According to the regulations, after the approval of the implementation plan of the old reform, the project will be publicly selected by means of trading with the implementation plan, and the project has issued an investment announcement on April 30, and the registration deadline is 9:30 a.m. on May 27, 2024.

Chaodong No. 1 Reconstruction Project is located next to Chao'an Station of Guangfo Line, with a total land area of 27.7207 hectares (equivalent to 415.81 acres) and 9 subordinate economic cooperatives in Chao'an South Road in the east, Fengshouyong in the south, Wenhua North Road in the west, and Zhaoxiang Road in the north.

It is not only a project to promote the transformation of village residences and village-level industrial parks in the old city, but also the first renovation and upgrading project launched in the Huanwenhua Park area.
On October 26, 2020, the project was approved by Chaodong Village. In April and July 2021, the main leaders of Zumiao Street led the village cadres, party members, and villager representatives of Chaodong Village to go to Guangzhou and Foshan Brother Town Street for on-the-spot study and inspection. On April 15 this year (2024), the project was officially approved, and then successively attracted investment and passed the approval of the implementation plan. It is reported that the estimated investment amount of this renovation is about 13 billion yuan, an increase of 1 billion yuan compared with the pre-approval plan. Among them, the planned investment in 2024 is about 2.5 billion yuan (subject to the actual expenditure amount), and most of the transformation funds will be financed through social capital.

According to the documents issued by the Chancheng District Government, the land planning functions within the scope of the renovation project are mainly residential land, educational land, commercial land, social welfare land, park green space and urban road land, of which more than 130,000 square meters of second-class residential land, more than 40,000 square meters of primary and secondary school land, and more than 30,000 square meters of comprehensive commercial land.

The innovation and vitality area of Huanwenhua Park, where the renovation project is located, aims to create a high-quality urban polar core standard where economic, cultural and office elements are gathered. According to the latest planning of the Huanwenhua Park area, a 12-year school is planned to be built on the site of Chaodong No. 1 project.

After the completion of the Chaodong No. 1 plot renovation project, a new quality life experience center will be built that gathers complex urban functions such as fashion shopping, catering and entertainment, sports and health, and ecological leisure, with a total operating income of 1.154 billion yuan in the first 10 years after the transformation.
In 2022, the whole village reconstruction project of Guofang Village, Chaodong Village, located in the core area of Zumiao Street, as the first "village-level industrial park + old village residence" renovation project after the introduction of the new policy of "old reform" in Chancheng District, only took 17 months to achieve a voting approval rate of more than 90% of the implementation plan and a signing rate of more than 90% of the demolition compensation agreement, which started the renovation of Chancheng Old Village.
