On the afternoon of 22 April, the website of the Central Commission for Discipline Inspection and the State Supervision Commission announced that three central management cadres had been expelled from the party, namely: Han Yong, former deputy director of the Population, Resources and Environment Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and former secretary and chairman of the party group of the Shaanxi Provincial Committee of the Chinese People's Political Consultative Conference; Ling Chengxing, former member of the leading party group of the Ministry of Industry and Information Technology, former secretary of the leading party group and director of the State Tobacco Monopoly Administration, and former general manager of the China National Tobacco Corporation; and Zhang Xiulong, former deputy secretary and deputy director of the Standing Committee of the Guangxi Zhuang Autonomous Region People's Congress.

The governor of Chang'an Street noticed that the above three people were all investigated in October last year, and they were all suspected of taking bribes. In addition, Ling Chengxing is also suspected of abusing power by personnel of state-owned companies.

Han Yong was born in October 1956, a native of Jiutai, Jilin, and worked in Jilin and Xinjiang, serving as Secretary and Chairman of the Party Group of the Shaanxi Provincial Committee of the Chinese People's Political Consultative Conference in January 2016, and Deputy Director of the Population, Resources and Environment Committee of the National Committee of the Chinese People's Political Consultative Conference from March 2022 to March 2023.

Ling Chengxing was born in October 1957, a native of Jiangxi, and worked in Jiangxi in his early years, serving as a member of the Standing Committee of the Provincial Party Committee and executive vice governor. In May 2013, he served as a member of the Party Leadership Group of the Ministry of Industry and Information Technology, Secretary of the Party Leadership Group and Director of the State Tobacco Monopoly Administration, and General Manager of China National Tobacco Corporation, retired in 2018, and was officially announced to be investigated in October 2023.

The report shows that Ling Chengxing lost his ideals and beliefs, deviated from the principles of party spirit, and resisted organizational review;

Zhang Xiulong was born in May 1958, a native of Huaihua, Hunan, and has served as vice chairman of the Guangxi Zhuang Autonomous Region CPPCC, vice chairman of the autonomous regional government, and deputy director of the Standing Committee of the Autonomous Regional People's Congress since 2013, retired in 2022, and was officially announced to be investigated in October 2023.

The report shows that Zhang Xiulong lost his ideals and beliefs, abandoned his original mission, favored relatives and friends in the implementation of the major decisions and deployments of the Party Central Committee, abused power for personal gain, caused adverse effects, resisted organizational censorship, and engaged in superstitious activities;
