During the May Day in 2024, according to the Notice on the Implementation of Temporary Traffic Management and Related Service Measures in the West Lake Scenic Area in the Spring Tourism Season of 2024, the Hangzhou Traffic Police will implement the following temporary traffic management and related service measures on some roads in the West Lake Scenic Area:
1. Traffic management measures
(1) West Lake Scenic Area passenger car "odd and even" management measures
1. Restricted time: 8:00 to 18:00 every day on May Day.
2. Restricted area: Beishan Street - Huancheng West Road - Hubin Road - Nanshan Road - Yuhuangshan Road - Yuhuangshan Tunnel - Nanfu Road - Huyu Road - Hupao Road - Zhijiang Road - Meiling South Road - Meiling Tunnel - Meiling North Road - Tianzhu Road - Lingyin Branch Road - Lingxi Tunnel - Lingxi North Road (south of Majiawu) - Lingxi South Road - Lingyin Road - Yugu Road - Yuquan Road - Lingyin Road in the West Lake Scenic Area in the enclosed area.
Among them, Beishan Street (Baochu Road to Huancheng West Road), Huancheng West Road, Nanshan Road (Jiefang Road to Wansongling Road), Nanfu Road, Huyu Road, Hupao Road (Zhijiang Road to Huyu Road), Zhijiang Road, Meiling South Road (Xiaoyawu to Zhijiang Road) are not within this traffic restriction range.
3. Traffic restriction rules: small and micro passenger vehicles shall pass according to the last Arabic numeral of the motor vehicle license plate (including new energy license plate and temporary license plate).
Among them, cruise taxis and online reservation cars in and out of the West Lake Scenic Area are dynamically regulated and controlled, and are not subject to the "odd and even number" restrictions.
Military vehicles, police cars, fire trucks, ambulances, engineering rescue vehicles, vehicles with "envoy" and "receive" license plates, municipal sanitation operation vehicles, postal vehicles, and funeral vehicles are not subject to the "odd and even number" restrictions.
(2) The "limited" measures for passenger cars in the West Lake Scenic Area
On the basis of complying with the "odd and even" restrictions on passenger cars, the dynamic regulation and control of cruise taxis and online reservation cars, the "limited" measures for passenger cars are implemented in some areas of the West Lake Scenic Area.
1. Limited time: 8:00 to 18:00 every day on May Day Labor Day.
2. Limited area:
(1) Spiritual Hidden Area. Lingxi North Road (south of Majiawu) - Lingxi Tunnel - Lingxi South Road - Lingyin Road - Longjing Road - Meiling North Road - Meiling South Road (east of Xiaoyawu) - Tianzhu Road - Lingyin Branch Road. Among them, it does not include Longjing Road and Meiling North Road (Longjing Road to Shuangfeng Road).
(2) Nanshan Road (from the intersection with Yuhuangshan Road to the intersection of Yanggongdi).
3. Limited rules: Enter the limited area, mainly for green travel (bus transfer). Small and micro passenger vehicles enter the limited area, apply for "West Lake Pass" through apps such as "Uncle Police, Zheli Office, Alipay" one day in advance, and enter the limited area with this code. Each vehicle can only apply for and use the "West Lake Pass" once per calendar month.
Cruise taxis and online reservation buses are prohibited from entering the restricted area, and passengers can transfer to bus lines at No. 608 Xixi Road and No. 157 Litaizu Bay.
(3) Other temporary traffic management measures
On May Day, the following measures will be implemented for motor vehicles depending on the situation:
1. Take Lingyin Road (Longjing Road to Lingyin Branch Road) from east to west for one-way traffic, and Lingyin Branch Road for one-way traffic from west to east;
2. The Lingxi Tunnel is one-way from south to north (except buses);
3. Huifu Lane is closed to traffic (except for buses), and Huipu Lane (Minggu Street to Tianmu Mountain Road) is one-way from south to north;
4. Wansongling Tunnel is one-way from west to east (except buses);
5. The intersection of Lingyin Road and Yugu Road prohibits motor vehicles from turning left from west to north;
6. The intersection of Geling Road of Beishan Street and the intersection of Baochu Pagoda Qianshan Road prohibit motor vehicles from turning left from north to east and west to north, and motor vehicles are prohibited from turning left from south to west at the intersection of Huancheng West Road of Beishan Street;
7. It is forbidden for motor vehicles to turn left from west to north at the intersection of Manjuelong Road and Santaishan Road at the intersection of Hupao Road, and it is forbidden for motor vehicles to turn left from west to north at the intersection of Zhijiang Road of Hupao Road, and it is forbidden for motor vehicles to turn left from north to east at the intersection of Lianhuafeng Road of Hupao Road (except for buses);
8. At the intersection of Yanggong Causeway and Nanshan, motor vehicles are prohibited from turning left from north to east;
9. At the intersection of Minggu Street, Lingxi North Road, motor vehicles are prohibited from going straight from north to south;
10. The intersection of Zhonghe Road and Wansongling Road prohibits motor vehicles from passing westward (except for buses);
11. The south compound intersection of Huyu Road prohibits motor vehicles from passing north (except for buses).
2. Relevant service measures
The transfer strategy of the five major transportation hub stations during the May Day holiday is coming! "Bus + subway" directly to the scenic spot without getting lost!
(1) Public transportation services
Provide "subway + bus" transfer service. Transfer stations are set up at Fengqi Road Station (Line 1 and 2), Dongyue Station (Line 3), Huanglong Sports Center Station (Line 3 and Line 10), Shuichengqiao Station (Line 4) and Wushan Square Station (Line 7).
(2) Peripheral parking and transfer services
1. Provide "tourist bus + bus" transfer service. From 8:00 a.m. to 6:00 p.m. every day on Labor Day, tourist buses are prohibited from entering the West Lake Scenic Area, and tourist bus transfer points are set up in Jiangtaishan parking lot, both sides of Huyu Road, Yunqi HNA Resort Hotel parking lot (new) and West Bus Station, and tourists can transfer to the bus line directly to the West Lake Scenic Area.
2. Provide "minibus + bus" transfer service. Parking transfer and bus shuttle services are provided in 6 parking lots, including the parking lot of Huanglong Sports Center, the parking lot of the Provincial Great Hall of the People, the parking lot of Hangzhou Chengxi Leisure Park, the parking lot of Shannanyin, the parking lot of Jiangtaishan, and the parking lot of Shangcheng Lixing.
(3) Cruise taxis and online car reservation services
1. Set up 3 off-street parking spots in Lingguang, Zoo, Xiling Bridge and other parking lots, and set up pick-up and drop-off service areas.
2. Set up 15 on-road fixed-point parking spots in the back street of the art museum, the exit of the Chishanbu parking lot, Yuhuwan bus station, Lianhuafeng Road (Hupao Road to the west exit of the Jiuyaoshan Tunnel), Siyanjing bus stop, Jingui intersection of Hupao Road, Gate 2 of Quyuan Fenghe, Shuguang Apartment Bus Station on Shuguang Road, Sudi North Exit of Beishan Street, Zhaoqing Temple North Bus Station on Fengqi Road, Zhaoqing Sili Street, Shengtang Scenic Area, Laodong Road (Yongjin Garden), Hefang Street (Hehuachitou Bus Station), and No. 150 Nanshan Road.
