In helping to win the battle of the Yellow River, the city's procuratorial organs took the initiative to play the role of procuratorial functions to provide a strong judicial guarantee for the ecological protection and high-quality development of the Yellow River Basin.
"The Yellow River falls into the sky and goes to the East China Sea, and thousands of miles are written into the chest. "The abundant water resources of the Yellow River Basin have nurtured the fertile Tumochuan Plain and shaped Hohhot's unique cultural landscape. The Yellow River not only endows the beautiful Qingcheng with a heavy history, but also an important support for Hohhot to build a high-quality development demonstration area for the Yellow River and build "two barriers". The Hohhot Municipal People's Procuratorate uses the power of the rule of law to protect the beauty and tranquility of the Yellow River, forming an integrated case-handling pattern of horizontal cooperation, vertical linkage, overall efficiency, and strong tackling.
In practice, the Yellow River Basin has a large area and a wide scope, and the problems of river basin governance are relatively hidden, and the administrative organs have different law enforcement bases and blind spots in supervision. As a system engineering, the complexity, diversity and uncertainty of river and lake management cannot be borne by a single department, so cross-departmental collaboration is required.
In 2023, based on the functional positioning of the legal supervision organs, the Municipal Procuratorate constructed the "Supervision Model for Procuratorial Public Interest Litigation to Help the Governance of Ecological Functions in the Yellow River Basin", and found loopholes in the supervision of the ecological environment and natural resources in the Yellow River Basin through comparative analysis of vector data, gave full play to the procuratorial function of public interest litigation, urged relevant administrative organs to perform their duties in a coordinated manner, filled the regulatory loopholes, and comprehensively strengthened the integrated protection and systematic governance of mountains, rivers, forests, fields, lakes, grasslands and sands in the Yellow River Basin. The model won the second prize of the big data legal supervision model competition of the procuratorial organs of the whole region and the third prize of the big data legal supervision model competition of the national procuratorial organs.
Through digital supervision, the Hohhot procuratorate screened tens of thousands of problems, and the city used the model to file 166 cases and issued 119 pre-trial recommendations. In the future work, the Hohhot Municipal People's Procuratorate will be guided by ecological priority and green development, conscientiously implement the "Implementation Opinions of the Inner Mongolia Procuratorate on the "Three Coordinated and Unified Actions of Ecological Procuratorate", based on the procuratorial function, continue to increase the protection of the Hohhot section of the Yellow River Basin, build a happy Yellow River with smooth rivers, clear water, green banks and beautiful scenery, fully promote the ecological protection and high-quality development of the Yellow River Basin, help win the battle of the Yellow River, and make the mother river a happy river for the benefit of the people.
