Market price behavior during May Day in 2024

Operators in various industries:

The 2024 "May Day" festival is approaching, in order to maintain the price order of the festival market, protect the legitimate rights and interests of consumers, and create a good holiday market atmosphere, the market price behavior during the "May Day" period is hereby reminded and warned as follows:

1. It is necessary to strictly abide by the "Price Law", "Provisions on Clearly Marking Prices and Prohibiting Price Fraud" and other laws, regulations and rules. Strengthen price self-discipline, regulate price behavior, and must not use price means to infringe on the legitimate rights and interests of consumers or disrupt market price order.

2. Business operators who implement government-guided prices and government-set prices must strictly enforce the pricing standards and must not raise prices in disguised form through various forms; business operators that practice market-regulated prices must follow the pricing principles of fairness, legality, and honesty and credibility, rationally set commodity prices, earnestly fulfill their price commitments, and take the initiative to keep records of transaction information.

3. Business operators selling goods and providing services shall clearly mark prices in accordance with regulations, so that they are true and accurate, the goods are in place, the signs are conspicuous, and price changes should be adjusted in a timely manner. It is not allowed to sell goods or provide services at a price other than the listed price, and it is not allowed to charge any fees that are not indicated.

4. Business operators must not use false or misleading price means to induce consumers or other business operators to conduct transactions with them. It is not allowed to falsely mark prices, falsely discount, falsely reduce prices, induce high-price settlements, or fail to fulfill price commitments without justifiable reasons. It is not allowed to fabricate or disseminate information on price increases to promote a significant increase in the price of goods or services.

5. Operators of shopping malls, supermarkets, farmers' markets (convenience and diversion points), wholesale markets, and government supply enterprises should consciously maintain the stability of commodity prices during the holiday season, especially the prices of grain, oil, rice, noodles, meat, eggs, vegetables, milk, and other daily necessities for residents. Tourist attractions should strictly implement ticket prices and preferential policies, and shall not bundle sales, increase prices or impose other fees. Hotel and B&B operators must fulfill their price commitments and shall not unilaterally break the contract when the reservation of rooms through e-commerce platforms and other channels takes effect. Catering service operators such as seafood stalls, tourist shopping spots, wedding photography, tourist fruits, water and outdoor sports, farm stays, travel agencies, entertainment venues and other industry operators should standardize and clearly mark prices, and must not bundle sales, low prices and high settlements. Airports, railway stations, passenger stations, ports, terminals, taxi companies and other transportation operators should do a good job of publicizing fares, strictly abide by the price policy, and must not exceed the standard or impose fees.

6. Online trading platform operators shall not indicate prices lower than those indicated on the details page on the homepage or other conspicuous positions, and the scope and rules of promotional activities announced shall not be inconsistent with the actual scope and rules of promotional activities, as well as other false or misleading price labels and price promotion behaviors.

Operators in all industries should conscientiously refer to the above-mentioned reminders and warnings, actively carry out self-examination and rectification, and further standardize their own price behavior. For illegal acts that are still not rectified after being reminded and admonished, the market supervision department will transfer them to the municipal comprehensive administrative law enforcement department for punishment in accordance with the law, and typical cases with serious circumstances and heinous nature will also be publicly exposed through the news media.
