Linrong River is the second largest stream in our county, with a basin area of 119.3 square kilometers and a main stream of 21.8 kilometers long, flowing through 35 villages and 1 industrial park in 5 towns such as Luoyang, Luocheng, Zishan, Tuzhai and Gongchuan, irrigating 25,000 acres of farmland on both sides of the river, and is an important water system integrating flood control, irrigation and ecological conservation functions. As the mother river of Hui'an County, Lingong River is like a "jade belt" that runs through the main urban area of Hui'an County, connecting the ecological "economic corridor" of mountains, waters, seas and fields in Hui'an.

In recent years, Hui'an County has taken the river and lake chief system as the starting point, made overall planning, and carried out in-depth improvement of the water environment in the Lingong River basin in accordance with the planning principle of priority and urgency, and has successively organized and implemented a series of water environment improvement work such as river dredging, embankment construction, sluice transformation, ecological water system construction, sewage tackling and river outlet, etc., and the social and economic benefits have been greatly improved. The agricultural production benefits of the Zoumadai base are becoming increasingly prominent, the PPP projects of the rural sewage pipe network have been implemented one after another, the planning and construction of the Linrongxi Estuary Wetland Park has created an urban oasis, the construction of the East Lake Park project has created a new ecological landscape corridor, and the planning and construction of the Linrongxi Flood Detention Area Park are all inseparable from Hui'an County's active efforts to solve water problems, do enough water articles, and release water vitality.

The continuous improvement of water quality and irrigation capacity in the Linrimxi basin have led to the vigorous development of local modern agriculture.
In order to further improve the level of water ecological environment and water conservancy facilities in Linrim Creek, in 2024, Hui'an County will seize the major policy opportunity of the state to issue additional national bonds, and actively plan key water conservancy projects such as the river improvement project of the Luoyang section of Linrim Creek, the small and medium-sized river treatment project of the headwater section of Linrim Creek, the river improvement project of the Fengqi section of Linrim River, and the small and medium-sized river treatment project of Wutang to Xixi section of Linrim Creek, and strive for 157.8 million yuan of special bond funds from the higher level for the upgrading and reconstruction of Linrim Creek. At present, key projects such as the renovation project of the headwaters of Linrim Creek and the treatment project of small and medium-sized rivers from Wutang to Xixi of Linrimxi are about to be implemented. Integrate the ecological concept into the whole process of water system governance in the Linrongxi Basin, continue to beautify the living environment, stimulate urban vitality and drive economic development by improving the river flood control and disaster reduction system, scientific scheduling, improving the water quality of the basin, and shaping the water cultural landscape, and strive to build Linrongxi into an integrated development belt of water economy, water ecology, water culture and rural revitalization, realize the trinity of water's social, economic and ecological benefits, practice the concept of green development, promote the high-quality development of water conservancy, and provide a more livable environment for local residents.
In order to orderly promote the requirements of clear water, green banks, beautiful scenery and smooth roads in the Linrim River Basin, Hui'an County has integrated the forces of all parties and carried out various tasks of the river chief system in the basin. The first is to promote the construction of standardization and guard the "base area". Promote the standardization of the town-level river chief system of the Linrongxi River Basin Management Center and the Luocheng, Luoyang, Zishan, Tuzhai and Rongchuan involved in the river basin, integrate the full-time administrators of the river, implement the dual management of the county river chief's office and the town, and unify the centralized office and grid river patrol in the town government. 15 high-definition video surveillance is set up in the main stream and important tributaries of Lingong River to monitor the changes in water quality and regional water environment in the basin in real time, and at the same time draft the "Comprehensive Evaluation Plan for Regional Water Quality in Hui'an County (Trial)", implement accurate division of water quality sections, promote the performance of duties and responsibilities of river and lake chiefs at all levels, and further strengthen the protection and management of river and lake water quality. The second is to carry out cross-three-dimensional inspections of the water environment in the river basin and implement "three-dimensional warfare". The four river patrol teams of the county river chief's office, the river basin chief's office, the county urban management bureau, the Linrong River Basin Management Center, and the river managers of each town carry out river patrol activities according to their responsibilities, establish relevant WeChat work groups, and immediately report to each other if they find problems affecting the water environment in the basin, and carry out rectification and implementation by the town according to the principle of territoriality. Aerial patrols are not carried out regularly by drones. The third is to entrust a third-party management and do a good job of "professional things". In order to improve the disposal rate of problems affecting the water environment, each town entrusts a third party to carry out management and protection work, including greening and pruning on both sides of the main stream of Linrim Creek, domestic garbage on the waterfront slope of the creek bank, domestic garbage on the backwater slope, floating objects in the river, and water floating lotus, etc., to ensure that the water environment in the basin is clean and orderly. Fourth, carry out judicial convergence and publicity and education in various forms, and hold up the "river protection flag". With the help of the county people's court, the people's procuratorate, and the public security bureau in the county river chief's office, carry out open investigation and covert visits from time to time, issue procuratorial suggestions, and implement judicial intervention to solve problems that have a greater impact on the water environment. In terms of publicity and education, various forms such as multi-industry volunteer service activities and cultural performances have been adopted to enable the people along the coast to enhance the good social atmosphere of water love, water protection and water management in the subtle influence of publicity.
