Actively play a role in "solving problems"
Installation of elevators, renovation of residential areas, stacking of materials in corridors, fire safety ...... These are the most common tasks and problems in community management, and the building team, as the "end" of community governance, needs the building team leader to have a comprehensive understanding of the situation in the building and the community, assist the neighborhood committee, and solve the difficulties for the residents in a timely manner.
In the first two years, Hongchu community carried out the construction of high-quality residential areas and the installation of elevators. In order to truly do a good job in this practical matter of people's livelihood, the team leaders of each building in the community actively mobilized community residents to participate in the renovation and construction, and integrated the needs and ideas of residents into all aspects of the transformation. There are 18 households in Building 21 of the community, of which 10 are tenants, and the willingness of these landlords almost directly affects the convenience of the elevator project and the elderly in the building. To this end, Qu Liping, the leader of the building team, started tireless communication and coordination work, patiently listening to the various ideas and needs of the residents in the building. Once, Qu Liping learned that the first floor of a resident window is close to the green belt of the wall, often small animals "patronize" and have a certain impact on life, she immediately fed back this situation to the neighborhood committee, after multi-party coordination, the "vignette" in the elevator project and the boutique community renovation combined, the fence was painted, the environment in front of the window was renovated and planted with new low vegetation, so that residents can see the beautiful scenery by pushing the window, and naturally promoted the work of the elevator, which benefited the residents on the first floor, the elderly upstairs and the community environment.
The leaders of the building team of Hongchu community are one of the epitomes of the work of the building group in each residential area of Changning, focusing on the common problems of the community, caring for the difficulties of residents, and giving full play to their active role.
In addition, many building team leaders have also formulated building group conventions, formed autonomy rules, strengthened self-management, helped promote key community work, and effectively improved the quality of community life of residents. For example, the new Lianfang Building on Tianshan Road Street was originally littered with debris in the public area of the corridor, and there were non-motorized vehicles parked in disorder, which seriously affected the beauty and safety of the building. With the start of the "beautiful corridor" construction project, the corridor has set up a "Owners Autonomous Volunteer Council" composed of building team leaders, members of the red industry committee, party members and volunteers, after cleaning up the public area of the corridor, through the formulation of the "United Heart Convention", the establishment of a long-term management mechanism and other measures to improve the awareness of building residents' autonomy, so that residents can participate in the environmental maintenance of the building, so that the old building can really "change the old look for a new look".
Promoting pluralistic co-governance to "add vitality"
In recent years, all residential areas in Changning have adhered to the building team leader as the core, giving full play to the geographical advantages of the building group and the social structure of acquaintances, and carrying out the work of "civilized building group", "the most beautiful corridor" and "characteristic corridor". In this process, the leaders of each building also fully stimulate the initiative and enthusiasm of the residents to participate in community governance by condensing the autonomous forces of the building group, tapping the resources of community co-governance, and organizing residents to consult and discuss the affairs of the building and the community, so as to consolidate the excellent foundation of the grassroots practice of people's democracy in the whole process, and continuously promote the pluralistic participation of the community, joint management and co-governance, and continuously increase the vitality of governance.
Building 6 of Hongzhuang Community in Xinhua Road Street was built in the 90s of the 20th century, and many residents are old neighbors for decades, and there has always been a good atmosphere of neighborly mutual assistance. In response to the construction of the "beautiful building group" in the street, Chen Yongzhen, the leader of the building team, proposed to explore the "residents" with their own specialties in the building group and encourage them to take the initiative to stand up. "We have a lot of residents in Building 6 who have both expertise and enthusiasm, but many of them are limited to helping each other on the same floor or on the upper and lower floors." "We want to learn more about the strengths and needs of each resident in the building, and complement each other and help each other." So, Aunt Xu, who used to be a dim sum chef, set up a baking team to organize everyone to make pastries and share them with the old people in the building every festival; "Master Li" gives full play to his expertise in electrical appliance maintenance and volunteers to repair household appliances for community residents...... In this way, the creation of the "Beautiful Building Group" of Building 6 of Hongzhuang Community, driven by the team leader, volunteers of the building group and "talents", further activated the "new vitality" of residents' autonomy.
It is understood that in addition to the building team leaders who play an active role in various residential areas, at present, there are more than 4,400 in-service party members in Changning District who serve as the team leaders on the second floor, providing more wisdom and assistance for corridor management and community governance.
Close Neighborhood Relationship "Warm"
Guo Liang is a building team leader in Shanghang New Village, Chengjiaqiao Street, who has lived in the community for 30 years, and has accumulated a lot of work experience and popularity in the work of building team leader, and has also won the trust of the residents in the building. Once, a resident on the first floor reported to Guo Liang that "people often throw cigarette butts and hair in their yard upstairs." Guo Liang found the resident through the survey, and the resident also admitted his behavior. Guo Liang changed the bad habits of the resident through repeated ideological work and safety education. Guo Liang in life is very careful, he noticed that since the elevator was installed in the corridor, the neighbors like to take the elevator up and down the stairs. "Will neighbors be less connected because of this?" So, Guo Liang organized all the owners and residents of the building group to establish a group, and if there is any work and things, as long as they are in the group, everyone will respond. Every once in a while, Guo Liang will notify each household to come out to clean the corridor, no more than half an hour, all owners will feedback the cleaning situation in the group, and Guo Liang will also check the cleaning situation floor by floor. "It is necessary to make the community and the building a living place with a stronger sense of life and a stronger sense of happiness." Guo Liang said, "As an old comrade and old party member, I should do more work for this purpose, lead a group of people to be a good squad leader, and play an exemplary and leading role." ”
As the forefront of community party building, the construction of building groups needs to give full play to the leading role of party building and carry out targeted management and services around the needs of residents. The building team leader and the backbone of party members are the vanguard of community governance and an important supplementary force for the "four hundred" visits of the neighborhood committee. In Changning, there are still many building team leaders like Guo Liang. They have set a good example in terms of visiting and caring, pairing assistance, and convenient services, so that the masses can always feel cared for, form a good atmosphere of neighborhood solidarity and mutual assistance, and strengthen the relationship between the party and the masses.
Since the beginning of this year, in accordance with the requirements of the "Shanghai Grassroots Governance Backbone Special Education and Training Plan (2023-2027)", Changning District has continuously improved the work ability of the building team leaders and the governance service level of each building group through the training of building team leaders and backbone training demonstration classes. In the next step, all streets and towns will continue to do a good job in the special training of building team leader capacity building, further expand and improve the backbone team of grassroots governance, and increase the energy of community governance.
