal Market Supervision Bureau has filed a case for investigation and punishment in accordance with the law.
5. The Market Supervision Bureau of Zengdu District, Suizhou City, investigated and dealt with the case of filling gas cylinders that did not meet the requirements of safety technical specifications at the Sifang liquefied gas station
On February 2, 2024, the law enforcement officers of the Market Supervision Bureau of Zengdu District, Suizhou City, conducted an on-site inspection of the Sifang liquefied gas station in Feitun Village, Xihe Town, Zengdu District, and found that the party's filling worker Chen Moumou filled a scrapped gas cylinder by scanning the "pocket code" he carried with him. After further verification, law enforcement officers found a total of 20 "pocket codes" at the scene, and by querying the party's filling system, it was found that between January 2023 and February 2024, the party had carried out a total of 253 fillings by scanning the above-mentioned "pocket code". The parties have violated the provisions of Article 49, Paragraph 2 of the Special Equipment Safety Law of the People's Republic of China, and the Zengdu District Market Supervision Bureau has filed a case for investigation and punishment in accordance with the law.
6. Xiaogan Municipal Market Supervision Bureau investigated and dealt with the case of Hubei Keling Pressure Vessel Inspection and Testing Co., Ltd. issuing false inspection and testing results
On August 17, 2023, according to the report clues, the Xiaogan Municipal Market Supervision Bureau carried out a law enforcement inspection on the party Hubei Keling Pressure Vessel Inspection and Testing Co., Ltd., and found that Chen, a person engaged in gas cylinder air tightness testing at the site of the party's inspection area, did not obtain a special equipment testing personnel certificate to engage in gas cylinder testing. After further verification, it was found that the parties concerned had issued qualified inspection and testing results for uninspected gas cylinders in the inspection and testing activities of liquefied gas cylinders, and there was an illegal act of issuing false inspection and testing results. The above-mentioned behavior of the parties violated the relevant provisions of the second paragraph of Article 52 of the Special Equipment Safety Law of the People's Republic of China, and the Xiaogan Municipal Market Supervision Bureau ordered them to correct the illegal acts, and imposed an administrative penalty of fines on the parties and their main responsible persons in accordance with the law.
7. The Xiantao Municipal Market Supervision Bureau investigated and dealt with the case of Xiantao Liquefied Gas Co., Ltd. selling liquefied petroleum gas that did not meet national standards
On November 7, 2023, the Hubei Provincial Market Supervision Bureau organized quality supervision and random inspections to sample the liquefied petroleum gas sold by the party, Xiantao Liquefied Gas Co., Ltd., and was judged to be unqualified after sampling inspection. In accordance with the provisions of Article 49 of the Product Quality Law of the People's Republic of China, the Xiantao Municipal Market Supervision Bureau ordered the parties to stop selling liquefied petroleum gas that does not meet national standards, and filed a case for investigation and punishment in accordance with the law.
8. Huangmei County Market Supervision Bureau of Huanggang City investigated and dealt with the case of Hubei Shunda Kitchenware Equipment Co., Ltd. selling substandard gas stoves
On August 9, 2023, the Market Supervision Bureau of Huangmei County, Huanggang City, entrusted a third-party testing company to conduct a sampling inspection of 10 household gas cookers sold by Hubei Shunda Kitchenware Equipment Co., Ltd. After inspection, the 10 gas stove flameout protection device projects did not meet the relevant requirements of the national mandatory standard "Household Gas Cooker" (GB16410-2020), and were judged to be unqualified, and the bureau sealed 10 unqualified gas stoves in accordance with the law. The behavior of the parties violated the provisions of Article 13, Paragraph 2 of the Product Quality Law of the People's Republic of China, and the Huangmei County Market Supervision Bureau ordered them to correct the illegal acts and file a case for investigation and punishment in accordance with the law.
9. The Market Supervision Bureau of Wuchang District, Wuhan City, investigated and dealt with the case of Minjie Kitchenware Equipment Business Department selling substandard gas supplies
On February 8, 2024, the Market Supervision Bureau of Wuchang District, Wuhan City, according to the clues of the relevant problems, inspected the business premises of the Minjie Kitchenware Equipment Business Department of the party, and found a total of 34 household gas stoves without flame-out protection devices, 48 Gaotian brand medium-pressure pressure reducing valves with pressure regulation functions and 12 meters of Kangle brand natural gas liquefied gas hoses without indicating the manufacturing date and use period, and the law enforcement officers seized the above-mentioned substandard products in accordance with the law. The behavior of the parties violated the provisions of Article 13, Paragraph 2 of the Product Quality Law of the People's Republic of China, and the Wuchang District Market Supervision Bureau has filed a case for investigation and punishment in accordance with the law.
10. The Ezhou Municipal Market Supervision Bureau investigated and dealt with the case of selling gas cookers without flame-out protection devices in Ezhou Gedian Luoji Labor Insurance Store
On February 1, 2024, the law enforcement officers of the Ezhou Municipal Market Supervision Bureau found that 7 fierce stoves without flame-out protection and 2 heaters for sale that had not been queried on the national certification network were placed in the business premises of the Ezhou Gedian Luoji Labor Insurance Store, and the law enforcement officers seized the above-mentioned unqualified products in accordance with the law, and conducted sampling and entrusted inspection of the heaters, which were judged to be unqualified after inspection. The illegal act of selling gas cookers without flame-out protection devices, heaters without 3C certification and unqualified heaters violated the provisions of Article 13, Paragraph 2 of the Product Quality Law of the People's Republic of China, and the Ezhou Municipal Market Supervision Bureau has filed a case for investigation and punishment in accordance with the law.
