Formulated the implementation plan of the "local cultivation" plan for agricultural and rural practical talents in Shandan County, and organized more than 80 leaders of new agricultural business entities to participate in the first phase of the secondary school education promotion training course and the first phase of the junior college training course for 53 people, which effectively improved the educational level of local talents. Implement high-quality farmer cultivation project tracking services, train 50 leaders of new agricultural business entities and leaders in rural governance and social undertaking development in the first phase, 83 people in the first phase of the practical technology training course for poverty alleviation households, and more than 100 people in the first phase of the special training course for the ability improvement of rural animal epidemic prevention personnel, and conduct systematic training from job responsibilities and professional codes, animal baoding, immunization, animal parasitic disease prevention and control, disinfection, animal epidemic prevention laws and regulations, etc., and continuously improve the ability and quality of rural animal epidemic prevention personnel. Carry out training courses and field guidance such as "seed management personnel", "spring plowing and preparation for production", "quality and safety of agricultural products", "animal disease prevention and control". So far, 2 sessions have been completed, more than 300 person-times, and more than 2,000 copies of materials have been distributed, effectively solving the technical problems of mass production.
Establish advanced models and give play to the leading role of industrial development demonstration. About 30 professional and technical personnel were selected to go deep into the villages, fields, leading enterprises and farmers' cooperatives, etc., in accordance with the work ideas of "talent + base" and "demonstration + drive", and actively guide practical talents with brains, technology and management to take the lead in starting a business, leading the farmers to adjust the industrial structure and drive the development of leading industries. It has cultivated 245 main responsible persons for industrial revitalization, and absorbed more than 600 poverty-stricken households to develop characteristic industries. Support rural practical talents to adopt various models such as "cooperatives + bases + rural households", "leading enterprises + cooperatives + bases + rural households" and "cooperatives + branches + rural households" to develop rural economic cooperative organizations, and make every effort to build a development pattern of professional farmer cooperatives with diverse types and multiple subjects. There are 1,163 registered professional farmer cooperative economic organizations in the county, promoting the standardized operation and development of the county's farmer cooperative economic organizations.
Optimize professional title services and strengthen the construction of rural practical talents. Give full play to the role of the "baton" of talent evaluation, send special personnel to towns and towns to carry out business guidance and training, and at the same time, publicize the application documents and preferential policies for rural talent titles to the broad masses of farmers, and encourage rural talents to actively apply for rural practical talent titles. So far, 22 rural practical talents in the county have passed the Zhangye City Rural Talent Senior Title Qualification Review Committee and obtained qualifications, held a rural talent intermediate title qualification review meeting, 80 intermediate professional and technical qualifications have passed the review meeting, and 26 rural practical talents have been assessed and identified as primary titles.
