The Detailed Rules are divided into 6 chapters and 41 articles, of which Chapters 1 to 3 specifically stipulate the work processes of national standards and industry standards, as well as the management requirements of local standards and group standards, according to the management functions of the Ministry of Culture and Tourism for different types of standards; Chapter 4 clarifies the requirements for the internationalization of standards; Chapter 5 emphasizes the advocacy, implementation and monitoring of standards; Chapter 6 refines the management requirements for the relevant national professional standardization technical committees. The Detailed Rules also clarify the flow charts, material catalogs and document templates related to the formulation of standards.

The "Management Measures" mainly stipulate the principles of standardization work, institutional responsibilities, management requirements and main procedures, highlighting the foundation and principle. The "Detailed Rules" systematically clarify the specific processes and operational requirements related to standardization work, which is more instructive and practical.
3. What are the main contents of the Detailed Rules?

In order to implement the "Opinions on Promoting the High-quality Development of Group Standards and Norms" and promote the orderly progress of group standards in the field of culture and tourism, the "Detailed Rules" clarify the relevant requirements for the guidance and supervision of the formulation and implementation of group standards by the business supervisors of the ministry and industry management social organizations, emphasize strengthening contacts, do a good job of coordination and communication, and guide group standards to meet the needs of industrial development policies, industry development direction and business management, and avoid conflicts with current national standards and industry standards.
7. What are the new requirements for the internationalization of standards?
With the breakthrough progress in the internationalization of standards in the field of culture and tourism and the significant increase in participation activities, in order to adapt to the new development trend, the "Detailed Rules" have set up a special chapter on the internationalization of standards. In terms of participating in international conferences and foreign exchange activities, putting forward new work projects or manuscript proposals for international standards, and complying with intellectual property regulations, corresponding requirements have been put forward for different types of units such as domestic technical counterparts or domestic counterpart groups and their subordinate groups, technical committee secretariat undertaking units, units directly under the Ministry of Culture and Tourism, social organizations in charge of the ministry and industry management social organizations, etc., to ensure that the relevant work conforms to the principles of global relevance, consensus and other principles and the development trend of international standards.
