In accordance with the relevant provisions on the open recruitment of public institutions, in order to timely supplement the staff of public institutions in the municipal transportation system and optimize the personnel structure, after research, it has been decided to openly recruit the staff of public institutions under the bureau (formal establishment), and the relevant matters are hereby announced as follows:

1. Recruiting unit, position and number

A total of 18 staff members are recruited from the public, and the recruitment unit, recruitment position, planned recruitment number and related requirements are detailed in the annex.

Second, the recruitment target

Open recruitment to the public (including fresh graduates of ordinary colleges and universities in 2024).

III. Application Requirements

(1) Have the nationality of the People's Republic of China; (2) Abide by the Constitution and laws of the People's Republic of China, and support the leadership of the Communist Party of China and the socialist system; (3) Have good conduct; (4) Have the physical capacity to perform their duties normally; (5) Be over 18 years old and under 35 years old (born between May 16, 1989 and May 30, 2006). (6) Have other qualifications and conditions required for the recruitment position. 1. The date for fresh graduates of regular colleges and universities to obtain academic qualifications and degree certificates in 2024 can be relaxed to August 31, 2024; For those who have graduated in the same period outside the country, the date for obtaining academic qualifications and degree certificates can be appropriately relaxed, but they must complete the academic certification of the Service Center for Scholarly Study of the Ministry of Education before August 31, 2024 before they can apply for the examination. Graduates of ordinary colleges and universities in 2022 and 2023 who have not yet confirmed their work units, and the file relationship is still retained in the original graduation school, or retained in the graduate employment departments at all levels (graduate employment guidance service centers), talent exchange service agencies and public employment service agencies, as well as those who graduated in the same period outside the country (territory) and have completed academic certification but have not yet confirmed their work units, can apply for the positions of fresh graduates of ordinary colleges and universities in 2024. Volunteers of grassroots service projects such as the "Three Branches and One Support" Program, the Rural Teacher Special Post Program, the "Western Plan" and the "Rural Revitalization Program" (including the original "Northern Jiangsu Program") can apply for positions for fresh graduates of ordinary colleges and universities in 2024 if they have no work experience before participating in the grassroots service projects, the service period has expired before registration, and they have passed the assessment within 2 years. Fresh graduates of ordinary colleges and universities who are conscripted into the military and serve as compulsory soldiers, within one year after retirement, can apply for the position of fresh graduates of ordinary colleges and universities in 2024. 2. Professional settings. The "professional" in the recruitment conditions is the "Professional Reference Catalogue for Civil Servants Recruited by the 2024 Examination of Jiangsu Province" (hereinafter referred to as the "Professional Reference Catalogue"). (7) The professional and technical qualification certificates required in the recruitment position must be obtained before the start date of registration. (8) Those who have any of the following circumstances shall not apply for the examination:1. Active-duty military personnel or non-2024 graduates of ordinary colleges and universities in the national education sequence; 2. Before November 30, 2024, newly hired civil servants with a service period of less than 5 years, personnel on the staff (register) who have been hired by various local institutions in Jiangsu Province through open recruitment and whose service period of 3 years has not yet expired, and personnel who are not allowed to be dismissed from their current work units (posts) with provisions (including clear agreements); 3. Those who have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close in-law relationship with the responsible personnel of the recruiting unit shall not apply for organizational (personnel), discipline inspection and supervision, auditing and financial positions in public institutions; Those who have the above-mentioned relationship with the existing on-the-job personnel shall not be recruited for managerial positions that form a direct leadership relationship between superiors and subordinates after being assigned to the post, as well as positions that should be avoided as specified in the "Provisions on the Recusal of Personnel Management of Public Institutions"; 4. Personnel who are not allowed to apply for employment in public institutions as otherwise stipulated by the state and provinces. The state and Jiangsu Province have other provisions that those who do not get the relevant positions cannot apply for the corresponding positions.

IV. Registration Arrangements

This open recruitment work will be implemented in accordance with the steps of issuing recruitment announcements, online registration, preliminary examination of qualifications, and confirmation of payment.

5. Recruitment methods

(1) The written test shall be organized and implemented by the Suqian Municipal Human Resources and Social Security Bureau entrusted by the Suqian Municipal Transportation Bureau. 1. Written test time: June 22, 2024 (see the admission ticket for specific arrangements). 2. The content of the written test: The content of the written test is based on comprehensive knowledge, ability and quality, and professional knowledge of the post. 3. Written test location: see admission ticket. 4. Written test passing line: Candidates whose written test score is not less than 50% of the total score of the written test paper is qualified, otherwise, their qualifications to enter the next stage of the procedure will be cancelled. 5. Written test result inquiry: Applicants can check the original registration website through the ID number and admission ticket number. (2) Review of registration qualifications: 1. Ranking results. After the written test, the ranking score = the written test score. 2. Determine the candidates for qualification review: According to the ranking results of the candidates, from high to low scores, the candidates for the qualification review will be determined according to the proportion of 3 times the number of job recruitment plans (the candidates with the lowest scores will enter together). If the ratio of the number of people to the number of recruitment plans is less than 3:1, the actual number of participants will participate in the review. 3. Time and place of qualification review: The recruiting unit is responsible for the review of applicants' qualifications. The time, place and requirements for review will be announced separately on the website of the Suqian Municipal Transportation Bureau. Please refer to the announcement for details of the specific review procedures and relevant precautions. 4. Replacement rules: After the on-site review of the recruiting unit, if it is deemed that the materials submitted by the applicant do not meet the requirements of this announcement and the "Job Table", the recruiting unit shall inform the qualification review results on the spot. If the applicant has no objection, the competent department for recruitment shall fill in the candidates who apply for the same position in order from the highest score to the lowest score. If the applicant has any objection to the result of the qualification review, he or she shall submit a statement and defense on the spot, and it shall be deemed that there is no objection after the deadline. Qualifications are reviewed throughout the open recruitment process. 5. Interview payment: After the applicant passes the qualification review, the applicant will pay the interview fee of 100 yuan/person on the spot. 6. Determine the candidates for interview: After the qualification review is completed, the list of candidates for interview will be published on the website of the Suqian Municipal Transportation Bureau. (4) The interview shall be organized and implemented by the Suqian Municipal Human Resources and Social Security Bureau entrusted by the Suqian Municipal Transportation Bureau, and the time and place of the interview shall be subject to the "Interview Notice". 1. Interview format: The interview format is a structured interview (unless otherwise specified in the position). 2. Interview qualification line: The interview adopts a 100-point system, and the candidate's interview score must reach 50 points to pass, otherwise, he or she will be disqualified from entering the next stage of the procedure. However, for positions that are not competitive (i.e., positions where the number of participants in the interview is equal to or less than the planned number of recruits), the candidate must have an interview score of 60 points to pass. The results of the interview will be communicated to the applicants on the spot. (5) The total score is calculated on a 100-point scale, and the rules are as follows: total score = written test score ×50% + interview score ×50%.

6. Physical examination, inspection, publicity and employment filing

(1) The physical examination shall be organized by the Suqian Municipal Transportation Bureau, and the physical examination time will be announced separately. The items and standards of physical examination shall be implemented in accordance with the Notice on Revising the General Standards for Physical Examination for Civil Servants (Trial) and the Operation Manual for Physical Examination for Civil Servants (Trial) (Ministry of Human Resources and Social Security [2016] No. 140). The cost of the medical examination shall be borne by the applicant. Candidates for physical examination are determined. According to the total score of the candidates from high to low (if the total score is the same, it will be determined according to the written test score, and if it is still the same, it will be determined by a separate examination), and the physical examination candidates will be determined according to the ratio of 1:1 of the number of job recruitment plans. Those who have passed the physical examination shall be the object of inspection. (2) The inspection and inspection work shall be led by the competent department of recruitment, and the recruiting unit shall organize and implement it. The inspection work shall be carried out in accordance with the "Measures for the Recruitment and Inspection of Civil Servants (Trial)". If you are on the job at the time of registration but have resigned before the inspection, you must provide a legal and valid "Certificate of Termination of Employment (Labor) Contract". Those who fail to provide the above supporting materials on time shall be deemed to have failed the inspection. Before the end of the inspection, except for the applicants who have provided the certificate of consent to apply for the examination for the qualification review, the rest of the applicants must provide the "Certificate of Consent to Apply for the Examination" issued by the original unit. The qualified personnel for the inspection are the personnel to be hired. (3) After the publicity and employment filing inspection, the recruitment department shall submit the list of personnel to be hired to the Suqian Municipal Human Resources and Social Security Bureau. The list of personnel to be hired is to be publicized on the website where the announcement is made for 7 working days, and after the publicity period expires, if there are no problems or the problems reflected do not affect the employment, the competent department for recruitment shall handle the employment formalities in accordance with the procedures; Where the problems reflected affect employment after being verified by the competent department for recruitment, the competent department for recruitment shall cancel the qualifications for employment. If the hired person has signed a labor (employment) contract or various agreements with his or her former employer, he or she shall be responsible for handling the matter himself/herself. In the stage of physical examination, inspection and publicity, if there is a vacancy due to various reasons, the recruitment department in charge of the job will be interviewed in order from high to low according to the total score. After the employment is recorded, if there is a vacancy due to various reasons, it will not be filled. For those who have no objection to the expiration of the publicity period, the competent department of recruitment shall file with the comprehensive personnel management department of the municipal institution in accordance with the personnel management authority and go through the relevant formalities, and sign an employment contract with the personnel to be hired in accordance with the regulations, and the employment period shall generally not be less than 3 years, and the probation period shall be agreed. If the person to be hired enters into an employment contract with the recruiting unit for more than 3 years (including the probationary period), in addition to terminating the employment contract in accordance with laws and regulations, he or she shall serve the recruiting unit for a minimum of 3 years (including the probationary period). During the probationary period, if it is proved that they do not meet the requirements of the post, the employment qualification will be cancelled and the employment contract will be terminated.

7. Discipline and supervision

This open recruitment work strictly implements the principle of "openness, equality, competition, and merit", adheres to the implementation of the prescribed procedures, conditions and standards, and strictly prohibits fraud and favoritism. Recruitment work is subject to the supervision of discipline inspection organs and society, and once it is verified, staff members who violate examination and employment discipline or who have dereliction of duty or mistakes that cause adverse consequences will be severely dealt with in accordance with relevant regulations.

Since January 1, 2018, all kinds of violations of discipline and regulations (including dishonesty) that exist in all aspects of public recruitment by applicants in public institutions shall be recorded in the national unified "Integrity Archive of Public Institution Open Recruitment Candidates" in accordance with regulations, and the record period shall be five years or long-term records, and shall be punished in strict accordance with the "Provisions on the Handling of Violations of Discipline and Violations in Public Recruitment by Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security). where a crime is constituted, criminal responsibility is pursued in accordance with law.

8. Other matters

The Suqian Municipal Transportation Bureau is responsible for the interpretation of various policies such as application conditions, examination content, and certification materials, and organizes the implementation of all relevant aspects of open recruitment in accordance with the provisions of this announcement, and assumes corresponding responsibilities. The Suqian Municipal Human Resources and Social Security Bureau performs the functions of guidance, supervision, and investigation and correction in accordance with laws and regulations, establishes a mechanism for supervision and correction before, during, and after the open recruitment work, accepts reports and complaints, and organizes the investigation and punishment of violations of laws and disciplines in accordance with the prescribed procedures.
