Recently, the reporter learned from the Traffic Management Bureau of the Chengdu Municipal Public Security Bureau that in order to ensure the smooth and orderly traffic operation of the roads around the West Gate and South Gate of the Chengdu Giant Panda Breeding Research Base (hereinafter referred to as the "Panda Base") during the large passenger flow, and effectively enhance the sense of safety and travel experience of the masses, according to the provisions of the Road Traffic Safety Law of the People's Republic of China, the Traffic Management Bureau of the Chengdu Municipal Public Security Bureau decided to implement management measures such as motor vehicle reservation traffic on the roads around the Panda Base during the May Day holiday in 2024. The relevant matters are hereby notified as follows:
1. From May 1 to May 5, 2024, from 7:00 to 16:00 every day, the roads around the south gate of the Panda Base (old park) will implement motor vehicle reservation management measures.
(1) The roads for the reservation management at the south gate of the Panda Base (Old Park) are: Panda Avenue (Cuizhu Lane to Shulong Road), Cuizhu Lane, Nanzhu Lane, Luzhu Lane, Jianzhu Road and other roads.
(2) The daily reservation period is divided into 7:00-10:00 and 10:00-16:00. Among them: 7:00-10:00 is the advance reservation period, and the reservation channel is open 3 days in advance, and 10:00-16:00 is the real-time reservation period, and the reservation channel is temporarily opened according to the actual road traffic and the real-time parking situation of the parking lot on the day.
(3) 9 seats and below small passenger cars, through WeChat to follow the "Rong e Xing" public account, according to the system prompts to complete the passage reservation; after the appointment is successful, it is allowed to enter the traffic management area according to the appointment period, and if the appointment period is not reached, the reservation will be invalid on the same day, and the departure time is not limited.
(4) Registered vehicles (including registered online car-hailing and reserved road shuttle buses), buses, taxis, trucks, police cars, fire trucks, ambulances, engineering rescue vehicles, special operation vehicles, and passenger cars with 10 seats or more are not subject to the restrictions of this notice.
(5) Vehicles that have not made an appointment or filed are prohibited from entering the reserved traffic management road.
2. From 7:00 to 16:00 every day from May 1 to May 5, 2024, the roads around the West Gate (Expansion Area) of the Panda Base will implement management measures that only allow public transportation.
(1) The West Gate of the Panda Base (Expansion Area) is not equipped with a self-driving parking lot, which is the main entrance and exit for public transportation tourists. Tourists take Metro Line 3 to the General Hospital of the Military Region (Panda Base) Station, and transfer to a special shuttle bus (about 3 minutes) to go directly to the scenic spot.
(2) Yulei Road (Rongdu Avenue Tianhui Road to Cuiwei Road) is prohibited from motor vehicles (except for interval buses, buses, police cars, fire trucks, ambulances, engineering rescue vehicles, and special operation vehicles).
(3) Motor vehicles that originally passed through Yulei Road can detour through Ginkgo Garden Road.
3. In addition to the above traffic management measures, the public security traffic management department will adjust the traffic management measures according to the actual road traffic and management, and implement measures such as diversion, restriction and prohibition of traffic in accordance with the law.
4. The majority of traffic participants are requested to consciously abide by road traffic safety laws and regulations, actively cooperate with and support the public security traffic management departments to implement road traffic safety management, maintain good road traffic order, consciously resist all kinds of traffic violations, participate in traffic in a civilized manner in accordance with the law, and travel in a green and low-carbon manner.
