According to public information, Liu Lixian was born in June 1954, graduated from Jilin University, and worked in the Supreme People's Procuratorate, China Huarong Asset Management Corporation, and Industrial and Commercial Bank of China.

Since September 2003, Liu Lixian has served as the vice president of China Huarong Asset Management Corporation, joined the Industrial and Commercial Bank of China in 2005, and has served as the secretary of the Discipline Inspection Committee of the Industrial and Commercial Bank of China Limited since October 2005.
