Second, the recruitment object, scope and basic conditions
(1) The object and scope of recruitment
For the national recruitment of personnel who have obtained a postgraduate degree or a master's degree in general higher education before July 31, 2024, and fully meet the requirements of the relevant post conditions and other requirements of this announcement in the "List of Positions and Conditions Requirements for the Open Recruitment of Non-career Establishment Management Teaching and Auxiliary Personnel of China West Normal University in May 2024" (including table notes, hereinafter referred to as the "List of Positions and Conditions Requirements"), applicants must obtain a graduation certificate that meets the requirements of the post conditions before July 31, 2024. Degree certificate and other certificates, overseas students must obtain the academic degree certificate certified by the Service Center for Scholarly Study of the Ministry of Education, and go through the formalities such as confirmation with the certificate, and fail to obtain and provide the relevant certificate within the specified time, it will be deemed that the applicant has given up automatically and shall bear his own responsibility.
(2) Basic conditions
1. Candidates should meet the following conditions at the same time:

(6) Civil servants and personnel of public institutions who are still in the minimum service period and probationary period stipulated by the state and our province.
(7) Judgment defaulters identified by the people's courts through judicial procedures in accordance with the "Opinions on Accelerating the Establishment of Credit Oversight, Warning, and Punishment Mechanisms for Judgment Defaulters";
(8) Other circumstances stipulated by laws and regulations that do not allow applicants to apply for public institutions.
3. Recruitment positions and quotas

4. Registration and online payment
This open recruitment is only carried out by online registration, and on-site registration is not organized. The registration period is from 9:00 on April 18, 2024 to 18:00 on April 25, 2024. 2. Fill in the information. Eligible applicants should register according to the requirements of the website, and truthfully and accurately fill in the contents of the "China West Normal University May 2024 Open Recruitment Staff Application Information Form" (hereinafter referred to as the "Application Information Form"), so that the recruiting unit can understand the basic information of the applicants.
3. Upload a photo. Those who fail to pay the fee within the specified time as required will be deemed to have given up the examination automatically, and the responsibility shall be borne by the candidate.
(3) Qualification review
Our unit will be in accordance with the "List of Positions and Conditions Requirements", according to the "Application Information Form", upload photos and payment of the written examination qualifications, the results of the review will be announced within 5 working days on the "public recruitment registration system", and the personnel who pass the review will be determined as valid applicants. Candidates who have passed the examination must log in to the "Public Recruitment Registration System" in time and print 2 copies of the "Application Information Form" according to the network prompts for use in the interview qualification review.
(4) Post adjustment
If the ratio of the number of valid applicants for the recruitment position (subject to the number of people who have passed the qualification examination) to the recruitment quota does not reach the proportion of the written examination specified in this announcement, China West Normal University will reduce the recruitment quota for the position or cancel the recruitment position. The reduction or cancellation will be announced to the public by China West Normal University on the official website of China West Normal University before 18:00 on April 29, 2024. The written test fee paid by the applicant in the post will be cancelled, and the applicant shall contact China West Normal University before 18:00 on April 30, 2024 for a refund.
(5) Print the admission ticket
Valid applicants should log in to the website of the public recruitment registration system after 18:00 on May 8, 2024 to print their "Admission Ticket". On the day of the test, candidates must take the written test at the time specified in the admission ticket and the examination room with their admission ticket and valid identity documents (including second-generation ID card, social security card<含照片>, excluding expired ID card, first-generation ID card, copy of ID card and other certificates). If the admission ticket and relevant documents do not meet the requirements of the regulations within the time limit and affect the examination, all responsibilities shall be borne by the applicant.
5. Examinations
This open recruitment will be carried out in the form of a comprehensive elimination examination. The exam consists of a written test and an interview.
The ratio of the written examination for this open recruitment (the ratio of the number of valid applicants to the number of recruits for the recruitment position) shall not be less than 3:1.
Examination results are calculated according to the following principles:

Candidates who are absent from the written test or whose written test score is less than 60 points will be deemed to have given up automatically and will be disqualified.
(1) Written examination
1. Written test subjects. The written test is professional knowledge, with a total of 1 subject. The written examination adopts the centralized closed-book examination method. The duration of the written test is 120 minutes, and the full score of the written test paper is 100 points.
2. Scope of the written test. Expertise in the job you are looking for.
3. Time and place of the written test. It is scheduled to be held on May 12, 2024 at the Huafeng Campus of China West Normal University (please refer to the "Written Examination Admission Ticket" for the specific time and location).
4. The results of the written test will be announced. The total results of the written test and the position ranking of the candidates will be announced on the official website of China West Normal University before 18:00 on May 15, 2024. Applicants who have doubts about the total score of the written test can contact the Personnel Office of China West Normal University before 18:00 on May 16, 2024 to apply for verification of their original written test results. The results of the verification will be published by the recruiting unit on the website before 18:00 on May 17, 2024.
(2) Interview
1. Interview method. The interview is scored out of 100 points. A comprehensive interview will be conducted.
2. Determine the shortlisted qualification reviewers for interview. China West Normal University will determine the shortlisted candidates for interview according to the total score of the written examination and the recruitment quota of the reference personnel for each specific recruitment position, from high score to low score according to the ratio of 3:1. The person who has the same total score in the written examination as the last interview shortlisted qualification examiner shall be determined as the interview shortlisted qualification examiner. Those who score 0 points in the written test or are absent from the test will be deemed to have given up automatically.
3. Interview qualification review procedures. The specific time, place and list of personnel will be announced by China West Normal University on the official website of China West Normal University before May 20, 2024 without further notice.
Those who have obtained the qualification for interview shortlisting should bring the following materials to the designated place for interview qualification review procedures according to the specified time:
(1) 2 copies of the "Application Information Form" (please print it on the website of the public recruitment registration system and post a recent 2-inch bareheaded ID photo as required).
(2) Original and 1 copy of ID card.
(3) Original and photocopy of valid graduation certificate and degree certificate (the original and photocopy of the certificate issued by the relevant department of the university for fresh graduates should be presented).
Whether or not you meet the degree, academic qualifications and professional qualifications of the position you apply for shall be subject to the valid degree certificate obtained at the time of graduation and the academic and professional names contained in the graduation certificate. If it does not match, China West Normal University will cancel the applicant's application qualification, and the applicant shall bear the responsibility.
Overseas students should hold academic qualifications and degrees certified by the Service Center for Scholarly Study of the Ministry of Education of the People's Republic of China to participate in the qualification examination. If the major studied during the study period is not included in the catalogue of disciplines and majors promulgated by the national education administrative department, the third-party professional identification may be carried out in accordance with the provisions of the "Notice on Further Standardizing the Open Recruitment of Staff in Provincial Public Institutions" (Chuan Ren Ban Fa [2009] No. 457), and the professional conditions for determining that the major is similar to the recruitment major shall be deemed to be qualified.
(4) The incumbent shall provide valid written certification materials such as written materials issued by the original unit agreeing to apply for the examination or effective labor (personnel) dispute arbitration awards.
(5) Other supporting materials that meet the requirements of the post and conditions.
Those who do not meet the qualification conditions will not pass the qualification examination, and the responsibility shall be borne by the applicant.
Those who fail to provide the above-mentioned documents and certificates as required and fail to participate in the qualification examination on time shall be deemed to have automatically given up their interview qualifications.
The vacancies generated in the interview qualification review will be filled in equal amounts according to the total score of the written test from high to low. If the score is the same as the last place of the replacement personnel, it will be replaced as a candidate for interview qualification review. The replacement personnel shall be directly notified by China West Normal University according to the contact number left by the applicant on the "Application Information Form" at the specified time and place for qualification examination. If the applicant is unable to participate in the interview qualification review due to the wrong or unobstructed contact number, he or she shall be deemed to have given up and shall bear his own responsibility.
For those who have passed the interview qualification review, the Sichuan Development and Reform Price Regulations [2023] No. 473 document stipulates that the interview fee is 80 yuan, and the payment method is the same as that of the written test.
4. Time and place of interview. Candidates participating in the interview should log in to the public recruitment registration system before May 25, 2024 to print the "Interview Admission Ticket", and the specific time and place of the interview are detailed in the "Interview Admission Ticket".
On the day of the interview, the interviewer shall wait for the interview at the time and place specified in the "Interview Admission Ticket" with his or her valid ID card. Those who fail to wait for the examination at the examination room within the specified time will be deemed to have automatically given up their interview qualifications. The resulting vacancies will not be filled.
If the actual number of participants in the interview is lower than the prescribed interview shortlisted ratio due to the vacancy of the interview shortlisted qualification review or absenteeism, the interview will be conducted normally. If the interview score is less than 60 points, the applicant will be disqualified. If the actual interviewer for a recruitment position does not form competition (that is, the number of participants in the interview is less than or equal to the number of people to be recruited for the position), and the interview score of the interviewer for the position is less than 70 points, the applicant will be disqualified. If the applicant is absent from the interview or gives up the interview, it will be deemed that he or she will automatically give up the qualifications.
5. The main scope of the interview. Including the professional knowledge, comprehensive quality and job adaptability required for the position.
6. Announcement of interview results. The results of the interview will be announced on the spot and signed by the candidates themselves.
(3) Announcement of examination results
After the interview, China West Normal University will announce the total test results (including written test scores, bonus points, interview scores, total scores and rankings) of the actual participants in the interview on the official website of China West Normal University within 3 working days after the interview.
6. Physical examination
(1) Determination of physical examination personnel
According to the recruitment quota, according to the total score of the applicant's examination, China West Normal University will determine the physical examination personnel in equal amounts from high to low scores. If the total score of the examination is the same, the physical examination personnel will be determined according to the interview score from high to low. If the above elements are exactly the same, the additional test will be added, and the higher score of the additional test will be preferred.
(2) Physical examination standards
The items and standards of physical examination shall be implemented with reference to the revised General Standards for Physical Examination for Civil Servants (Trial), the Operation Manual for Physical Examination for Civil Servants (Trial) and the Reply to Questions Concerning the Participation of Pregnant Candidates in Physical Examination (Guogong Kao Lu Han [2009] No. 07). Among them, the hepatitis B testing program is implemented in accordance with the requirements of the Notice of the Ministry of Human Resources and Social Security, the Ministry of Education and the Ministry of Health on Further Standardizing the Physical Examination Items for Admission and Employment and Safeguarding the Rights of Hepatitis B Surface Antigen Carriers in School and Employment (Ministry of Human Resources and Social Security [2010] No. 12).
(3) The time and place of the physical examination
The physical examination is organized by China West Normal University and conducted in a general hospital that meets the qualification requirements. The physical examination time, meeting place and list of personnel will be announced separately.
Candidates who fail to attend the physical examination at the designated place at the specified time and fail to complete the physical examination of the specified items within the specified time limit will be deemed to have automatically waived their rights.
(4) Re-examination and replacement
Except for the items that should be re-examined on the spot or on the same day and confirm the results of the physical examination, if the recruiting unit or the physical examination personnel have any objection to the conclusion of the physical examination, they may submit an application for re-examination within 7 days from the date of receiving the notice of the conclusion of the physical examination. The re-examination will only be conducted once, and will be designated by China West Normal University to a general hospital other than the original physical examination hospital and meet the qualification requirements, and the conclusion of the physical examination shall be subject to the conclusion of the re-examination.
If there is a vacancy in a position due to the automatic waiver of the physical examination personnel or the failure of the physical examination, the physical examination personnel shall be filled in equal amounts in accordance with the above-mentioned rules for determining the physical examination personnel. If all the personnel participating in the interview for the position fail the physical examination or no one can replace it, it will not be replaced.
7. Comprehensive investigation
China West Normal University conducts a comprehensive investigation on the ideological and political quality, law-abiding, moral quality, personal integrity, ability and quality, study and work performance, integrity and self-discipline of the personnel who have passed the physical examination, and verifies and confirms the authenticity and validity of the personnel files and other materials related to the examination. The vacancy that is cancelled during the inspection and the candidates who pass the examination automatically give up the vacancy before the announcement shall be filled in equal amounts according to the rules determined by the physical examination personnel, and if all the personnel participating in the interview for the position are unqualified or no one can make up for the comprehensive inspection, they will not be replaced.
8. Publicity
Those who pass the examination, physical examination and comprehensive inspection will be determined by China West Normal University as the personnel to be hired, and will be publicized on the official website of China West Normal University for 7 working days.
The content of the publicity includes the name, gender, date of birth, admission card number, graduation institution, major, academic degree, total examination scores, ranking and recruitment conditions of the position of the personnel to be reviewed and confirmed, and the supervision and reporting telephone number is announced to accept social supervision and reporting. The whistleblower should report the problem truthfully with his or her real name and provide the necessary investigation leads. Questions that are reported anonymously or otherwise will not be entertained.
If there are serious problems reported during the publicity period and there is solid evidence, but the requirements for applying for the examination are not met, the qualifications of the personnel to be hired by the person to be announced shall be cancelled, and no longer be reviewed and confirmed; During the publicity period, the vacancies that occur after the person being publicized abstains or because they are reported and verified and their qualifications for employment are cancelled will not be filled.
After the announcement, the vacancies in the recruitment quota due to the waiver of the personnel to be confirmed will not be filled.
9. Review and confirm and handle employment procedures
For those who have no objection to the publicity, China West Normal University will notify the time and place of submitting the following materials.
(1) The incumbent shall provide the written materials issued by the original unit agreeing to apply for employment in the new unit (after being reviewed and confirmed by China West Normal University, the incumbent shall provide the written materials of formal agreement to terminate the employment (labor) contract or agree to the flow (transfer) as required) or the effective labor (personnel) dispute arbitration award and other valid written supporting materials, as well as valid graduation certificates and degree certificates.
(2) Graduates of the class of 2024 should provide their graduation certificates and degree certificates before July 31, 2024.
(3) Laid-off or unemployed persons shall provide the "Re-employment Preferential Certificate" or unemployment certificate, valid graduation certificate and degree certificate, and a valid file management certificate issued by the county-level labor and social security department where the household registration is located.
(4) Other materials that should be provided in accordance with regulations.
China West Normal University is responsible for reviewing the authenticity of the materials provided by the applicants, and reviewing and confirming the proposed personnel who meet the requirements of the announcement.
The personnel who have passed the audit and confirmation shall obtain the qualifications of the hired personnel, report to the unit within the specified time, and sign the employment contract in accordance with the relevant regulations.
Those who fail to provide the above materials within the time limit or fail to report at the specified time after passing the review and confirmation, shall be deemed to have given up automatically and will be disqualified from the personnel to be hired.
10. Discipline and supervision
In the open recruitment, our unit will ensure that the information, process and results are open and accept the supervision of the society and relevant departments. Once it is verified that the personnel who have violated the regulations or hired them by fraud, their employment qualifications will be revoked, and the relevant personnel will be severely dealt with in accordance with the relevant regulations. Anyone who violates Article 30 of Decree No. 6 of the Ministry of Personnel and the regulations on examination style and discipline, especially those who do not conduct qualification examination according to the announcement, shall be severely dealt with in accordance with the "Regulations on the Handling of Violations of Discipline and Regulations in Public Recruitment by Public Institutions" and other provisions, and if the circumstances are serious, they shall be given administrative discipline and party discipline sanctions, and if a crime is constituted, criminal responsibility shall be investigated according to law.
11. Special Reminder
(1) If there are any adjustments and supplements during the public recruitment process, China West Normal University will announce them on the official website of China West Normal University. If the applicant fails to participate in the written examination, interview, physical examination, comprehensive inspection, replacement and employment as required due to the applicant's failure to take the initiative and log in to the relevant website to check the relevant information as required, he shall be responsible for himself/herself.
