1. What is the background and significance of the formulation of the "Normative Conditions"?

The CPC Central Committee and the State Council attach great importance to the safety and development of the electric bicycle industry. The mainland is a major producer and consumer of electric bicycles in the world, and the number of electric bicycles in China has reached 350 million, and electric bicycles have become an important means of transportation for people to travel short distances. At the same time, the electric bicycle industry is also facing problems such as low industrial concentration, weak enterprise innovation and research and development capabilities, and insufficient quality assurance capabilities, and needs to further improve the quality and level of development. In order to strengthen the management of the electric bicycle industry in mainland China, standardize the production and operation behavior of enterprises, improve product quality, comprehensively improve the safety level of electric bicycle production, sales, use, charging and replacement, scrapping and recycling, and promote the high-quality, healthy and sustainable development of the industry, the Ministry of Industry and Information Technology, together with the State Administration for Market Supervision and the State Fire and Rescue Administration, formulated the "Standard Conditions" and "Management Measures".

2. What are the main contents of the "Normative Conditions"?

The "Specification Conditions" is based on the basic principles of "rational layout, quality assurance, innovation and upgrading, and safe production", and mainly puts forward requirements from seven aspects: enterprise layout, process equipment, product quality and management, intelligent manufacturing and green manufacturing, safe production, protection of workers' rights and interests, and protection of consumers' rights and interests.

The enterprise layout part requires new enterprises and reconstruction and expansion projects to meet the requirements of national land and space planning and related policies, strictly control projects that simply expand production capacity, and encourage high-end, intelligent and green upgrading and intensive and park-based development. The process equipment part clarifies that enterprises need to be equipped with automated production lines, production and testing equipment, testing capabilities, etc., to ensure standardized production. The product quality and management part requires that the main products produced and purchased by the enterprise should meet the requirements of relevant mandatory national standards, so as to ensure product quality. The intelligent manufacturing and green manufacturing department encourages enterprises to strengthen information construction and carry out traceability management, green manufacturing, and full life cycle safety monitoring. The safety production part emphasizes strengthening the management of personnel in special positions and the separate establishment of special warehouses. The protection of workers' rights and interests and the protection of consumers' rights and interests mainly strengthens the protection of the rights and interests of workers and consumers from the production and consumption ends, and puts forward relevant requirements for manufacturers and distributors.

3. How does the "Standard Conditions" reflect the requirements for strengthening product quality?

The "Specification Conditions" standardize the quality of the whole vehicle and key components from multiple perspectives. The first is to put forward relevant requirements from the main production equipment and production lines, such as cutting, welding, assembly and other important processes need to be equipped with production lines and equipment that match the production capacity of the whole vehicle, and meet the welding automation rate of more than 70%, electric or pneumatic assembly tools to reach 70% of the total station of product process design on the assembly line and other key index requirements. The second is to put forward relevant requirements from the aspects of testing equipment and testing capabilities, such as enterprises need to be equipped with necessary inspection and testing equipment such as chassis dynamometers, and have the testing capabilities of key components such as chargers and batteries, and the original value of the equipment is not less than 1 million yuan. The third is to strengthen the leading role of standards in product quality assurance, requiring that key components such as electric bicycles and chargers, lithium-ion batteries, lead-acid batteries, motors, controllers, and wire harnesses should comply with relevant national or industry standards. Fourth, from the strengthening of the internal management system of the enterprise to put forward the relevant requirements, such as the enterprise should set up a quality management department, with a commissioner in accordance with the work system to implement the relevant quality work arrangements.

Fourth, what are the requirements of the "Specification Conditions" to improve the safety production level of electric bicycle enterprises?

The "Normative Conditions" strengthens the safety production level of the electric bicycle industry from five aspects. First, vigorously promote the construction of intelligent manufacturing, improve the level of safety and security and the efficiency of resource allocation; the second is to encourage the safety monitoring and management of the whole life cycle of electric bicycles and batteries; Third, enterprises are required to strictly abide by relevant laws and regulations, be equipped with professional staff, and establish and improve the safety production work system; Fourth, warning signs and safety protection devices should be set up for positions prone to safety accidents such as machining and battery storage; Fifth, the equipment, facilities and dust removal systems that produce combustible dust processes should meet the relevant standards.

5. What are the requirements for the protection of consumer rights and interests in the "Normative Conditions"?

In order to improve the purchase experience of consumers and protect the legitimate rights and interests of consumers, the "Normative Conditions" put forward requirements for enterprises from four aspects. The first is to establish a sound product sales and after-sales service system; The second is to provide consumers with a description of the risk of using and recycling lithium-ion batteries, and introduce the knowledge of standardized use and maintenance; the third is to strengthen the management of dealers and consciously resist the illegal tampering of electric bicycles and batteries; Fourth, the helmet that is matched with the car or given away must meet the requirements of the national mandatory standards.

6. Do all electric bicycle companies have to comply with the requirements of the "Code Conditions"?

The "Normative Conditions" is a guiding document and does not have the prerequisites and mandatory for administrative approval. Encourage outstanding electric bicycle manufacturers to actively apply for the standard announcement, and the enterprises included in the announcement list should strengthen their own management to ensure that they always meet the requirements of the standard conditions and play a leading and driving role. Enterprises that no longer meet the requirements of the specification will be withdrawn from the announcement list.

7. What are the basic requirements that enterprises need to meet to apply for the "Standard Conditions"?

According to the "Administrative Measures", enterprises applying for the "Normative Conditions" shall be registered in accordance with the law; Comply with the requirements of the Code Conditions; Comply with national laws and regulations, and have no major violations; There have been no major or above production safety accidents in the past three years; In the past two years, the electric bicycle products produced and sold have not caused large or above fire accidents due to their own quality problems. It should be noted that subsidiaries of group companies with independent legal personality need to apply for a separate regulatory announcement; If the same enterprise has multiple production plants located at different addresses, each production plant also needs to apply separately.
