On April 26, Wang Yi, member of the Political Bureau of the CPC Central Committee and Foreign Minister, held talks with U.S. Secretary of State Antony Blinken in Beijing.

Wang Yi said that at present, China-US relations have generally stopped falling and stabilized, but negative factors are still accumulating. China has always viewed and developed China-US relations from the perspective of building a community with a shared future for mankind, always adhered to the principles of mutual respect, peaceful coexistence and win-win cooperation put forward by President Xi Jinping, and always advocated respecting each other's core interests.

Wang Yi said that the successful meeting between President Xi Jinping and President Biden in San Francisco in November last year outlined the "San Francisco Vision" for the stable, healthy and sustainable development of China-US relations, which should be implemented by both sides to the letter. In the current turbulent international situation, how to move forward in China-US relations must first answer a fundamental question, that is, whether China and the United States should be partners or rivals. This is the first button for the stable development of Sino-US relations. If the United States always regards China as its main adversary, Sino-US relations will only continue to be troubled and full of problems.

Wang Yi stressed that the Taiwan issue is the first red line in China-US relations that cannot be crossed. China demands that the US side abide by the one-China principle and the three China-US joint communiqués to the letter, refrain from sending wrong signals to the "Taiwan independence" separatist forces in any way, earnestly fulfill President Biden's commitments that he will not support "Taiwan independence", "two Chinas" or "one China, one Taiwan", and will not use Taiwan as a tool to contain China, stop arming Taiwan, and support China's peaceful reunification.

Wang Yi pointed out that the Chinese people's right to development is inalienable. The United States has emerged an endless stream of economic, trade, and technological suppression measures against China, which are not fair competition, but containment, not de-risking, but creating risks. The US should put into practice its statement that it does not seek to contain China's economic development, does not seek to "decouple" from China, and has no intention of preventing China's scientific and technological progress, stops hyping up the false narrative of "China's overcapacity theory", lifts illegal sanctions on Chinese companies, and stops imposing Section 301 tariffs that violate WTO rules.

Wang Yi stressed that the Asia-Pacific region should not become a gladiatorial arena for major powers. It is hoped that the US side will make the right choice, work with China in the same direction, achieve benign interaction in the Asia-Pacific region, abandon the small circle that excludes the other side, refrain from coercing regional countries to choose sides, stop deploying land-based intermediate-range missiles, stop undermining China's strategic security interests, and stop undermining hard-won peace and stability in the region.

Blinken said that the U.S.-China relationship is the most important bilateral relationship in the world, and it is a shared responsibility of both the United States and China to manage the relationship responsibly. The United States continues to pursue the one-China policy and does not support "Taiwan independence". The US does not seek to change China's system, has no intention of clashing with China, does not seek to decouple from China, and does not seek to contain China's development. We stand ready to work with China to build on the consensus reached by the two heads of state in San Francisco, strengthen dialogue and communication, effectively manage differences, avoid misunderstandings and miscalculations, and promote the stable development of US-China relations.

The two sides also exchanged views on the Ukraine issue, the Palestinian-Israeli conflict, and the DPRK and Myanmar issues.

The two sides agreed that the talks were candid, substantive and constructive, and agreed to continue to work to stabilize and develop China-US relations in accordance with the guidance of the two heads of state. The two sides affirmed the positive progress made in dialogue and cooperation between China and the United States in various fields since the San Francisco Meeting, agreed to accelerate the implementation of the important consensus reached by the two heads of state in San Francisco, maintain high-level exchanges and contacts at all levels, continue to carry out military-to-military exchanges and consultations in various fields, further promote China-US cooperation in drug control, climate change and artificial intelligence, take measures to expand people-to-people exchanges between the two countries, and the two sides are willing to strengthen communication on international and regional hotspot issues.
