In order to preserve the dignity of the law and the authority of the judiciary, and in accordance with the requirements of the Supreme People's Court, and on the basis of the "Civil Procedure Law of the People's Republic of China", the "Criminal Law of the People's Republic of China", the "Criminal Procedure Law of the People's Republic of China" and other legal provisions, the following is hereby announced in accordance with law:
1. Judgments and rulings made by the people's courts in accordance with law embody the will of the state and have the authority of the state's laws, and the person subject to enforcement shall perform them in a timely, conscientious, and comprehensive manner, otherwise they must accept compulsory enforcement by the people's courts. Natural persons, legal persons, and other organizations with statutory obligations to assist in enforcement must assist the people's courts in enforcement. All natural persons, legal persons, and other organizations that fail to perform the legal obligations set forth in the effective judgment documents shall conscientiously go to the court as of the date of this announcement to truthfully declare their assets, perform their obligations in accordance with law, and cooperate with the people's court's compulsory enforcement.
II. For persons subject to enforcement who do not take the initiative to perform, this court will lawfully include them in the list of judgment defaulters, employing measures such as restricting or prohibiting judgment debtors from making loans, investments, or handling credit cards, prohibiting them from leaving the country or leaving the country on airplanes, soft sleeper trains, all seats on G-prefix EMU trains, and first-class or higher seats on other EMU trains, and setting up temporary control personnel for untrustworthy persons.
III. Where the circumstances of refusal to perform the obligations determined in an effective judgment or ruling are serious, or where the circumstances are serious, or where the refusal to report or falsely report assets, the person subject to enforcement, their legally-designated representatives, the principal responsible person of the relevant unit, and the directly responsible personnel are to be fined or detained in accordance with law.
4. Where the person subject to enforcement has the ability to perform on the judgment or ruling of the people's court but fails to enforce it, and the circumstances are serious and it is suspected of constituting the crime of refusing to enforce the judgment or ruling, the people's court will follow the provisions of articles 277 and 313 of the Criminal Law of the People's Republic of China to advocate that the person applying for enforcement pursue the criminal responsibility of the person subject to enforcement through private prosecution in accordance with law.
5. Any unit or individual that has an obligation to assist in the investigation or enforcement refuses or obstructs the people's court's investigation and collection of evidence, or has conduct such as giving information to the parties or assisting them in transferring or concealing assets, in addition to ordering them to immediately perform their obligation to assist, they will be fined or detained in accordance with law, and where a crime is constituted, criminal responsibility shall be pursued in accordance with law.
VI. This court will expose judgment debtors with untrustworthy conduct on public platforms such as official websites, WeChat, and television stations, and the information to be exposed includes: the amount of the subject matter of enforcement, the photo of the person subject to enforcement, ID card number, address, and so forth. The person subject to enforcement should promptly take the initiative to perform the obligations determined in the effective judgment document to the applicant or consciously to the people's court, otherwise they will be severely sanctioned in accordance with the law in accordance with the content of the above announcement, and the public is welcome to actively provide clues and whereabouts of the property of the person subject to enforcement who refuses to perform, supervise and restrict the consumption and business activities of the person subject to enforcement, and the people's court will strictly maintain the confidentiality of the informant.

Judgment defaulters may apply for removal from the Judgment Defaulters List if they meet the following circumstances:
✔ The obligations set forth in the effective legal documents have been fully performed;
✔ An enforcement settlement agreement is reached with the person applying for enforcement, and the person applying for enforcement confirms that the performance has been completed;
✔ The people's court rules to terminate enforcement in accordance with law.
If you meet the above circumstances, please contact the Executive Bureau of the People's Court of Urad Qianqi to delete your information from the database of judgment defaulters.
