Sometimes villagers go out to make money and are not at home, and the village cadres have to come to the door many times to collect the NCMS.
Many people in the city may be confused, whether the villagers are willing to pay the NCMS, this is their own business, why do the village cadres still frequently urge the NCMS? In this regard, a village cadre said the reasons behind why they are urging the NCMS, and there are three main reasons:
First of all, the higher departments have assessment indicators for the participation in the NCMS, and if the villagers' participation rate and payment rate decline, the village cadres will not be able to meet the assessment indicators, which will affect their careers and personal interests. Therefore, the village cadres will frequently urge the NCMS.
In addition, due to the existence of NCMS, the health of the villagers can be escorted. In the past, some villagers chose to cut off their NCMS, and once they fell ill, they could often only delay their minor illnesses into major illnesses, and give up treatment for major illnesses. There are also some villagers who have become seriously ill without participating in the NCMS, and there are many cases of poverty due to illness. Therefore, the village cadres hope that more villagers will be able to participate in the NCMS, so that they will have a guarantee for hospitalization in the future.
Finally, some villagers do not know much about the NCMS system, which requires village cadres to carry out door-to-door propaganda and explanations, so that the villagers' participation rate and payment rate will be significantly improved. Of course, there are also some people with five guarantees and severe disabilities, who do not know that the state has implemented the reduction and exemption policy of the New Rural Cooperative Medical System for this group of people. Village cadres can allow these five-guarantee households, disabled people and other groups to enjoy the reduction and exemption policy of the NCMS.
First, the cost of NCMS has risen every year, from 10 yuan at the beginning to 380 yuan, a 37-fold increase in just 20 years. This made many villagers feel really unbearable. If a family of 5 people has to pay 1,900 yuan for the NCMS, which is more practical for rural families to improve the quality of life of the family than to pay the NCMS.
Second, NCMS does not have a cumulative function. Now the medical insurance account of urban residents has the function of accumulating funds, and if the funds in the account are not used up this year, they can also be accumulated and continued to be used in the next year. The NCMS is different, if it has not been used this year, it will be cleared by the end of the year. If you want to continue to enjoy the next year's NCMS, you will have to pay for the new year's NCMS. In the eyes of many farmers, since NCMS has no cumulative function, if you don't get sick and hospitalized this year, then paying NCMS is equivalent to paying for nothing, which is not cost-effective.
Third, the reimbursement rate of NCMS is not high. On the surface, the reimbursement rate of NCMS is 70%, but if you are hospitalized in a township hospital, the reimbursement rate is only 60%, and if you are hospitalized in a tertiary hospital in the city, the reimbursement rate is only 50%.
For many farmers, the purpose of their contribution to NCMS is to reduce the burden of medical care, and the reimbursement rate of NCMS is not high. If a farmer falls ill and is hospitalized, he or she has to bear a large part of the medical expenses himself. Rather than this, it is better to simply choose to cut off the payment of NCMS.
In fact, it is not very difficult to increase the enthusiasm of rural residents to pay for the NCMS, as long as these two points are done well: on the one hand, it is necessary to stop raising the fees of the economically underdeveloped areas, and farmers should pay the fees of the NCMS, so that rural families can have a time to recuperate. On the other hand, it is necessary to increase the reimbursement ratio and scope of reimbursement for farmers participating in NCMS. In addition to increasing the reimbursement ratio, there should also be a certain reimbursement ratio for outpatient expenses and common drug expenses. Only when farmers feel the pressure of participating in NCMS and the pressure of medical treatment is reduced, will farmers' enthusiasm for participating in NCMS be enhanced.
