Recently, the Tumut Zuoqi People's Court relied on the "four-room co-construction" and the litigation source management mechanism, and cooperated with the staff of the grassland community of Chasuqi Town to go deep into the community to "bring the case to the grassroots level" and "check the pulse" of the property dispute, so as to help resolve the source of the dispute.
At the end of March, a property management company submitted a batch of five property service contract dispute complaints to the Tumut Zuoqi People's Court, requesting the court to order a number of community owners to pay arrears of property service fees. Considering the relatively high quality of property service in the community, the community work in place, the good foundation of grassroots governance, and the high probability of success of mediation, the case was transferred to the pre-litigation mediation procedure after obtaining the consent of the property management company. The judges who undertook these cases decided to unite the grassland community to which the community belongs, relying on the judges' workstations, to convene both the property management company and the owners to discuss problems and plans face-to-face.
On April 12, at the community judge's workstation, judges, clerks, community workers, property management company litigation agents, and representatives of the sued owners gathered together. First of all, the judge explained the relevant laws and regulations to the owner, and then the property management company and the owner stated the problems and demands they encountered, and fully negotiated whether the property management fee should be paid and how much it should be paid, and the owner and the property management company reached a settlement intention.
This "bringing cases to the grassroots level" is a useful exploration for judges and community grid members to resolve conflicts at the grassroots level. Since the beginning of this year, on the basis of the previous stage of litigation source management, the Tumut Left Banner People's Court has summarized experience, expanded practices, and established a grassroots governance linkage mechanism relying on the "four rooms co-construction" platform of the Political and Legal Committee of the Flag Committee, extending the judicial tentacles to the grassroots level, and innovating and developing the "Fengqiao Experience" in the new era.

In daily life, after the conflict between the owner and the property management company, they often adopt the method of refusing to pay the property fee to confront each other, which not only cannot resolve the dispute, but may even lead to conflict. In the face of this problem, the owners can not only communicate and negotiate with the property management company, but also reflect the existing service problems to the owners' committee, coordinate with the property management company through the owners' committee, if no agreement can be reached, in order to safeguard the interests of all owners, the owners' general meeting has the right to dismiss and re-elect the property management company. At the same time, the property management company should deal with the problems reported by the owners in a timely manner, continuously improve the overall service level, create a high-quality property service environment, and jointly create a harmonious community environment.
