The incident occurred that the wildlife park belonged to a private enterprise and had been under construction since 2018, but the land procedures were incomplete, resulting in the project being stalled many times. But the following year, the developer rushed to bring in a large number of wild animals, including 33 Siberian tigers.
The construction of the park has not been completed for a long time, the living environment of the animals is poor, and there are management loopholes in the later operation, a large number of rare species have died en masse in a short period of time, including 20 Siberian tigers. Other surviving wild animals in the park, such as lions and giraffes, are also in trouble. The park had to be closed for rectification.
The facts clearly show that Fuyang Wildlife Park is not effective in the planning, construction and operation of the supervision, and there are a number of illegal acts. The procedures for land use in the park are incomplete, and the animal living environment has not yet reached the standard.
That is, the unauthorized introduction of wild animals and commercial operation seriously violates the provisions of the Wildlife Protection Law on artificial breeding of wild animals. The regulatory authorities have not supervised their construction, operation and management, resulting in the deterioration of animal living conditions, large-scale deaths, and damage to the interests of national natural resources.
Admittedly, there are widespread regulatory loopholes in private zoos. However, the harmful consequences of the Fuyang incident are particularly serious and must be taken seriously. It is necessary to start by improving the laws and regulations, strengthen the supervision of the whole process, and strictly prevent the recurrence of similar situations.
Restrict the commercial operation of zoos. As for-profit enterprises, such establishments have the motivation to seek huge profits through illegal means. Clear regulations should be formulated, strict access conditions should be established, and the number and layout of zoos should be regulated. At the same time, a review mechanism for the source of animals will be established to prevent illegal capture of wild animals and supplement "commodities".
Enhance the supervision of park construction. The construction department must strictly plan the site selection of the zoo to ensure that the legal procedures for land use are complete and the facilities meet the standards.
In particular, it is forbidden to introduce wild animals when the living environment of the animals is not up to standard.
