New Hope should take the initiative to change without lying down, strengthen confidence without anxiety, and take a new path of scientific and technological innovation. ”

Since last year, I have attended a number of forums on the private economy held by the National Committee of the Chinese People's Political Consultative Conference, the United Front Work Department of the CPC Central Committee, the All-China Federation of Industry and Commerce, the People's Bank of China, the National Development and Reform Commission, the State Administration for Market Regulation, and other state ministries and commissions, as well as Sichuan and other provinces and cities. Today, I would like to talk about three points of experience and suggestions.

1. Study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and implement the understanding and experience of the spirit of the Central Economic Work Conference and the National "Two Sessions".

At the past two sessions, General Secretary Xi Jinping once again emphasized that "support the development and growth of the private economy and private enterprises, and stimulate the endogenous power and innovation vitality of various business entities", which made me very emotional. Looking back, the course of the development and growth of the mainland's private enterprises and the private economy can be described as magnificent. In 1982, New Hope started by investing 1,000 yuan to raise quails, and 42 years later, it has developed into a Fortune 500 company with a revenue of more than 250 billion yuan, and has become one of the largest suppliers of meat, eggs and milk in China. In 1993, as one of the first batch of CPPCC members from private enterprises, I made a speech entitled "There is Hope for Private Enterprises" at the CPPCC meeting. At that time, the private economy in the mainland was just starting, with only 230,000 registered private economic entities and an operating income of 30.9 billion yuan. Today, our private enterprises have played the role of "56789" in economic and social development. There are 53 million registered private enterprises, and the total private economy exceeds 75 trillion yuan, accounting for more than 60% of GDP.

Since the 18th National Congress of the Communist Party of China, mainland private enterprises have gradually emerged on the global stage, and even achieved a leading position. In particular, the "new three" has shown strong development advantages. For example, BYD's new energy vehicle sales jumped to the top of the world last year and is rewriting the history of China's auto industry. Our New Hope's feed industry has an annual output of more than 28 million tons, ranking first in the world. More than 800 million poultry are processed every year, and 17 million pigs are slaughtered every year, both of which rank among the top in the world.

According to the concept of "One Belt, One Road", Chinese enterprises are making great strides abroad. BYD sold 240,000 vehicles overseas in 2023, selling them to traditional auto powerhouses such as Germany and Japan. New Hope Group is one of the earliest private enterprises in mainland China to go abroad. After the 18th National Congress of the Communist Party of China, the overseas business has developed rapidly, investing in more than 50 enterprises in more than 30 countries, with more than 10,000 overseas employees and overseas revenue of more than 6 billion US dollars. General Secretary Xi Jinping's "team of entrepreneurs with pioneering spirit, forward-looking vision and international vision" is being formed, and all of us here today are among the best of them.

General Secretary Xi Jinping asked private entrepreneurs to shoulder the social responsibility of promoting common prosperity. In 1994, under the promotion of the United Front Work Department of the CPC Central Committee and the Federation of Industry and Commerce, I joined forces with 10 private entrepreneurs to launch the glorious poverty alleviation cause. Today, the glorious cause has not only made significant contributions to poverty alleviation, but also become an important driving force for rural revitalization. In 2021, the All-China Federation of Industry and Commerce and other departments organized the "Ten Thousand Enterprises Prospering Ten Thousand Villages" action, and 10 private entrepreneurs and I took the lead in launching the initiative to advocate more enterprises to participate in the action. New Hope also launched a training program for 100,000 green-collar new farmers, held a rural revitalization village chief class, and cultivated new farmers and new village officials. Up to now, New Hope has invested a total of 6 billion yuan in the field of rural revitalization and directly donated nearly 1 billion yuan.

These achievements fully demonstrate that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is a key guide to promote the development of private enterprises and the private economy.

2. Opinions and suggestions on promoting the high-quality development of the private economy

At present, under the great changes unseen in a century, economic development is facing certain uncertainties and pressures, and the high-quality development of the private economy is facing an important historical mission.

(1) Guide entrepreneurs to learn from the sages and models and show historical responsibility

When General Secretary Xi Jinping visited Jiangsu in 2020, he pointed out that Zhang Jian is a sage and model for China's private entrepreneurs. Last year, when I accompanied Chairman Shi to investigate, I also went to Jiangsu and learned Zhang Jian's spirit of serving the country through industry, and I was deeply touched. In 1993, I was elected as the vice chairman of the private entrepreneurs of the All-China Federation of Industry and Commerce, and I learned a lot from Rong Yiren, Jing Shuping and the older generation of industrial and commercial people, especially their spirit of patriotism and love for the party.

At present, the mainland is in a critical period of transformation from high-speed growth to high-quality development, and the pains and difficulties of transformation are inevitable. For example, our pig breeding industry is going through the longest pig cycle in history, and a few leading companies have gone bankrupt and reorganized. Some businesses do have a certain amount of anxiety. I proposed that New Hope should take the initiative to change without lying down, strengthen confidence without anxiety, and take a new path in scientific and technological innovation. Now we have preliminarily completed the structural adjustment, and we are going all out to focus on the industry and do the main business.

From the struggle of 230,000 industrialists and businessmen of the older generation in 1993 to the achievements of China's private economy "56789" today, it shows the growth and responsibility of China's private enterprises, and also shows the vitality and prospects of China's economy.

(2) Support the use of new quality productivity to promote high-quality development

General Secretary Xi Jinping stressed the need to develop new quality productive forces. I understand that the new quality productivity is not limited to new industries or high-tech industries, but will also promote the upgrading and development of traditional manufacturing industries. At present, New Hope is carrying out "stuck neck" technology research such as "pig chips" and "duck chips", and has undertaken a number of major national scientific and technological projects. In 2022, New Hope put forward the "Special Action for Grain Conservation", and jointly launched the "Feed Grain Saving Science and Technology Innovation Consortium" with the government, scientific research institutes, financial institutions, etc., to save 1% of grain every year from the three-pronged approach of breeding, formula and breeding management, and persist for 5 consecutive years, which is expected to save 3 million mu of cultivated land. At the same time, we focus on using digital technology to inject new momentum into the traditional aquaculture industry. At present, 13 digital technology companies have been established, and a series of digital "lighthouse projects" have been promoted in the whole system, and digital and intelligent cold chain logistics has been vigorously developed. Digitalization has become a new source of power for the development of our enterprises.

(3) Strengthen the macroeconomic regulation and control of people's livelihood industries with strong cycles

At present, many pig farmers and breeding enterprises have suffered losses in the past three years. Under the pattern of overcapacity, industry regulation and control lack a strong grip. If the participation of various large enterprises, including state-owned enterprises, can be increased, it will be beneficial to regulation and control and supply assurance. It is suggested that the state should support all kinds of enterprises to appropriately intervene in the field of agriculture and animal husbandry through mixed reform, and promote the healthy and high-quality development of animal husbandry.

III. Recommendations for better functioning the Advisory Committee

The advisory committee members attending today's meeting are all heads of large private enterprises and "chain masters" of various industrial chains. They have a wide range of influence and motivation in their respective fields, and can be said to be representatives of "their own people". It is suggested that the role of each committee member should be brought into full play, and the suggestions of the advisory committee members should be solicited when major policies involving private enterprises are introduced. For private enterprises that insist on following the party and have been tested for a long time, we will give them attention and support, and give timely help when they encounter difficulties. It is suggested that the 30th anniversary celebration of the glorious cause should be held with a high standard, and the confidence of private enterprises should be better enhanced and a good atmosphere for supporting the development of the private economy should be better created by recognizing and commending the representative private enterprises that serve the country and actively fulfill their social responsibilities.
