Guidance on promoting the development of mine safety

Mining is an important pillar industry for the development of the national economy, and intelligent construction is an important measure to promote the safe development of mines and ensure the security of national energy resources. In recent years, the intelligent construction of mines in mainland China has flourished and achieved positive results, but there are still problems such as unbalanced, insufficient and uncoordinated development. In order to thoroughly implement the "Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Further Strengthening the Work of Mine Safety Production", further promote the intelligent construction of mines, and promote the development of mine safety, the following opinions are hereby put forward.

1. General requirements

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, coordinate development and safety, adhere to people-oriented, innovation-driven, overall planning, government-enterprise linkage, demonstration and guidance, further promote the intelligent construction of mines, and promote the transformation of mine safety governance model to pre-prevention.

2. Strengthen top-level design

(1) Strengthen overall planning. Explore the paths and methods of intelligent construction of various mines according to local conditions, and accelerate the formation of a scientific and complete intelligent mine construction architecture and technical system. Encourage local governments and large state-owned mining enterprise groups to formulate specific implementation plans in accordance with the principle of integrated design and step-by-step implementation in combination with their own mining conditions, disaster characteristics and technical equipment capabilities, and strive to realize the transformation and upgrading from a single system intelligence to an overall intelligent mine.

(2) Improve regulations and standards. Combined with the intelligent development level of mines and the actual development of the industry, we will further improve the corresponding laws, regulations and standards for mine safety production. Carry out the formulation and revision of relevant standards and specifications for intelligence, accelerate the promotion and application and dynamic improvement of the "Intelligent Mine Data Integration and Sharing Specification", improve the standards for geological exploration, design and construction, mining technology, technical equipment, production and operation, safety management, labor organization, testing and evaluation of intelligent mining, and release a catalog of typical application scenarios of new technologies such as mining robots, artificial intelligence, and 5G. Intensify implementation, establish a scientific construction effectiveness evaluation mechanism, and promote intelligent construction with legalization and standardization.

(3) Build a coordinated development pattern. Construct a coordinated development pattern of intelligent construction of mines in different regions, different types of minerals, different scales and different ownerships. Guided by the intelligent construction of coal mines in Shanxi, Shandong, Shaanxi, Inner Mongolia and other regions, it will accelerate the development of other coal mine concentration areas. In Hebei, Liaoning, Jiangxi, Yunnan and other areas where non-coal mines are concentrated, accelerate the construction of a number of non-coal intelligent benchmark mines. Give full play to the exemplary role of state-owned enterprises, and demonstrate and drive private enterprises to accelerate the pace of intelligent construction.

3. Adhere to innovation-driven

(4) Strengthen basic research. Encourage scientific research institutions, institutions of higher learning and enterprises with industry technical advantages to jointly establish high-level intelligent key laboratories, engineering research centers and technological innovation centers, and explore new theories, new processes and new models that are compatible with the development of intelligent mines. It focuses on the basic research on the mechanics and rock formation control theory of deep mining rock mass, the new method of accurate detection of mine geological bodies, the coupling relationship of mine disaster-causing factors and the mechanism of compound disasters, and the lightweight new materials and new explosion-proof designs of underground intelligent equipment.

(5) Breakthroughs in key technologies. Accelerate the research and development of "stuck neck" technologies that restrict intelligent construction. It focuses on key technologies such as transparent geology, accurate positioning and navigation underground, ore and rock identification, precise attitude control of mining equipment, intelligent blasting, autonomous shovel loading of electric shovels, unmanned driving under complex conditions, collaborative control of intelligent equipment clusters, accurate perception and early warning of disasters, and industrial software. Promote the integration and application of new technologies such as 5G, industrial Internet, big data, cloud computing, artificial intelligence, and digital twins with traditional mining.

(6) Research and development of core equipment. Accelerate the R&D and application of core components, sensors, key control units and operating systems of mine intelligent equipment, and accelerate the R&D and iterative update of mine robots. Develop high-end mining sensors and special instruments and equipment such as distributed optical monitoring, high-precision microseismic monitoring, and three-dimensional laser scanning. Strengthen the R&D and application of core equipment such as intelligent fast excavation equipment, hard rock cutting and tunneling equipment, intelligent drilling equipment, 10-million-ton intelligent working face fully mechanized mining equipment, intelligent mining equipment for thin coal seams and thin ore veins, intelligent shoveling and transportation equipment, intelligent tailings filling equipment, unmanned intelligent drilling and blasting equipment, large-scale intelligent mining and stripping equipment for open-pit mines, heavy-duty operation robots, and new mining unmanned vehicles.

Fourth, accelerate the process of digitalization

(7) Improve information infrastructure. Encourage mining enterprises to speed up the upgrading of new industrial network infrastructure, scientifically deploy intelligent perception terminals such as environmental and video image sensing, equipment status monitoring, and precise positioning of personnel and equipment, realize equipment access networking, and build a mining industrial Internet that collects and transmits data and information in the whole time domain and the whole process. Promote the cloud-based deployment of mining enterprises to carry out business, and strengthen the construction of computing infrastructure based on demand-oriented and security-oriented. Promote mining enterprises to carry out classified and hierarchical management of industrial Internet security, and improve the network information security protection system of dynamic monitoring, active defense, and coordinated response.

(8) Accelerate data governance and empowerment. Promote mining enterprises to carry out the implementation of the national standard for data management (DCMM), strengthen the collection, storage, governance, application, sharing and openness of mine data, and establish a data resource management system for the whole process and the whole chain. With the comprehensive application of the "Intelligent Mine Data Fusion and Sharing Specification" as the starting point, optimize the organization, system and process of mine data governance, and focus on the goal of "quality improvement, empowerment and optimization" of data, break through data barriers, precipitate data assets, activate data value, expand data application, and improve the data governance and application capabilities of mining enterprises.

(9) Strengthen the application of artificial intelligence. On the basis of the massive data integrated and shared by intelligent mine data, relying on the superior resources inside and outside the industry, we will build an innovative application platform for mine artificial intelligence, continuously optimize the development environment, extensively build an application ecology, and promote the integrated development of "artificial intelligence + mine". Accelerate the algorithm optimization and model iteration of artificial intelligence large models in the field of mine intelligence, and improve the versatility and practicability of mine artificial intelligence large models. Focus on the innovative application of artificial intelligence in personnel behavior norms, engineering quality evaluation, equipment operation control, safety assurance, disaster early warning analysis, process parameter optimization, etc.

5. Expand intelligent scenarios

(10) Accelerate the replacement of robots for dangerous and heavy positions. The "Key R&D Catalogue of Mining Robots" was released to encourage qualified areas to build a complete industrial chain and fill the gaps in the R&D and application of various mining robots. Improve the performance of mining robots, accelerate the improvement of accurate research and judgment of mine inspection robots, autonomous operation of operation robots, and multi-disaster rescue functions of rescue robots, and improve the practicability and adaptability of mining robots. Enrich the application scenarios of robots, study and apply the collaborative scheduling of robot clusters, and encourage mining enterprises to formulate robot alternatives by type of work and post classification, so as to replace them.

(11) Strengthen the intelligence of mining operations. Strengthen refined geological exploration, improve the ability to predict production conditions, realize the digital display, deduction and prediction of geological structure, roof and floor trends, gas and water bodies of the working face, and provide basic environmental data for the intelligent operation of mining equipment. Promote the remote digital twin centralized control technology of the working face, realize the integrated parallel operation of digging, support, anchor and transportation and the intelligent decision-making and autonomous operation of the mining system through the reproduction of the real scene of the working face and the remote control operation of the over-the-horizon remote control, and promote the transformation of the traditional mining process of the mine through intelligent technology, so as to realize less manpower and unmanned mining. In principle, new coal mines with coal and gas outbursts, rock bursts, and extremely complex hydrogeological types should be intelligently designed according to coal mining and tunneling.

(12) Improve the level of intelligent disaster prevention and control. Establish a mine risk and disaster assessment model library, improve the ability to collect and correlate geological disasters, personnel, equipment, meteorology and other information, and realize intelligent prediction and early warning of mine risk disasters. Build a comprehensive management and control platform for the dual prevention and control of risk classification and hidden danger investigation and management, increase the application of mine satellite remote sensing and unmanned aerial vehicle monitoring, explore the intelligent monitoring of safety in limited spaces such as goafs, strengthen the management and control of major risks in areas where mine personnel gather, promote high-precision positioning of underground personnel, AI video intelligent monitoring, and intelligent identification and analysis of violations of laws and regulations, so as to realize intelligent monitoring of key operation processes, intelligent hierarchical control of safety risks, and intelligent assistance in hidden danger investigation and management. Vigorously promote technologies such as underground inspection, water inrush detection, fire prediction, gas monitoring, toxic and harmful gas monitoring, rock burst monitoring, deep slope slip identification, dam failure and landslide early warning, and operation status monitoring of important mechanical and electrical equipment.

(13) Improve emergency rescue support capabilities. Strengthen the R&D and application of underground resilience and anti-destruction communication and rapid networking technology and equipment for disaster emergency communication, so as to realize the stable transmission of video, audio and environmental data under catastrophic conditions. Build an intelligent auxiliary decision-making system for disaster emergency rescue, strengthen the intelligent matching of emergency plans, improve the emergency response capabilities of personnel, equipment and systems, realize the intelligent linkage of emergency rescue forces and materials, the dynamic research and judgment of on-site disasters, and the automatic planning of disaster avoidance paths, so as to meet the needs of emergency response of different types of disasters. In view of different types of disasters such as water, fire, gas, and roof, accelerate the R&D and application of intelligent rescue equipment and robots such as life detection of narrow underground ruins, rapid construction of rescue channels, rapid drainage, and individual exoskeleton assistance, so as to improve the technology and equipment intelligence level of rescue teams.

Sixth, improve the overall application level

(14) Improve reliability and ease of use. Optimize the ergonomic design of intelligent equipment, establish a reliability evaluation index system for intelligent equipment and control systems, and develop a reliability testing and inspection platform. Strengthen the research on basic raw materials and components of mining equipment, optimize the equipment manufacturing process, strive to improve the sensitivity and accuracy of sensors, improve the stability, applicability and operation and maintenance convenience of intelligent equipment in complex and harsh environments, and actively promote high-reliability mining, excavation (stripping), loading and transportation equipment, so as to ensure the long-term and high-reliability operation of intelligent equipment, information networks and control systems. Promote the R&D and application of convenient intelligent equipment and software to achieve user-friendly interface, convenient operation, and simplified operation and maintenance.

(15) Ensure intelligent and normalized operation. Promote the application of complete sets of intelligent fast excavation equipment for coal mines, accelerate the upgrading of technical equipment for intelligent coal mining faces, promote the joint operation of unmanned equipment such as rock drilling rigs, scrapers, and mining trucks in non-coal mines, and improve the level of normalized operation. Encourage enterprises to build a new mode of intelligent and normalized operation of mines through management concept innovation and production process reengineering, and set up a high-level intelligent operation and maintenance team to ensure the normal operation of intelligent systems and equipment. Encourage the normalization of intelligent equipment and systems to be included in the key indicators of mine intelligent construction evaluation, and realize less and unmanned mine production as soon as possible.

(16) Strengthen intelligent systematization. Accelerate the promotion of intelligent mining production, safety, and management. On the basis of the intelligence of each subsystem of the mine, through data interconnection, integration and sharing, strengthen the linkage control between production operations, auxiliary operation and safety monitoring and monitoring systems, and use big data and artificial intelligence technology to realize the high-level intelligent systematization of production conditions, visual and controllable processes, measurable and preventable risks, and adjustable and configurable elements through intelligent perception, intelligent decision-making, automatic execution, and comprehensive management and control.

7. Safeguard measures

(17) Strengthen organization and coordination. Relevant departments in all localities should increase publicity and guidance, clarify the implementation path, promote the coordination and linkage of government departments, industry associations, mining enterprises, institutions of higher learning, scientific research institutes, etc., and promote the implementation of various goals and tasks.
