Chapter I: General Provisions

Article 1 In order to ensure the smooth progress of the enrollment of the summer general college entrance examination and effectively safeguard the legitimate rights and interests of the school and candidates, this charter is formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China, the Regulations of the People's Republic of China on Chinese-Foreign Cooperation in Running Schools, and the relevant regulations of the Ministry of Education, the Guangdong Provincial Department of Education and the Guangdong Provincial Admissions Committee, combined with the actual situation of the enrollment work of Beijing Normal University-Hong Kong Baptist University United International College.

Article 2 The school adheres to fair competition, fair selection, openness and transparency, and adheres to the comprehensive assessment, comprehensive evaluation, and merit-based admission of morality, intelligence, physical fitness, art and labor. Article 10 Graduation Certificate: Those who have been admitted by the summer college entrance examination of the school, obtained the student status of our school, and met the graduation requirements of their major within the specified number of years, will be awarded the undergraduate graduation certificate of "Beijing Normal University-Hong Kong Baptist University United International College". Those who meet the requirements for the award of bachelor's degrees will be awarded a bachelor's degree and a degree certificate from Hong Kong Baptist University. Students who withdraw from the school will be issued a certificate of completion or a certificate of realistic learning according to the specific situation.

Chapter 3 Organizational Structure and Responsibilities

Article 11 The University shall set up an Admissions Committee composed of school leaders, heads of relevant functional departments, and representatives of school teachers, which shall be fully responsible for implementing the enrollment policies of the Ministry of Education and the Guangdong Provincial Admissions Committee on the examination of ordinary colleges and universities, formulating enrollment regulations, determining the enrollment scale and adjusting the discipline enrollment plan, leading and supervising the specific implementation of the enrollment work, and coordinating and handling major matters in the enrollment work. The Admissions Committee of the University is also responsible for organizing the enrollment and admission work, and setting up a petition group during the admission period, and arranging special personnel to be responsible for the handling of petitions, appeals and complaints of candidates.

Article 12 The Admissions Office is the executive body of the Admissions Committee, and its main responsibilities are to prepare the enrollment plan, organize the enrollment publicity, and handle the daily affairs of the regular full-time undergraduate enrollment according to the enrollment regulations of the University.

Chapter 4 Enrollment Plan

Article 13 The enrollment plan and relevant requirements of the University by major shall be subject to the professional catalogue published by the province (autonomous region and municipality directly under the Central Government). For detailed admissions information, please refer to the school's admissions information website. According to the relevant regulations of the Ministry of Education, the university's undergraduate enrollment reserves no more than 1% of the total number of undergraduate enrollment plans for the quality control of students and the need to increase the plan due to the adjustment of candidates' majors.

Article 14 Admission Batches of the University:

(1) Included in the first batch of undergraduate admissions in 28 provinces (autonomous regions and municipalities directly under the Central Government) across the country (in the provinces, autonomous regions and municipalities where the first and second batches of undergraduate students are merged, they will be included in the undergraduate batch admission).

(2) In the undergraduate batch of Guangdong Province, candidates will be selected according to their results; In Guangdong Province, the special type comprehensive evaluation in advance will be admitted according to the comprehensive results of the candidates according to the school's Guangdong Provincial Comprehensive Evaluation Enrollment Plan from high to low. The registration method, selection procedure, and admission criteria for candidates in Guangdong Province shall be implemented in accordance with the "2024 Guangdong Province Comprehensive Evaluation Enrollment and Admission Guide" of our school.

(3) In 2024, the school's music performance major will recruit art candidates in Guangdong Province, Fujian Province, Hunan Province, Anhui Province, Zhejiang Province, Shandong Province, and Tianjin City.

The admission batches of each major of the school are subject to the announcement of the admissions office of each province (autonomous region and municipality directly under the central government).

Chapter 5 Admission Rules

Article 15 The school follows the admission system of "the school is responsible for and supervises the recruitment" stipulated by the Ministry of Education, strictly abides by the relevant enrollment policies and regulations of the Ministry of Education and the provincial (autonomous region, municipality directly under the Central Government) admissions office, and in line with the principles of openness, fairness and justice, and takes the candidates' college entrance examination results as the basic basis, comprehensively evaluates morality, intelligence, physical fitness, aesthetics and labor, and selects the best.

Article 16 Pitch ratio:

In provinces (autonomous regions and municipalities directly under the Central Government) that implement parallel voluntary application, the school can determine the fine-tuning plan and the proportion of the enrollment plan according to the rules of parallel voluntary application and the source of students announced by the provincial admissions office. In the parallel volunteer batch, candidates who have been enrolled in our school will not be withdrawn if they pass the ideological and political character assessment, pass the physical examination and obey the professional adjustment (candidates who apply for the foreign Chinese language and literature category must meet the requirements of English single subject scores).

For candidates who take the entrance test of our school and pass the entrance test and fill in the comprehensive evaluation column of the special type of enrollment colleges in the Guangdong college entrance examination volunteer system, the school will be admitted in the early batch of special type comprehensive evaluation. If the candidate fails to be admitted to our school, it will not affect his or her subsequent undergraduate batch application and admission.

Article 17 Admission Requirements for General Majors:

Nationwide, for candidates other than Guangdong Province, if they pass the ideological and political character assessment and physical health examination, the college entrance examination score reaches the local first line (the provinces, autonomous regions and municipalities of the undergraduate batch reach the local undergraduate line), and the English single subject score of the college entrance examination for candidates who Chinese apply for the examination meets the requirements of the school, the school will select the best candidates according to the candidates' wishes and according to the ranking of the candidates' total scores from high to low. Under normal circumstances, when the total score of the application is the same, the former will be given priority in the college entrance examination score.

For candidates from Guangdong Province who apply for the undergraduate batch, the school will select the best candidates according to their results, and under normal circumstances, when the total score of the applicants is the same, the college entrance examination results will be ranked first.

For candidates from Guangdong Province who apply for the comprehensive evaluation volunteer column of the special type of enrollment colleges in the early batch of our school in 2024, the college entrance examination score is required to reach the special type enrollment admission control line. At the time of admission, the school will admit candidates according to their comprehensive scores according to the school's Guangdong Provincial Comprehensive Evaluation Enrollment Plan from high to low (the candidates' college entrance examination scores, our school's entrance test scores and the proportion of high school academic level qualification test scores in the comprehensive scores, entrance test requirements and related enrollment work are detailed in the school's "2024 Guangdong Province Comprehensive Evaluation Enrollment and Admission Guide"). When admitting, if the comprehensive scores are the same but cannot be admitted at the same time, the candidates will be admitted according to the order of the candidates' college entrance examination scores, our school entrance test scores, candidates' high school academic level qualification test scores, and college entrance examination scores.

Article 18 In the whole country, except for the early admission batch in Guangdong Province, when the general majors are classified, after the files are released according to the filing rules of each province (autonomous region and municipality directly under the Central Government), and if the candidates meet the admission requirements of the school's majors, the admission principle of "score priority" shall be implemented, and the candidates will be admitted according to the ranking of the total scores of the candidates from high to low. First arrange the first professional choice of the candidate with the highest total score, and if the major is full, then check the student's subsequent professional choice one by one. The rule is also in force in the Inner Mongolia Autonomous Region. If the candidates are not admitted to the majors, if they are subject to the adjustment of the majors, they will be admitted according to the ranking of the candidates' total scores from high to low to the majors that have vacancies in the enrollment plan and meet the requirements of the majors, otherwise, they will be withdrawn.

Article 19 Requirements for the submission of English subject scores in the college entrance examination for general majors:

All undergraduate majors in the school are taught in English, and candidates need to have good English skills to adapt to the international teaching environment of the school. Except for Guangdong Province, for provinces, autonomous regions and municipalities with a full score of 150 points in the English subject of the college entrance examination, candidates should score no less than 100 points in English when applying for the Chinese language and literature category; When applying for other general majors or categories, there is no minimum score requirement for a single English subject.

All undergraduate majors in the university are taught in English, and candidates who speak non-English languages are requested to apply carefully.

Article 20 Principles for Admission to Music Performance Majors:

Candidates must take the 2024 National Unified Examination for Admission to Ordinary Colleges and Universities (College Entrance Examination) and the Provincial (City) Unified Examination for Music Majors. Candidates must meet the score line of the batch of art undergraduate cultural admission control score in the province (city) where the student is from, and the score of the professional provincial unified examination must meet the relevant requirements of the province (city) where the student is from, and the score of the college entrance examination English single subject shall not be less than 80 points (150 points full score system). Non-English language candidates must score no less than 120 points in a single foreign language subject in the college entrance examination (150 points full score system).

If the provincial admissions examination agency implements parallel voluntary submission, it will implement its application method, and the best will be selected according to the application results from high to low scores. If the provincial admissions examination agency does not implement parallel voluntary submission, among the candidates who meet the application conditions, according to the enrollment plan, the comprehensive score will be selected from high to low, and the comprehensive score calculation formula is: comprehensive score = ((provincial unified examination professional score ÷ professional score full score) ×50% + (college entrance examination cultural course score ÷cultural course full score) ×50%)× 100. If the submission score/comprehensive score is the same, the candidates will be selected according to the results of the provincial unified examination of their majors, the results of the cultural courses of the college entrance examination, and the results of English single subjects from high to low. In 2024, the professional pitching method of music performance in each province and city shall be subject to the recruitment regulations of each province and city.

Our school recruits music performance (instrumental) candidates in 7 provinces (cities) including Guangdong Province, Fujian Province, Hunan Province, Anhui Province, Zhejiang Province, Shandong Province and Tianjin Municipality, and the types of instrumental music recruited are: piano, violin, cello, viola, double bass, bassoon, clarinet, oboe, percussion, trumpet, tuba, French horn, flute, trombone, guitar, saxophone (saxophone), electric bass (electric bass), double-row key electronic organ, harp, pipa, liuqin, erhu, guzheng.

The major of music performance (vocal music) is only recruited in Guangdong Province, and the training direction is bel canto and popular (popular). Candidates who are not bel canto and popular (pop) singing are requested to apply for the exam carefully.

Article 21 For the requirements of the selected subjects of our school in the provinces of the new college entrance examination reform, please refer to the enrollment information website of our school or the official websites of the recruitment offices of various provinces, autonomous regions and municipalities.

In Guangdong Province, candidates who apply for the undergraduate level of our university must pass the 3 subjects corresponding to the 3 general high school academic level selective examination subjects included in the total score of the college entrance examination. The specific requirements are subject to the enrollment and admission documents of Guangdong Province in the current year.

Article 22 Policy-based bonus points: For candidates who enjoy the bonus point policy, our school will implement the bonus points and scores announced by the admissions offices of each province (autonomous region and municipality directly under the Central Government) in each province. The bonus points are applicable to both pitching and professional binding.

Article 23 The school recruits students according to the major categories and majors. In principle, the major confirmation should be completed before the start of the second semester of the first academic year, so that students can start their professional studies in the second semester according to the training plan of the relevant major. After admission, students can have a deep understanding of various disciplines and majors, and fill in their own professional preferences according to their interests, specialties, and learning conditions. The evaluation team of each college of the school will select a number of items from the seven criteria of personal willingness, personal ability, academic performance, personal portfolio, personal statement, group interview, and teacher evaluation as the selection criteria for the major stream of this enrollment category, and comprehensively determine the list of major streams.

The school has a policy of changing majors. In general, students can apply for a change of major in the second semester of their freshman year according to the time requirements of the Registrar's Office. On the basis of respecting the wishes of students, combined with the school's teaching resources, and in strict accordance with the procedures stipulated by the school, the school allows some outstanding students to apply for major adjustment. Candidates for general majors are not allowed to transfer to art majors after admission. Candidates majoring in art are not allowed to transfer to general majors after admission.

Chapter VI Admission Physical Examination Standards

Article 24 The physical examination standards for candidates admitted by the University and the physical examination standards for new students shall be implemented in accordance with the relevant provisions of the Guiding Opinions on Physical Examination for Enrollment in Ordinary Colleges and Universities (Teaching [2003] No. 3) promulgated by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation and the Notice of the General Office of the Ministry of Education and the General Office of the Ministry of Health on Issues Concerning the Cancellation of Hepatitis B Testing for Students Enrolled in Ordinary Colleges and Universities (Teaching Office [2010] No. 2). For candidates with disabilities, if they are able to take care of themselves, meet the requirements of the major they are applying for, and their college entrance examination scores meet the admission standards, they will be admitted normally.

Article 25 After the new students are enrolled, the University shall review the physical health status of the new students on the basis of the Guiding Opinions on Physical Examination for Enrollment in Ordinary Colleges and Universities formulated by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation, and the Notice of the General Office of the Ministry of Education and the General Office of the Ministry of Health on Issues Concerning the Cancellation of Hepatitis B Testing for Students Enrolled in Ordinary Colleges and Universities.

Chapter 7 Registration and Review of New Students

Article 26 Candidates who have been admitted by the summer college entrance examination of the school must go through the registration procedures for paying tuition fees within the specified time.

Article 27 Within three months of enrollment, students will be reviewed in political, cultural, and health aspects. Those who commit fraud or other violations of discipline and regulations in the process of registration and examination will be cancelled according to the regulations. The work related to the enrollment review of new students shall be carried out in accordance with the relevant document requirements of the Guangdong Provincial Admissions Office.

Chapter VIII Charging Standards

Article 28 The school fee standards shall be formulated and implemented in accordance with the relevant requirements of the Measures of the Development and Reform Commission of Guangdong Province, the Guangdong Provincial Department of Education and the Department of Finance of Guangdong Province on the Administration of Fees for Chinese-Foreign Cooperation in Higher Education (Yue Fa Gai Gui [2018] No. 7).

Tuition Fees:

Tuition fee for general majors: RMB 100,000 per student per academic year

Tuition fee for music performance major: RMB 120,000 per student per academic year

Accommodation Fee:

Two-person room: 6,400 yuan/student/academic year

Triple room: 4,000 yuan/student/academic year

Quadruple room: 3,500 yuan/student/academic year

Chapter 9 Student Funding Policy

Article 30 Scholarships and grants in school

The school has set up scholarships and grants in the national government, college and donation categories to motivate students to achieve excellent results in academics, social practice, and whole-person development. Scholarships and grants (including National Scholarship, National Inspirational Scholarship, National Grant, First Class Scholarship, Second Class Scholarship, Mr. Feng Shenjun Scholarship for Outstanding Students in Chinese Studies Education, Xu Jialu Whole Person Education Scholarship, President's Honor Scholarship, Dean's Recommendation Scholarship, etc.) are assessed by the Undergraduate Scholarship and Grant Committee in accordance with the specific provisions of the University's scholarships and grants.

Chapter XI: Supplementary Provisions

Article 33 This charter has been discussed and approved by the Admissions Committee of the University, and shall be applicable to the undergraduate enrollment of the 2024 summer general college entrance examination of the University, and shall come into force on the date of promulgation.

Article 34 The right to interpret this charter belongs to the Admissions Committee of the University. In the event of any inconsistency between this charter and the national and provincial regulations, the national and provincial regulations shall prevail.
