The "red brick building" at No. 7-8, Lane 341, Kangjian Road, Xuhui District, was originally a 3-storey red brick and wood structure staff housing built in the 50s of the 20th century, and the age of the house has reached 70 years. A year ago, the walls of the building were still cracked in many places, the ceiling was falling, and the residents were eager to improve the dirty, messy, poor and small internal and external living environment. In 2023, Xuhui District will include the renovation project of No. 7-8, Lane 341, Kangjian Road as a key project for the transformation of "two old and one village" in 2023, and achieve a number of "firsts in the city" in the process of promotion.
A year later, today (April 30), the complete set of renovated houses of the old housing at No. 7-8, Lane 341, Kangjian Road was officially delivered. Multi-party joint efforts to practice a "new way"
For a long time, there have been many difficulties in the promotion of the complete set of public housing renovation in the system, and the problems of the main body of the renovation and the source of funds have added more bottlenecks to the renovation process. Clarifying relationships and streamlining processes has become a key step in the project.
With the joint support of the relevant municipal management departments and Shanghai Institute of Technology, the property rights of No. 7-8, Lane 341, Kangjian Road were transferred to the state-owned enterprises in Xuhui District, which were transformed by the state-owned enterprises in the district as the main body of the transformation, and the district finance contributed to the transformation. Thinking in one place and working hard in one place, all parties worked together to open up a "new way" - created the first case of "property rights transfer" transformation in Shanghai's urban renewal, properly solved the problems of the main body of the transformation and the transformation funds, and pressed the "fast forward button" for the follow-up project.
In response to the voice of the people, relocation and design "go simultaneously"
The "dissatisfaction" of residents determines whether the project "can be changed". In the process of promoting the old housing renovation project, Xuhui Innovation adopted the mode of relocation of the promised plan, and realized the simultaneous signing of the relocation and the design of the scheme, once again setting a record of "the first time in the city".
"Under normal circumstances, it is necessary to complete the design of the scheme first and then solicit the opinions of the residents, and then move out after the residents sign the contract and agree, and the whole process will drag on for a long time. The relevant person in charge of the District Housing Management Bureau recalled that the flood season was approaching at that time, and the living conditions of the original houses were worrisome, and the residents' willingness to renovate was also very urgent. In view of the actual situation, the District Housing Renovation Headquarters, the District Housing Management Bureau and Kangjian Street boldly tried the relocation model of the promised plan to realize the "two-handed" work of the renovation plan and residents.
Kangjian Street quickly formed an "assault team", adhered to the guidance of party building, mobilized the strong force of party members to do mass work, and took the initiative to communicate with each other. Under the communication of several special meetings, Kangjian Street completely summarized the residents' demands for the plan, linked with the district housing management bureau, and integrated public opinion into the whole process of the renovation to ensure the satisfaction of residents in the renovation plan. In only 6 days, 100% of the contracts for one household and one plan were signed, and all the relocation was completed by the end of May.
Collaborative and efficient, running out of the "acceleration" of transformation
According to the relevant person in charge of the District Housing Management Bureau, the renovation project of No. 7-8, Lane 341, Kangjian Road took only one year from start to completion, "This speed is also the first time in the city's demolition and reconstruction."
"This speed" is that the main structure of the building adopts a prefabricated steel structure system, the overall prefabrication rate reaches 61%, which saves more than 50% of the construction period compared with the traditional concrete structure, and the structure of an 11-storey residential building is capped in 77 days, and the project is completed and accepted for 1 year from the date of project starting. "This speed" is still the two-level strengthening linkage in the urban area, the approval process is interlocking, forming a "one regular meeting a week, special personnel to promote" work rhythm, all departments across the front intervention, strengthen services and guidance, greatly shorten the approval cycle, achieve a number of "firsts", and successfully complete the completion of acceptance.
Green Update, Science to Create a "New Benchmark"
In Xuhui, the renovation of old housing not only pays attention to the appearance of "face", but also the quality of "lining" more implements the concept of green renewal of sustainable development of urban areas.
The project adopts photovoltaic power generation, rainwater recycling, intelligent building control and other systems to meet the two-star standard of green building; in order to avoid the residents' decoration troubles, No. 7-8, Lane 341, Kangjian Road is fully decorated and delivered, and residents can move in after purchasing furniture; in terms of details, it pays attention to the design for the elderly, and the building is equipped with a barrier-free and stretcher elevator; new building structure forms such as steel structure realize rapid construction, green environmental protection, intelligent integration, minimize the construction period, reduce dust, The new community also adopts an open community design, with community service rooms such as residents' activity rooms on the ground floor of the building, and a belt-shaped pocket park along Kangjian Road to provide public rest and communication spaces to comprehensively improve the quality of life of community residents.
"I never dreamed that in just one year, our dilapidated and small old building would be demolished and we would live in a brand-new elevator room!" At the scene, the residents of Lane 341 of Kangjian Road looked at the new homes that were about to be delivered, and their joy was overflowing.
"A total of 11 old housing renovation projects have been completed in Xuhui District this year, involving a construction area of more than 60,000 square meters and benefiting more than 1,900 residents. The relevant person in charge of the District Housing Management Bureau said that Xuhui District will comprehensively promote the experience and practice of Lane 341 of Kangjian Road, closely focus on the goal of "three olds" to "three new", and promote the transformation of "two old and one village" and the organic renewal of the urban area with faster speed and higher quality, and transform the "construction drawings" into "real scene paintings", so that more residents of the old community can live a new life as soon as possible.
