In November 1938, the Resources Committee of the Ministry of Economic Affairs of the National Government decided to set up a wholly-owned power enterprise in the Wutongqiao area of Sichuan Province, and sent Cai Changnian, a professor of Zhejiang University, to Wutongqiao to set up the "Wutongqiao Power Station Preparatory Office", which was responsible for site selection and factory construction. In December 1938, the construction of a 200 kilowatt steam generator plant began, which was purchased from Chengdu Qiming Electric Light Company.

In March 1939, the Ministry of Economic Affairs of the Nationalist Government changed the name of the "Wutongqiao Power Plant Preparatory Office" to the "Minjiang Power Plant Preparatory Office of the Resources Committee of the Ministry of Economic Affairs". On July 1, 1939, the commissioning was completed and officially put into operation for power generation, in addition to providing part of the electricity for the nearby "Yongli Chemical Company", it also directly supplied the office and the residents around the salt wharf through the Wutong Bridge Line for lighting electricity. Since then, the Leshan area has its first thermal power plant, which is also one of the 12 power plants wholly owned and operated by the National Government's Resources Committee in the rear of the Anti-Japanese War.

In the 11 years from the end of 1938 to the end of December 1949, Minjiang Power Plant successively erected 8 high-voltage transmission lines in Leshan, Wutong and Qianwei, with a total length of 96 kilometers, and initially formed a small power supply network with Jinsuqiao Power Station of Minjiang Power Plant as the load center, laying the foundation for the development of power grid in Leshan area after the founding of New China.
