On April 22, the Dongcheng District Human Resources and Social Security Hall and Medical Security Hall, which were originally located at No. 192 Chaonei Street, were relocated to the new site of the District Government Affairs Service Center at No. 12 Zhushikou East Street, officially serving the outside world, marking the integration of "four halls and six centers" of Dongcheng government affairs services in place, and further realizing the integration and improvement of government services in the whole district.
After the human social security hall and the medical security hall moved in, it will be co-located with the district government service hall and the traffic detachment hall, and the government service center, social security center, public service center, medical insurance center, traffic detachment sub-center, and political procurement center involved in the four halls will realize the intensive use of space, set up more than 100 front desk windows, more than 600 background workstations, and an average daily flow of about 2,000 people. At the same time, the district government affairs service center also relies on the surrounding tax service hall and entry and exit reception hall to promote the regionalization and centralized handling of government service matters, and further deepen the reform of "one door, one window, one network and one time".
While realizing the integration of physical space, the district government affairs service center takes the relocation and integration as an opportunity, takes the principle of intensification and efficiency, and takes institutional reform as the driving force to strengthen digital operation and further promote the improvement of the efficiency of government services in the district. On the basis of doing a good job of offline services, we further strengthened the whole process of online handling, online guidance and self-service, involving 43 units, integrating about 1,300 online handling matters of various departments, and nearly 600 self-service services, effectively sharing the pressure of crowd flow for offline windows and reducing nearly 30% of offline windows. On the basis of integrating and promoting the business consultation, appointment, calling, evaluation, platform, release, operation and supervision of the four halls, relying on the integrated acceptance and approval platform of the district government service, the real-time aggregation and visual display of the data of the three-level service system can be realized, and the real-time reception, call number, queuing and waiting, matter handling, good and bad evaluation and evaluation of the district government service center can be dynamically displayed and analyzed, as well as the three-level service system and the handling of various departments, etc., so as to dynamically adjust the window layout. Improve service quality and efficiency and provide strong support for leadership decision-making.
In the next step, the District Government Affairs Service and Data Management Bureau will continue to implement the "five major improvements" of overall functions, digital services, key functional areas, service efficiency and overall image in the District Government Affairs Service Center, adhere to the two-wheel drive of reform guidance and data empowerment, and promote the organic combination of government services and data management by deepening institutional reform, continuously promote the quality and efficiency of government services and data management, and create a model of "Beijing Service" in Dongcheng.
