10 common violations of hazardous waste

(1) The storage is not standardized, stacked in the open air, mixed with hazardous waste and solid waste, etc.

(2) Failure to set up identification marks in accordance with regulations, and no clear and correct identification of hazardous waste storage places and packaging.

(3) Failure to formulate a hazardous waste management plan or declare hazardous waste related information in accordance with regulations, and failure to establish a clear and detailed hazardous waste ledger.

(4) Failure to fill in the hazardous waste transfer form in accordance with the regulations or transfer of hazardous waste without approval, and failure to complete the declaration and implementation of the joint bill system for the relevant information of hazardous waste dynamic management on time.

(5) Illegal transfer, illegal discharge, and illegal disposal of hazardous waste.

(6) Discard and scatter hazardous waste along the way during transportation.

(7) Units without hazardous waste disposal qualifications illegally collect, transport, store, utilize, dispose of, and dump hazardous waste.

(8) Discharge, dump and dispose of hazardous waste by setting up hidden pipes or using seepage wells, seepage pits, fissures, karst caves, etc.

(9) Adding, reconstructing, or expanding treatment and disposal facilities without permission.

(10) Failure to formulate hazardous waste accident prevention measures and emergency plans, and organize emergency drills.

Inspection points of 12 hazardous waste ledgers

(1) Whether the waste production unit has truthfully registered and standardized the name, type, quantity, source, warehousing and transfer of hazardous wastes such as industrial wastes and waste acids.

(2) For the "Hazardous Waste Generation Process Record Form", check whether the relevant contents of the process, raw materials, products, by-products and other related contents are consistent with the pollutant discharge permit and whether they are consistent with the actual situation. (3) Whether the relevant information of hazardous waste generated is accurate and comprehensive.

(4) Check whether the characteristic information of each type of hazardous waste is consistent with the actual situation according to the "Hazardous Waste Characteristic Table".

(5) Check whether the flow direction of hazardous waste is true according to the "List of Hazardous Waste Generation".

(6) Whether the amount generated in the previous year is consistent with the data of the declaration and registration or supervision platform.

(7) Check whether there is an original record for the "Hazardous Waste Ledger Record Form".

(8) In the process of hazardous waste generation, storage, self-utilization and disposal, check whether the record form of the generation, storage, self-utilization and disposal of various hazardous wastes is consistent with the "List of Hazardous Waste Generation";

(9) Whether the relevant information recorded in the production, storage, self-utilization and disposal of hazardous waste is consistent with the actual situation.

(10) Check whether the types of hazardous waste are complete according to the "Internal Report of the Hazardous Waste Ledger Enterprise";

(11) Whether the generation, storage, self-utilization and disposal of hazardous waste and the flow direction are consistent with the actual situation.

(12) Whether the hazardous waste business unit has established and improved the hazardous waste management record book, covering analysis, reception, utilization, disposal, internal inspection, operation, environmental monitoring, accident records and reports, emergency drills, etc.

15 inspection points for hazardous waste storage

(1) Whether it is collected and stored in different areas according to the characteristics of hazardous waste in accordance with the "Pollution Control Standards for Hazardous Waste Storage".

(2) Whether the ground of the storage site is hardened and anti-seepage.

(3) Whether the storage place has a canopy, cofferdam or fence.

(4) Whether the storage site is equipped with wastewater drainage pipes or channels.

(5) Whether the flushing wastewater is included in the enterprise wastewater treatment facility or in accordance with the hazardous waste management according to the requirements of the pollutant discharge permit.

(6) Whether a leakage liquid collection device is set up for the storage of liquid or semi-solid waste.

(7) Whether the material and lining of the container containing hazardous waste are compatible with hazardous waste.

(8) Whether the container and packaging are damaged, leaking and other defects.

(9) Whether incompatible hazardous wastes are mixed and stored.

(10) Whether hazardous waste is mixed with non-hazardous waste for storage.

(11) Whether the hazardous waste business record book, the information platform data, and the type and quantity of hazardous waste actually stored are consistent.

(12) For hazardous wastes that are explosive, flammable and emit toxic gases at room temperature and pressure, whether the waste production unit conducts pretreatment to stabilize them and store them.

(13) If pretreatment cannot be carried out, whether it is stored as explosive and flammable dangerous goods.

(14) Whether public security precautions are implemented in accordance with the requirements of the public security organs for the storage of waste chemicals of severe toxicity.

(15) Whether the storage of volatile hazardous waste warehouses is closed, and the waste gas collection and treatment system is installed, and the discharge reaches the standard after treatment.

8 inspection points for hazardous waste transfer

(1) Whether the waste production unit has formulated a hazardous waste management plan including a hazardous waste transfer plan in accordance with the regulations, and filed it;

(2) Whether the waste production unit is implemented in accordance with the transfer plan in the hazardous waste management plan;

(3) Whether the hazardous waste transfer unit truthfully fills in the operation of the hazardous waste transfer form;

(4) Whether the hazardous waste carrier carefully verifies that the hazardous waste transported is consistent with the transfer bill;

(5) Whether to formulate an emergency plan for environmental risks in the transportation process, take measures to prevent environmental pollution, and equip corresponding pollution prevention and control facilities and equipment;

(6) Whether the hazardous waste receiving unit carefully verifies that the hazardous waste accepted is consistent with the transfer form;

(7) Whether the receiving unit column in the transfer form is filled in truthfully and standardly, and the data, category and other information are consistent with the business record book;

(8) Whether the hazardous waste business license holder uses the hazardous waste generated in the disposal process and cannot be used and disposed of by itself, and whether all the hazardous waste that cannot be used and disposed of by itself is transferred to the unit holding the corresponding license.

3 inspection points for the setting of hazardous waste labels

(1) Whether the facilities and places that generate, collect, store, transport, utilize, and dispose of hazardous wastes are set up in accordance with Appendix A of the "Pollution Control Standards for Hazardous Waste Storage" (GB 18597) to set up identification signs (shapes, colors, and patterns are correct).

(2) Whether the facilities and places that generate, collect, store, transport, utilize, and dispose of hazardous wastes are set up with standardized identification signs in accordance with the "Environmental Protection Graphic Signs - Solid Waste Storage (Disposal) Sites" (GB 15562.2).

(3) Whether the containers and packaging containing hazardous waste are labeled in accordance with Appendix A of the "Pollution Control Standard for Hazardous Waste Storage" (GB 18597), and fill in the relevant information such as category, quantity, hazard characteristics, generation date and responsible person truthfully and completely.

3 key points for pollutant discharge

(1) Whether the pretreatment facilities such as crushing, grinding, mixing and stirring of the license holder have good airtightness, and ensure that they are isolated from the operator.

(2) Whether the pretreatment facilities for hazardous wastes containing volatile and semi-volatile toxic and harmful components are arranged in indoor workshops, and the waste gas is discharged up to the standard after collection and treatment.

(3) According to the requirements of the pollutant discharge permit, check the operation of the facility and other problems of pollutant discharge.

6 key points for the inspection of the licensed unit

(1) Whether the licensee is engaged in hazardous waste collection, transfer, reception, storage, utilization and disposal activities in accordance with the provisions of the permit.

(2) Whether the scope of business is consistent with the scope listed in the license.

(3) Whether the disposal method is consistent with the EIA and approval documents.

(4) Whether the pollutants are discharged in accordance with the requirements of the pollutant discharge permit.

(5) Check the utilization and disposal ledger of the business unit to check whether the utilization and disposal volume and category are consistent with the relevant contents of the transfer bill.

(6) It is strictly forbidden to receive unknown waste and to receive hazardous waste beyond the scope of business.

5 points to check for environmental procedures

(1) Focusing on the relevant requirements of the EIA documents, pollutant discharge permits, and the implementation of the "three simultaneities" of construction projects, check whether there are violations such as "ultra vires approval" and unauthorized reduction of the EIA preparation level.

(2) Whether the nature, scale, location, production process, and pollution prevention and control facilities of the construction project are consistent with the requirements of the EIA document.

(3) Whether the main information of the enterprise, production facilities, raw materials, product output, pollutant discharge nodes, waste production nodes, hazardous waste categories, storage facilities, self-utilization and disposal facilities, pollution discharge and other contents are consistent with the pollutant discharge permit and the actual situation on site.

(4) Whether the EIA report meets the relevant requirements of the "Guidelines for Environmental Impact Assessment of Hazardous Waste in Construction Projects".

(5) Whether there are major defects such as obvious untruthfulness of the basic information, omission of content, or falsification.

8 inspection points for self-utilization and disposal of hazardous waste

(1) For enterprises and units with hazardous waste self-utilization and disposal facilities, combined with basic information such as environmental impact assessment documents, pollutant discharge permits, hazardous waste management plans, and production ledgers, verify the amount of raw materials used, production links, and product storage volumes, and whether the destination is unreasonable.

(2) For self-utilization and disposal facilities of hazardous wastes such as industrial wastes and waste acids, it is necessary to calculate whether the amount of use, disposal and recycling is reasonable, and whether they match the utilization and disposal capacity and regeneration capacity as a whole.

(3) According to the raw materials, products, sewage links, production and waste links of the enterprise, etc., check the electricity consumption of the enterprise, and verify the production load and production and operation of the enterprise.

(4) Verify whether the enterprise's sewage discharge facilities, pollutants and actual on-site facilities are consistent with the original and copy of the pollutant discharge permit.

(5) Verify whether the enterprise is suspected of illegal disposal and unauthorized change of raw materials.

(6) Whether to establish a hazardous waste utilization and disposal account, and truthfully record the utilization.

(7) Whether environmental monitoring is carried out on the pollutant discharge of self-disposal facilities on a regular basis and meets the requirements of relevant standards.

(8) Whether the self-utilization of disposal facilities and the actual utilization and disposal of facilities are truthfully included in the hazardous waste management plan and declared through the information system.

3 key points for hazardous waste emergency management

(1) Whether the prevention measures and emergency plans for hazardous waste accidents have been formulated and filed with the ecological environment department;

(2) The emergency plan should clarify the management organization and the person in charge, and whether the corresponding measures should be formulated for accidents in different situations;

(3) Whether it is equipped with necessary emergency equipment and materials, formulate a detailed emergency drill plan, and organize emergency drills on a regular basis.
