Before the collection and storage, the state subsidizes 23 yuan per mu of natural forest every year, and after deducting management and protection fees and forestry insurance, village collectives or forest farmers can get 18.25 yuan per mu. After the storage, the annualized rate income and forest land use fee alone will be 46 yuan per year, and other income will not be counted, and the holder of the income certificate can also choose the mortgage, realization and other methods.
The "sleeping" green resources can be revitalized, but the collection and storage must go through the procedures of the villagers' group meeting and the villagers' representative meeting, and the difficulty is to do the ideological work of the villagers.
