The Ministry of Education and the Ministry of Finance recently jointly issued the "Notice on the Implementation of the Plan for Special Posts for School Teachers in the Rural Compulsory Education Stage in 2024" (hereinafter referred to as the "Notice"), and the country plans to recruit 37,000 special post teachers.
It is understood that in 2006, the "special post plan" was launched and implemented by the Ministry of Education and other four departments, with the support of special funds from the central government. So far, it has provided about 1.15 million teachers to more than 1,000 counties and more than 30,000 rural schools (including village primary schools and teaching sites) in 22 provinces in the central and western regions.
In 2024, the "Special Post Plan" will still be implemented in the central and western provinces, focusing on the original "three districts and three states", key counties for national rural revitalization, and ethnic minority areas. Guide and encourage college graduates to teach in rural schools, and further strengthen the supplement of teachers in scarce and weak subjects such as ethics and the rule of law, physical education and health, foreign languages, science, labor, art, information technology, mental health, and special education; Support and encourage eligible veterans to teach in primary and secondary schools, and comprehensively consider factors such as the length of service to relax the age limit for veterans; Encourage high-level colleges and universities represented by the "double first-class" construction colleges and universities to send outstanding college graduates to rural schools.
The "Circular" requires that all localities should earnestly control the entrance to recruitment and strictly enforce the recruitment conditions and requirements. In the recruitment of special post teachers in remote and difficult areas and in urgently needed specialties, the proportion of examinations may be appropriately reduced or not set in light of the actual situation, and open recruitment may be carried out by means of interviews and direct inspections, and the line for passing grades may be delineated. For areas that are particularly remote and difficult, and the loss of teachers is more serious, local students can be favored.
Earnestly do a good job in ensuring remuneration, and the central government will continue to provide wage subsidies
It is necessary to do a good job in ensuring the remuneration of teachers in special posts. The central government continues to provide salary subsidies to teachers under the "Special Post Program". From January 1, 2024, the salary subsidy standard for special post teachers will be raised, from 35,200 yuan to 38,800 yuan per capita in the central region, and from 38,200 yuan to 41,800 yuan in the western region.
The Ministry of Education and the Ministry of Finance will allocate the central subsidy funds for the 2024 "Special Post Plan" according to the 2024 post establishment plan and the number of special post teachers in previous years. All localities should ensure that the salaries of special post teachers are paid in full and on time, participate in social insurance in accordance with regulations, and enjoy the same treatment as local public school teachers in terms of salary and benefits, professional title evaluation, evaluation of excellence, and annual evaluation under the same conditions. Ensure that special post teachers who have completed their three-year service period, passed the assessment, and are willing to stay in their posts are promptly enrolled in the establishment and implemented their posts. Implement arrangements such as turnover dormitories to help solve the practical difficulties in the work and life of special post teachers.
