Beijing Fengtai Urban Construction Comprehensive Development Group Co., Ltd. plans to expropriate 14.3709 hectares (215.57 acres) of rural collective land in Dawayao Village, Lugouqiao Street, in order to implement the shantytown reconstruction project in Area A along Jingzhou Road in Wulidian, and the relevant matters concerning the proposed expropriation of land are hereby announced as follows:

1. The use, location and purpose of the expropriated land

Construction unit: Beijing Fengtai Urban Construction Comprehensive Development Group Co., Ltd

Construction project: shantytown reconstruction project in Area A along Jingzhou Road in Wulidian

Land planning use: R2 first-class residential land, A332 primary school land, A334 nursery land, etc

Location of land expropriation: Dayao Village, Lugouqiao Street (four to the scope: DWY-01 plot group east to Vanke Ziyuan District D, south to the green space on the north side of Dayao East 1st Street, west to the green space on the east side of Dawayao Middle Road, north to Dawayao North Road, east to Mingzhiyuan Nursing Home in Fengtai District, south to Lugouqiao Road, west to Dawayao Bridge, north to Beijing-Hong Kong-Macao Expressway)

Purpose of expropriation: In order to fully implement the "Beijing Urban Master Plan (2016-2035)" and the "Fengtai Zoning Plan (Land and Spatial Planning) (2017-2035)", the project will be implemented in accordance with the Beijing Municipal Development and Reform Commission's "Reply to the Approval of the Shantytown Reconstruction Project in Area A along Jingzhou Road in Wulidian" (Jing Fa Gai (He) [2023] No. 184).

2. The current status of the land to be expropriated

According to the Notice of Land Ownership Review (Feng Quan Ownership Review [2023] No. 049), this project expropriates 14.3709 hectares (215.57 acres) of collective land in Dayao Village, Lugouqiao Street, and the land ownership is clear, four to clear, and there is no ownership dispute, the details are as follows:

3. Resolutions of the villagers' congress

On December 20, 2023, Dawayao Village held a villagers' congress on land acquisition compensation, and voted to approve that there should be 51 villager representatives, and 44 actually represented them, of which 44 agreed, 0 abstained, and 0 opposed.

Fourth, land requisition compensation standards, resettlement methods

The land for the project is located in Fengtai District III, and the comprehensive land price standard for the area is: RMB 500,000 yuan/mu. Compensation involving village collective economic organizations: 107,785,000 yuan of comprehensive land price (land compensation and resettlement subsidy) of the area, 7,829,200 yuan of compensation for above-ground objects (collective non-residential), a total of 115,614,200 yuan, 238,442,000 yuan of compensation for rural villagers' houses (the final cost of unsigned contracts is subject to actual occurrence), and the compensation fee for seedlings and above-ground attachments will be negotiated separately and no other compensation matters will be involved. All the above items total, the total cost of land acquisition compensation is 354.0562 million yuan.

The compensation standards for collective non-residential houses involved in the scope of expropriation shall be implemented in accordance with the Implementation Measures for the Relocation and Compensation of Non-residential Houses on Collective Land for Shantytown Reconstruction Projects along Jingzhou Road in Wulidian, the Notice on the Technical Standards for the Assessment of Housing Reset to New Prices in Beijing [Bei Wei (2016) No. 001], and the Notice on Adjusting the <北京市房屋重置成新价评估技术标准>Correlation Coefficients [Bei Wei (2018) No. 011], etc.

5. Time limit for compensation registration

The owner and user of the land within the scope of the land to be expropriated shall, before May 26, 2024, go to the Dawayao Village Committee, Lugouqiao Street, Fengtai District to handle matters related to compensation registration with the real estate ownership certificate. 6. Social security

According to the resolution of the 4th Villagers' Congress of the 12th session of Dayao Village in 2021, Dawayao Village has agreed to relocate to the whole system, so Dayao Village voluntarily gave up the work of land acquisition and conversion to non-government, and agreed to include all the personnel who need to be requisitioned and converted to non-government in Dawayao Village for implementation. According to the official document of the Beijing Municipal People's Government, the "Opinions on Matters Concerning the Cost Sharing of the Whole System to Non-Conversion in Dayao Village" (Jing Gui Ziwen [2020] No. 142), has been included in the cost of the second-class residential, basic education and green industrial land projects in Dawayao DWY-L33 and DWY-L39 plots, so the land acquisition will no longer be handled for non-conversion matters.

7. The right to submit opinions and a hearing

Within 30 days from the date of posting of this announcement (until May 26, 2024), if the members of the collective economic organization of Dawayao Village, Lugouqiao Street, have different opinions on the content of the above announcement, they can submit a request to the Fengtai Branch of the Beijing Municipal Planning and Natural Resources Commission (address: Block B, Building 1, Yard 1, Zhouzhuangzi Road, Fengtai District, Zip code: 100161, contact number: 8377.9628) on whether the land acquisition compensation and resettlement plan complies with the law. Compensation involving village collective economic organizations: 9.625 million yuan of comprehensive land price (land compensation and resettlement subsidy) of the district, 14.8 million yuan of social security funds, 63.2518 million yuan of compensation for above-ground objects (collective non-residential), and compensation for seedlings and above-ground attachments will be negotiated separately, and no other compensation matters will be involved. All the above items total, the total cost of land acquisition compensation is 87.6768 million yuan.

The compensation standards for collective non-residential houses involved in the scope of expropriation shall be implemented in accordance with the Implementation Measures for the Relocation and Compensation of Non-residential Houses on Collective Land for Shantytown Reconstruction Projects along Jingzhou Road in Wulidian, the Notice on the Technical Standards for the Assessment of Housing Reset to New Prices in Beijing [Bei Wei (2016) No. 001], and the Notice on Adjusting the <北京市房屋重置成新价评估技术标准>Correlation Coefficients [Bei Wei (2018) No. 011], etc.

6. Social security

After the land acquisition, 21 agricultural households in Guozhuangzi Village need to be transferred to non-non-agricultural households, including 10 non-labor force transfers and 9 over-transfer personnel. The final amount of social security funds shall be subject to the requirements of relevant documents such as the policy at that time, the approval of land acquisition for transfer and other relevant documents. According to the land requisition compensation and resettlement agreement, the land requisition compensation fee will be given priority to the resettlement of agricultural to non-agricultural workers, non-labor force and over-transferred personnel.
