Corridor economy: the road is connected to the heart of commerce

Walking into the digital factory of Shanghai Gesi Aerospace Technology Co., Ltd., located in the G60 Science and Technology Innovation Corridor in Songjiang District, Shanghai, a clean satellite production line is presented in front of you.

"In 2021, it was still an empty space. At the end of 2023, the first digital 'lighthouse factory' for satellite intelligent manufacturing in the Yangtze River Delta will be completed, and the first satellite will roll off the assembly line. Cao Jin, general manager of Shanghai Gesi Aerospace Technology Co., Ltd., introduced.

According to the relevant plan, by 2025, Shanghai will have an annual production capacity of 50 commercial rockets and 600 commercial satellites. At present, Shanghai is working with the nine cities of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta to jointly build a satellite Internet cluster, accelerate the gathering of upstream and downstream enterprises in the industrial chain, and form an innovative application ecology of the satellite industry.

The G60 Science and Technology Innovation Corridor was established in 2016. Relying on the G60 Expressway and the Shanghai-Suzhou-Lake high-speed railway and other transportation arteries, the G60 Science and Technology Innovation Corridor connects Songjiang in Shanghai, Suzhou in Jiangsu, Jiaxing, Hangzhou, Jinhua, Huzhou in Zhejiang and Xuancheng, Wuhu and Hefei in Anhui Province.

The interconnection of transportation corridors contains rolling business opportunities. Take the Shanghai-Suzhou-Lake high-speed railway as an example, this 163.8-kilometer-long transportation artery connects three important cities: Shanghai, Suzhou, Jiangsu and Huzhou, Zhejiang. According to the plan, the Shanghai-Suzhou-Lake high-speed railway will start the static acceptance of the whole line in mid-July this year, and the joint commissioning and joint test of the whole line will be launched at the end of August. After the opening of the railway, Shanghai to Huzhou will be shortened from about 2 hours to the fastest only 40 minutes.

The integration of the Yangtze River Delta has brought not only the smooth flow of roads, but also the improvement of institutional mechanisms. As the first cross-regional scientific and technological achievement transformation fund in the Yangtze River Delta to undertake national strategic tasks and jointly funded by nine places, the G60 fund has accumulated a total of 542 million yuan, which has been invested in hard science and technology fields such as high-end equipment, new materials, and biomedicine.

"The G60 Fund promotes the construction of advanced manufacturing industry clusters through a cross-regional linkage mechanism, and accelerates the formation of a regional economic pattern with complementary advantages and high-quality development in the nine regions." Jia Zhanfeng, director of the Innovation Research Center of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta, said.

In addition to the G60 Science and Technology Innovation Corridor, Shanghai's Qingpu District relies on the G50 Expressway Trunk Corridor to work closely with cities along the route to build the "Yangtze River Delta Digital Trunk Line", and Hangzhou City to build the "Chengxi Science and Technology Innovation Corridor...... The corridor economy is becoming more and more vibrant in the Yangtze River Delta.

Enclave economy: "science and technology enclaves" and "industrial enclaves" are constantly emerging

In mid-April this year, in the Husu Science and Technology Innovation Industrial Park of Rugao High-tech Zone, Nantong, Jiangsu, with the completion and operation of the ultra-precision micro-nano optics industrial base invested and constructed by Linding Optics (Shanghai) Co., Ltd., a modern factory specializing in precision optics "broke ground".

200 kilometers away, in the Science and Technology Park of the National University of Shanghai Jiaotong University, located in Shanghai's "Da Zero Bay", in the enclave incubator built by Rugao, researchers have repeatedly tested nano-level precision manufacturing equipment and devices to ensure Rugao's "light-chasing journey".

Spanning 200 kilometers, the Rugao production base and the R&D center in Shanghai go hand in hand, turning a high-tech project with an investment of 2 billion yuan from a blueprint into a reality.

As a county-level city, Rugao has accelerated high-quality development in recent years and is facing the reality of insufficient scientific and technological innovation resources. How to break through the bottleneck? According to the relevant person in charge of Rugao City, seizing strategic opportunities such as the integrated development of the Yangtze River Delta, Rugao took the initiative to undertake the radiation effect of the Shanghai Global Science and Technology Innovation Center, cooperated with Shanghai Jiao Tong University, Fudan University and other universities to build a number of "science and technology enclaves", and explored a "science and technology enclave" construction model of "university research and development, enclave incubation, and Rugao transformation".

"The 'enclave' built at the school gate can quickly implement cutting-edge technology, and through the development of engineering prototypes and small batch delivery, scientific and technological achievements can be quickly verified." Ren Mingjun, founder of Linding Optics, said.

The "science and technology enclave" that has emerged one after another is an upgraded version of the "enclave economy" in the Yangtze River Delta. Zeng Gang, dean of the Urban Development Research Institute of East China Normal University, said that the enclave in the Yangtze River Delta originated in the era of planned economy, mainly referring to land under the jurisdiction of a certain administrative region but not adjacent to the region, such as Shanghai Farm in Yancheng, Jiangsu Province, and so on. With the advancement of the integration of the Yangtze River Delta, new "science and technology innovation enclaves" continue to emerge, providing an important starting point for industrial incubation, investment promotion, and talent attraction in third- and fifth-tier cities.

Huzhou Nanxun (Songjiang) Talent Science and Technology Innovation Center, Anhui Jieshou (Shanghai) Offshore Science and Technology Innovation Center...... In Shanghai, dozens of "science and innovation enclaves" have been set up by other cities in the Yangtze River Delta region. At the same time, some development zones in Shanghai are also actively going out and setting up cooperative parks in other parts of the Yangtze River Delta to form "industrial enclaves".

These new enclaves have promoted the cross-regional flow of talents, technologies and other resource elements, and explored new paths and models for the integrated development of the Yangtze River Delta.

Adjacent area economy: the "end" of provincial development has become the frontier of cooperation

In Xuanhe Town, Lai'an County, Chuzhou City, Anhui Province, there is a more than 500-meter-long, two-way six-lane Xuanhe Bridge. Every morning, the bridge is full of traffic, showing that it is different from the usual liveliness of a small town.

The town is only separated by a river from Nanjing City, Jiangsu Province, and the residents of the town drive about 30 kilometers to the downtown area of Nanjing, which is similar to the time to go to Lai'an County.

The Outline of the Yangtze River Delta Regional Integration Development Plan, issued at the end of 2019, clearly proposes to promote the coordinated development of inter-provincial adjacent regions. As one of the "experimental fields" in the inter-provincial adjacent areas, Lai'an County and Jiangbei New Area of Nanjing City have cooperated to build a new functional area in the Dingshan-Xianhe inter-provincial adjacent area, and "a game of chess" promotes industrial coordination, transportation interconnection, facility interconnection, service sharing, and mutual recognition of talents.

"About half of our company's 280 employees live in Nanjing and work in Xianhe, commuting between the two places every day." Xu Zhi, general manager of Anhui Shengshi Hi-Tech Rail Equipment Co., Ltd., said. This rail equipment enterprise is invested and established by Nanjing Puzhen Science and Technology Industry Co., Ltd., with an annual output value of 250 million yuan.

In recent years, a large number of spare parts enterprises have taken advantage of the integrated development of the Yangtze River Delta and moved to Xuanhe Town, Chuzhou City, which is separated by a river from Nanjing. In Xu Zhi's view, Nanjing provides orders for Xiahe, and Xiahe provides Nanjing with an economic and stable supply chain.

With the deepening of the integration of the Yangtze River Delta, there are more and more cases like Dingshan-Xianhe in the three provinces and one city.

Spanning Qingpu District of Shanghai, Wujiang District of Suzhou City, Jiangsu Province and Jiashan County of Jiaxing City, Zhejiang Province, the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone is the first move and breakthrough point of the national strategy of Yangtze River Delta integration. In July 2023, at the developer conference of the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone, the country's first cross-provincial high-tech zone, the Yangtze River Delta Integration Demonstration Zone, was officially inaugurated, focusing on the development of emerging industries such as digital industry, intelligent manufacturing, green new materials, and characteristic industries such as headquarters economy and green science and technology innovation services.

"Under the traditional development path, each region has its own high-tech zone and economic development zone, and the competition for investment is very fierce. The establishment of cross-provincial high-tech zones is to proceed from the actual interests of the two provinces and one municipality and strive for the greatest common divisor of development. Zhu Zhengwei, Minister of Business and Industrial Development of the Executive Committee of the Yangtze River Delta Integration Demonstration Zone, said.

Dong Nan, director of the Yangtze River Delta Comprehensive Coordination Office of the Anhui Provincial Development and Reform Commission, said that the inter-provincial adjacent area from the "end" of provincial development to the forefront of inter-provincial cooperation is a pragmatic measure for the three provinces and one city to work together to build a regional development community, which will promote the accelerated integration of cross-provincial industrial chains, talent chains and capital chains.
