As of the end of March, the proportion of days with good air quality in the central urban area of Pingliang was 82.4%, an increase of 2.5 percentage points year-on-year, the average concentration of PM10 was 77 micrograms per cubic meter, down 12.5% year-on-year, and the average concentration of PM2.5 was 40 micrograms per cubic meter, down 14.9% year-on-year. As of the end of March, the comprehensive water quality evaluation results of 13 state-controlled and provincial-controlled surface water sections in the city have all reached the standard, and the proportion of excellent water bodies (meeting or exceeding the surface water class III standard) is 100%, and the water quality monitoring results of 14 water sources above the county level have reached the standard. The key to pollution prevention and control lies in "governance". The Municipal Party Committee and the Municipal Government adhered to the high-level promotion, formulated and issued the "Key Points of Work", "Task List" and "Project List" for the city's ecological and environmental protection in 2024, fully deployed the annual key work, and signed the 2024 ecological environmental protection target responsibility letter. The "Implementation Plan for Comprehensively Promoting the Construction of Beautiful Pingliang" and the "Key Points of the Construction of the National Ecological Civilization Construction Demonstration Zone in Pingliang City in 2024" have been formulated to carry out the construction of the beautiful Pingliang cell project in an all-round, all-field and multi-level manner. All departments at all levels should pay close attention to the main indicators and strive to improve the quality of the regional environment. The Municipal Bureau of Ecology and Environment formulated and issued the "Pingliang City 2024 Air Pollution Prevention and Control Work Plan", "Motor Vehicle Exhaust Pollution Control Action Implementation Plan", "Fireworks and Firecrackers Management Regulations Implementation Plan" and "Ozone Pollution Prevention and Control Plan", and deployed and carried out the "six key actions" for the prevention and control of motor vehicles, coal, industrial enterprises, dust, non-point sources and ozone pollution, which are decomposed and distributed to each county (city, District) fine particulate matter control indicators, report the air quality status, supervise the existence of problems, put forward work suggestions, establish daily inspections, daily supervision, daily research and judgment, daily scheduling and weekly supervision, weekly early warning system, at the end of each month and the end of the quarter, organize interviews with counties (cities, districts) that have not completed the target tasks, and promote the implementation of air pollution prevention and control measures with high intensity. As of the end of February, the city's ecological environment system has won a total of 48.68 million yuan of special funds for ecological and environmental protection, including 23.95 million yuan of special funds for water pollution prevention and control, 3 million yuan for air pollution prevention and control, 9.05 million yuan for comprehensive improvement of the rural environment, 4.58 million yuan for horizontal compensation and subsidy of river basins, and 8.1 million yuan for special funds for environmental pollution prevention and monitoring and supervision. It is planned to implement 22 ecological and environmental protection projects of 2.728 billion yuan, including 8 continuation projects of 239 million yuan and 14 new projects of 2.489 billion yuan. In an abandoned mine on the north bank of the Jing River in the central urban area, the Municipal Urban and Rural Development and Construction Investment Group Co., Ltd. is in full swing to implement the ecological restoration demonstration project of the historical abandoned mine in the ecological barrier area of the Loess Plateau. With the assistance of machinery, workers carried out comprehensive ecological restoration of the abandoned mine, restored vegetation in an orderly manner, eliminated geological safety hazards, and reclaimed the land. The demonstration project involves 4 counties (cities and districts) of Kongtong District, Huating City, Chongxin County and Jingchuan County, and will restore and govern 160 abandoned mines left over from history, involving 55 mines, with a restoration area of 1,191 hectares, 801 hectares of restored forest land, 349 hectares of cultivated land, and 42 hectares of construction land, and is expected to be completed by the end of 2025. After the implementation of the project, the harmony between the stability of the geological environment and the surrounding ecological conditions will be greatly improved, the regional water conservation, runoff regulation and carbon sink capacity will be comprehensively improved, and the ecological security barrier of the Loess Plateau in Longdong will be further strengthened. The old appearance of the Renda River and the Gangou River has been renewed, and it has become a "mother river" flowing with cultural atmosphere and reflecting the temperament of small towns, and the ecological governance goal of "clear water, green banks and beautiful scenery" has been effectively realized, and it has also become the starting point for the happy life of the people on both sides of the river. In recent years, the Municipal Bureau of Ecology and Environment has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Ecological Civilization, conscientiously implemented the decisions and deployments of the provinces and municipalities, focused on solving outstanding ecological and environmental problems, continued to increase law enforcement, effectively strengthened the construction of law enforcement teams, and strived to improve the efficiency of law enforcement. Formulate and issue the "Three-year Action Plan for Tackling the Root Causes of Safe Production in Pingliang Ecological Environment System (2024-2026)", focus on investigating and rectifying a number of ecological and environmental safety risks and hidden dangers, actively prevent and properly deal with environmental emergencies, and effectively ensure the safety of the ecological environment. We will continue to strengthen nuclear and radiation safety supervision, issue the "Key Points of Nuclear and Radiation Safety Supervision in the City", carry out a "retrospective" review of the rectification of radiation environment safety supervision and inspection, urge 171 nuclear technology utilization units in the city to complete the annual protection assessment, and carry out safety hazard investigation for 8 radioactive source users in the city.
