On October 29, 2023, the 13th General Assembly of CCF elected a new Board of Directors by secret ballot and differential election. The Council is the executive body of the General Assembly, and participates in the decision-making of major affairs of the Society in accordance with the provisions of the CCF Constitution and the authorization of the General Assembly. In today's rapid development brought about by the wave of digitalization, computer science and technology have become the key force leading social change and economic take-off. With the vigorous development of artificial intelligence, large models, quantum computing, brain-computer interfaces and other technologies, we are in an era of rapid technological change and rapid change. However, the rapid development of the times also comes with many challenges and responsibilities. Therefore, under the leadership of the 13th Council of the China Computer Federation (CCF), I propose that we should not only devote ourselves to promoting technological innovation and industrial application, but also pay attention to the impact and responsibility of scientific and technological development on society, and take technological innovation and social responsibility as the dual mission to make practical efforts for the implementation of computer science in China and social development.

Promote technological innovation and industrial application

As a bridge and link between industry and enterprises, the society should always regard the promotion of technological innovation and industrial application as a priority.

First, we will continue to innovate the industry-university-research cooperation mechanism. By building a resource sharing platform, encouraging joint undertaking of major national projects, and holding regular industry-university-research cooperation forums, we will further promote the substantive cooperation between universities and enterprises in tackling key topics, transforming achievements, and cultivating talents, so as to create a three-dimensional scientific research atmosphere for industry, academia and research. For leading enterprises and large enterprises with strong scientific research capabilities, we can explore an enterprise-led industry-university-research funding support model; For small and medium-sized enterprises, we will continue to explore the establishment of a science and technology commissioner system. More incubation plans for innovation and entrepreneurship projects have been launched for colleges and universities. Through the combination of production, education and research, we will promote technological upgrading and resource sharing, so that cutting-edge scientific and technological achievements can be applied to actual production and service fields more quickly.

The second is to strengthen academic exchanges and international cooperation. As the highest academic organization and authoritative representative in the field of computer science in China, CCF should promote international scientific and technological cooperation with academic exchanges as the main line. CCF affiliated institutions across the country can regularly organize relevant academic forums, seminars and exhibitions to provide researchers with more platforms for communication and sharing of research results. We need to strengthen cooperation with more scientific research institutes, international organizations, academic institutions, etc., and carry out exchanges and cooperation around key technologies and innovative applications such as artificial intelligence and quantum computing by holding international conferences and international competitions, so as to understand the frontiers of discipline development and continuously promote academic progress and technological innovation.

The third is to promote the formulation of industry standards. The development of industry standards is the cornerstone of technology application. On the basis of existing industry branches and special committees, CCF can actively organize and formulate a series of standards with enterprises, universities, institutions, etc., to provide norms and support for the application of technology and industry; Cooperate with the International Organization for Standardization to improve the international influence and universality of standards; And continue to track the development of technology and changes in the industry, and regularly evaluate and revise the standard to ensure that it is always at the forefront of technological development.

Attach importance to social responsibility and ethical norms

The development of science and technology will have a profound impact on society and individuals, and scientific and technological innovation should be combined with social responsibility and ethical norms. At present, large language models represented by ChatGPT are setting off a new wave of AI technology around the world, gradually changing people's production methods and lifestyles, but at the same time of large-scale application, immersive interaction leads to more privacy exposure, bringing greater risks and challenges to network security and information security.

The first is to strengthen the research and application of security technology. In view of the risks and security threats such as artificial intelligence models, algorithms, data, privacy, and applications, the CCF should work with scientific research institutes and cooperative enterprises to strengthen the basic theoretical research of security protection and cutting-edge security technology research by setting up special projects, promote the application of key technologies, and build an artificial intelligence security governance technology system.

The second is to focus on the development of relevant ethical guidelines and guidelines in the field of computer science. As an academic society with people engaged in computing science and technology as its main member, CCF should play a more important role in ethical research and norm construction. Next, it is necessary to accelerate the establishment of ethical and social moral standards for AI in the direction of research and application, clarify the ethical norms and social responsibilities that need to be followed in the research and application of artificial intelligence and other related technologies, and comprehensively control AI ethical issues at the levels of data use, algorithm research and development, and industry application.

The third is to further strengthen social responsibility education. As a social organization with extensive connections and international influence in China's computer field, CCF always pays attention to public topics such as education, talents, academic evaluation, and industrial policy, and assumes important social responsibilities. The board of directors should actively promote social responsibility education for computer professionals and students, emphasizing that the development of science and technology should serve the whole society, and pay attention to issues such as data privacy, security and fairness. Through education, training and special lectures, we will improve the sense of social responsibility of scientific and technological personnel, call for more humanistic care and attention to the development of science and technology, and strengthen their understanding of AI ethics and social responsibility.

CCF's advocacy and guidance capabilities are not limited to industry, academia and science and technology, but also to the whole society. Globally, CCF's actions will have a profound impact on the future of computer science and related fields. Therefore, CCF has the responsibility to exert its influence and lead scientific and technological innovation towards a more beneficial and sustainable development path for the whole society. As a director, I hope to work closely with the 13th Council of CCF and all my colleagues, move forward hand in hand, practice the dual mission of combining scientific and technological progress and social responsibility with practical actions, and contribute to the vigorous development of computer science in China and the long-term interests of society.

Director of CCF, Chief Scientist of Ping An Group, Senior Engineer (Professor), National Distinguished Expert. He has been engaged in research in the fields of artificial intelligence and big data analysis and mining for a long time. He has participated in and undertaken 11 national projects, and won many honors such as the first prize of Guangdong Science and Technology Progress Award and the first prize of Shanghai Science and Technology Progress Award. He is a member of the Guangdong Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), a member of the Shenzhen Municipal Committee of the Chinese People's Political Consultative Conference, and a visiting professor at many universities such as the Chinese University of Hong Kong.
