In Huang Jianhui's view, the mainland has entered a new stage of innovation-driven development, and the development of new quality productivity is an inevitable requirement for the mainland to drive economic transformation through science and technology, enhance international competitiveness, achieve economic transformation, and build itself into a modern power. In July 2023, in order to promote the development and growth of the private economy, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Promoting the Development and Growth of the Private Economy".
"Private entrepreneurs are experts in the operation and management of private enterprises, and they are also the key elements to promote the development of productivity and scientific and technological innovation through the integration of land, capital, labor, technology, data and other elements. "In the future, the mainland needs to continue to strengthen the leadership of entrepreneurial factors and integrate other factors in order to effectively improve total factor productivity.
Huang Jianhui said that Xinjin has the reputation of "the cradle of the private economy", which not only gave birth to a number of outstanding private enterprises represented by the "Hope Department", but also "heavyweight" enterprises such as CATL, Gretitanium, and Sinoma Technology gathered in Xinjin. "Xinjin District has carried out many explorations on the path of private economic development, and the excellent business environment provides fertile soil for enterprise development, and provides Xinjin solutions for other regions to promote the development and growth of private economy. How can Xinjin promote the high-quality development of the private economy? Huang Jianhui put forward his suggestions from three aspects: optimizing the business environment, "conscience and good governance" of enterprises, and developing new quality productive forces.
"A good business environment is productivity and competitiveness. In terms of further optimizing the business environment, Huang Jianhui said that on the existing basis, it is necessary to integrate with the world's super-first-class and ultra-high-quality business environment, "benchmark international standards, and strive to attract more internationally renowned large enterprises to settle in Xinjin." At the enterprise level, to "good governance with conscience", any enterprise must start from conscience, provide high-quality safety products and services, and actively fulfill social responsibilities in the process, and build effective internal governance.
With a good business environment and the "conscience and good governance" of enterprises, how should we develop next? Huang Jianhui proposed that Xinjin should combine its own resources, develop new quality productive forces in accordance with local conditions, and build a demonstration area for new quality productive forces. "For example, the development of smart agriculture and smart manufacturing, so that Xinjin will be talked about by everyone because of the development of new quality productivity!"
