The vast number of border residents in the county
In order to effectively protect the vital interests of the border residents and ensure that the border residents do not step on mines, exceed the rules, or violate the law in border trade activities, we hereby advocate that everyone abide by the "four restrictions" and "five strict prohibitions":
Four limits
(1) Restriction of origin: The goods imported by border residents through mutual market trade must come from neighboring countries.
(2) Quota: Border residents with a daily value of less than RMB 8,000 per person can take the initiative to truthfully declare to the customs and enjoy the preferential import tax policies of the inter-market.
(3) Restriction of persons: Only border residents can engage in border residents trading in the mutual market.
(4) Restricted goods: commodities not included in the negative list and the non-duty-free list, as well as commodities within the limited quantity in the non-duty-free list.
5. Strictly prohibited
(1) It is strictly forbidden to engage in inter-market trade with border residents by fraudulently using the identity of other border residents.
(2) It is strictly forbidden for border residents to transfer, lease or lend their identity to others.
(3) It is strictly forbidden to organize border residents to use the duty-free quota to import goods that are not in the border people's mutual market in the name of the border people's mutual market, and to bring in goods restricted by the state and subject to license management from the border people's mutual market in disguise.
(4) It is strictly forbidden to carry or transport goods prohibited from entering or leaving the border people's mutual market trade zone.
(5) It is strictly forbidden to sell goods to enterprises and individuals that do not comply with the regulations in any form by fictitious transactions or in any form.
The state's preferential tax policies for border residents are for the benefit of the people, and we must abide by laws and regulations and participate in border people's trade in the border market in accordance with laws and regulations.
