When presiding over the press conference, the spokesperson of the ministry and the relevant responsible comrades of the General Office pointed out that under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, the work of veterans in 2023 has made important progress and shown a new look. This year, the Ministry of Veterans Affairs will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee of the Communist Party of China, thoroughly implement General Secretary Xi Jinping's important expositions on the work of veterans, consolidate existing achievements, optimize systems and mechanisms, focus on reform and innovation, improve the quality and efficiency of work, promote the high-quality development of veterans' work to make new breakthroughs, and actively contribute to the construction of a strong country and national rejuvenation.
According to the relevant responsible comrades of the Employment and Entrepreneurship Department, positive progress has been made in the employment and entrepreneurship of veterans in 2023. First, the system of policies and regulations has been further improved. In conjunction with the Ministry of Finance and the State Administration of Taxation, the Ministry of Finance and the State Administration of Taxation jointly issued a new announcement on tax reduction and exemption standards, raising the tax reduction and exemption standards for self-employed businesses from 12,000 yuan to 20,000 yuan, and all localities can also increase it by 20%. Issued opinions on helping veterans with employment difficulties, issued a notice on continuing to guide veterans to devote themselves to rural revitalization, and accelerated the formulation of the "Regulations on the Promotion of Employment and Entrepreneurship of Veterans". Up to now, 30 policy documents have been issued, involving the improvement of veterans' academic qualifications, training and empowerment, employment support, entrepreneurship support, etc. Second, targeted employment services have been further strengthened. Through activities such as the annual employment service special action, private enterprise service month, and golden autumn recruitment month, a total of 11,500 job fairs were held across the country, providing about 7.067 million job information, and 394,000 veterans reached employment intentions, a year-on-year increase of 7.4%. The fourth batch of ministries and enterprises signed a signing ceremony, cooperated with 69 central enterprises, state-owned enterprises and private enterprises, and the contracted enterprises provided 264,000 exclusive jobs for retired servicemen in accordance with the agreement. Third, the effect of entrepreneurship support has been further enhanced. Guide all localities to make full use of existing resources, and set up 1,988 entrepreneurial carriers for retired servicemen. By the end of 2023, the number of business entities founded by veterans has reached 5.868 million, an increase of 18% compared with 2022. Fourth, the quality of education and training has been further improved. Assisted 267,000 veterans to participate in academic education, organized 275,000 adaptive training, and carried out skills training for 148,000 people. In the next step, we will continue to tap high-quality job resources, continue to promote entrepreneurship to drive employment, continue to improve the education and training model, and promote high-quality and stable employment of veterans in an all-round, multi-channel and wide-ranging manner.
The relevant responsible comrades of the Department of Praise and Remembrance (Department of International Cooperation) said that since last year, focusing on the requirements of the "Opinions on Strengthening the Praise of Martyrs in the New Era", we have promoted the revision of the "Regulations on the Praise of Martyrs", improved the policy and system of praise of martyrs, built a red education position of memorial facilities for martyrs, and vigorously safeguarded the legitimate rights and interests of heroes and martyrs and the bereaved families of martyrs. The 10th batch of martyrs of the Korean Volunteers were solemnly buried in China, the service guarantee state presented flower baskets to the people's heroes in Tiananmen Square, and organized and held commemoration activities for the martyrs' memorial day. Promote the rectification and upgrading of national martyrs' memorial facilities, and carry out the application of the seventh batch of national martyrs' memorial facilities. In conjunction with the development and reform, finance and other departments, the implementation of the "14th Five-Year Plan" social service facilities construction support project, the central budget investment of more than 600 million yuan, to support the construction and upgrading of more than 80 martyrs' memorial facilities. Announce the use of protection signs and signs for martyrs' memorial facilities, give play to the role of grassroots veterans' service organizations, improve the protection and management mechanism of scattered martyrs' memorial facilities, and further standardize the protection and management of martyrs' memorial facilities. We continued to promote the activity of "searching for the relatives of martyrs", completed the collection and identification of DNA information of the remains of 825 volunteer martyrs and the relatives of more than 1,000 volunteer martyrs, and confirmed the identities of 20 returned volunteer martyrs.
