Work deployment

Wang Shuqun is currently the head of the assembly team of the docking mechanism of Shanghai Aerospace Equipment Manufacturing General Factory Co., Ltd. He has been rooted in the production line for more than 30 years, and has won awards and honors such as the Great Country Craftsman, the National Model Worker, the China Skills Award, the Second Prize of the National Science and Technology Progress Award, the National Model of Love and Dedication, and the Most Beautiful Employee in the Country. In December last year, Wang Shuqun won the "Science and Technology Innovation Award" of the Ho Leung Ho Lee Foundation, becoming the first high-skilled talent to receive this honor.

On January 29, 2024, the Shanghai Federation of Trade Unions and the Shanghai Academy of Aerospace Technology jointly held the report meeting on the advanced deeds of Wang Shuqun, a great craftsman and the 2023 Shanghai Craftsman Selection and Naming Conference. Pioneering Wang Shuqun's advanced deeds preaching and craftsman commendation, and model craftsman spirit propaganda closely combined, with the new "Shanghai craftsman" tree selection and naming as an opportunity, invited Wang Shuqun to give a keynote speech entitled "Do the starry sky people do down-to-earth things", from the original intention of being willing to be a "screw", tempered and dare to be a "pillar", skills and talent education are willing to "climb the ladder" three aspects, highlighting the story, appeal, sharing his craftsman style of doing a line, loving a line, specializing in a line, and refining a line. Wang Shuqun's golden sentences such as "there is no shortcut to the exploration of problems, and sometimes the best shortcut is not to take shortcuts" won applause from the audience.

Innovate the form and infect the employees with the language of the times. Pay attention to multi-angle, multi-level, and all-angle preaching, and change "one person to speak" to "talk together". Actively strive for the support of the Propaganda Department of the Municipal Party Committee, and leverage various publicity platforms and publicity resources to carry out all-round three-dimensional long-term publicity. Strengthen communication and contact with national and municipal media such as Xinhua News Agency, People's Daily, Shanghai Release, and Workers' Daily, and intensively carry out relevant publicity and reporting during concentrated periods, forming a channel communication momentum. Strengthen theme planning and public opinion guidance, open relevant online topics on major mainstream media platforms, guide the masses of employees and the general public to participate in them, become the main force and booster of learning and publicity, and shape the pattern of online comment and publicity. Pay attention to the work and life of the workers and the general public to carry out diversified publicity, Shanghai News Radio FM93.4, AM990 launched a five-day public welfare time signal for the great country craftsman Wang Shuqun; in the city's subway stations for a week to display the propaganda film "Great country craftsmen work hard to drive the dream of space power"; joint Shanghai TV news comprehensive channel "Nightline Appointment" column launched Wang Shuqun and Liu Xia interview program.

Dig deep into the connotation, innovate the form, and enhance the appeal of the preaching. The vivid and novel content and form of the preaching aroused strong resonance among the employees, and the preaching language with a sense of the times made the "three spirits" truly move the employees and take root in the heart.

Comprehensive deployment and coordinated promotion to enhance the penetration of publicity. The diversified publicity methods of spring breeze and rain and moisturizing things silently have enabled the learning activities to reach nearly 100 million people, effectively improving the arrival rate and acceptance rate of publicity.

All-media communication and integration "add wings" to expand typical influence. Efforts should be made to innovate communication methods, make the best use of new Internet communication tools, and use online short videos, H5, etc., to promote learning activities to be widely known and deeply rooted in the hearts of the people.

Digital trade unions promote the optimization of trade union governance processes

Since 2019, with the active support and unity and cooperation of trade unions at all levels in the province, through the unremitting efforts of more than 4 years, the services and work of trade unions in Jiangsu Province have basically been handled online, covering all 10 categories of projects in the online work outline of the All-China Federation of Trade Unions. Important progress has been made in various indicators of the construction of digital trade unions in Jiangsu.

Construction History

In 2019, the Jiangsu Provincial Federation of Trade Unions actively accelerated the construction of digital trade unions, and formulated and introduced the construction plan of the province's trade unions "one service network" with the construction of the Jiangsu trade union service network platform as an effective service carrier. In 2021, in accordance with the requirements of the trade union's work and service projects, the Provincial Federation of Trade Unions will handle nearly 30 services online, and promote the Federation of Trade Unions of 13 districted cities to complete the full coverage of "one network" in that year;In 2022, Jiangsu trade unions will carry out multi-dimensional online trade union service activities to achieve the goal of more than 10 million employees registering and logging in with the trade union's "one service network"; in 2023, Jiangsu trade unions will achieve " On the basis of "one network", it is integrated into the "one network" of the national trade unions, gradually promotes the reengineering of the online work and service process of the trade unions, promotes the practical work, good deeds and problem solving for grassroots workers, and effectively enhances the service ability of trade union cadres at all levels and the attractiveness of trade union organizations, and the daily activity of "one network" has increased from 150,000 to 400,000 (OT).

Service effectiveness

Digital services meet the needs of employees at the grassroots level. The basic functions are built by the provincial and municipal federations of trade unions, and the personalized application is configured separately according to the needs of the enterprise, which is easy to get started and easy to operate, and the real-name database of the province's trade union organizations and members is connected, and each member enjoys the exclusive trade union page service of their respective enterprises, so that the grassroots level becomes the "main force" of "one network", and the trade union digital platform is more vital and cohesive, and has been connected to 502 enterprises, covering nearly 400,000 members.

Multi-functional coverage improves service efficiency. The province's 13 districted city federation of trade unions and the provincial general business department unified user registration and login, in the trade union all online application of one card, and shared with the government affairs platform; all unified basic database, all online applications of the trade union need to compare members and other basic information, all use the province's only member and organization database, the database also regularly and social security and medical insurance and other personnel basic information comparison; all levels and types of trade union online service data real-time convergence to the provincial general data center (currently T+1, that is, the service data of the previous day is aggregated every night). The service functions have been continuously enriched and improved, and at present, it has been able to provide more than 40 general service applications in the province, including online membership and transfer, 12351 online legal service station, employee psychological services, employment services, etc., and will handle 1.72 million services online in 2023, with 54.16 million service person-times.

Innovative practices

Adhere to the concept of "grasping the general at the provincial level, supervising at the provincial level, and implementing at the grassroots level". The Provincial Federation of Trade Unions is responsible for the overall planning of the functions and schedule of "one network", the overall technical plan and details of the province's digital construction, the formulation of business, data, operation and maintenance standards, the development of universal applications based on inclusive services, the common applications supported by the trade union's business, and the overall planning and protection of data security in the digital construction of the trade union. The municipal and county federations of trade unions are responsible for developing characteristic applications of territorial management services, promoting trade union business applications and activities, and supplementing and strengthening the digital management, service and publicity capabilities of trade unions at the same level. As a direct provider of trade union services and content for employees, grassroots trade unions provide services needed by enterprises and employees through the use of business applications, and feedback data to form a data closed loop.

On October 18, 2023, the launching ceremony of the "Ninggongxiang" Nanjing Trade Union Digital Platform and the "Double Entry" activity was held in the Employee Activity Center of Nanhua Company.

Adhere to the principle of connecting to the end and digitally empowering the "last level" of service management. In 2023, the "Jiangsu Trade Union" APP/Mini Program will launch the "Micro Trade Union" application, which is a free online service application provided by the Jiangsu Provincial Federation of Trade Unions for grassroots trade unions in the province, adhering to the principles of serving employees, empowering trade unions, and helping enterprises, including more than 30 basic modules such as member services, skill improvement, education and training, activity registration, and welfare distribution in the work of enterprise trade unions.

Lessons learned

Data-based, digitalization improves the service efficiency of grassroots trade unions. In the digital construction of trade unions, the "last level" of the "three layers and five levels" of trade union organizations, grassroots trade unions, is often a passive role. The use of "micro-trade unions" can meet the practical needs of grassroots trade unions and employees in their own digital work, continuously enhance the sense of participation and gain of grassroots trade union cadres and employees, and use the "first kilometer" of digital trade union construction to open up the "last mile" of serving the masses of employees.

By improving and linking the "one service network", the Jiangsu trade union has formed and enhanced the overall vitality of the trade union's online work, and enhanced the interaction between the trade union organization network platform and the masses of workers. The Provincial Federation of Trade Unions has strengthened digital connectivity with grassroots trade unions. Adhere to the "digital-based" "connection", with the goal of contacting and serving the majority of employees, through the use of the Internet, big data, artificial intelligence and other technologies, the people, organizations, positions and places scattered in the physical space of the trade union, and even government resources and social resources, are connected in the digital space to form the flow of people, logistics (business flow) and information on the network, so that employees can enjoy the services provided or linked by the trade union organization.

By analyzing the "traffic" on the Internet, we can find "blocking points" and "pain points", optimize the content and mode of service supply in the physical space, accelerate the role of the information superhighway, and promote the process reengineering and online handling of trade union business. At the same time, we will promote trade unions at all levels to provide local characteristic service projects in a timely manner, and earnestly do a good job in attracting new users, promoting revitalization, retention, and building an online ecosystem.

Build a mechanism, build a platform, and strengthen services

Continue to improve the level of entrepreneurship services of trade unions

Employment is the foundation of people's livelihood, and entrepreneurship is the source of employment. Based on its functional positioning, the Shandong Federation of Trade Unions has given full play to its own advantages, explored and implemented the "11333" work idea (that is, to establish a brand, build a carrier, improve three teams, create three platforms, and improve three mechanisms) in the trade union entrepreneurship service work, and continuously improved the level of trade union entrepreneurship services, and achieved initial results.

Target task

Establish the brand of "Worker Entrepreneurship". Focus on better serving all kinds of employee entrepreneurial groups such as employees in difficulty, transferred and diverted workers, migrant workers, and enterprises or projects in the early stage and growth stage of entrepreneurship, and cultivate and build a "worker entrepreneurship" work brand with entrepreneurship and employment as the main work goal.

Create a carrier of "Workers' Pioneer Park". Trade unions need a strong carrier to serve entrepreneurship. The "Workers' Pioneer Park" is mainly cultivated and built in enterprises and institutions with greater potential for employment and support for entrepreneurship. Every year, the Provincial Federation of Trade Unions focuses on cultivating and building a number of workers' entrepreneurship parks in new rural business entities such as leading enterprises in agricultural industrialization, agricultural parks, characteristic towns, and farmers' cooperatives, and expands the employment and entrepreneurship services of the trade unions to the front line of rural areas.

Practical practices

Improve the "three teams". The first is to improve the service and entrepreneurship team of grassroots trade union cadres. In recent years, trade unions at all levels in Shandong have strengthened the investigation and research on employment and entrepreneurship, organized various forms of special seminars, deepened learning in the practice of serving employees in employment and entrepreneurship, and gradually cultivated a group of "people who understand" the employment and entrepreneurship work of the trade union system. The second is to improve the team of entrepreneurial mentors for workers. Employing experts from colleges and universities, model workers at all levels, and successful entrepreneurs, a team of more than 1,000 workers and entrepreneurship mentors at the provincial, municipal, and county levels has been established to answer questions and solve doubts for entrepreneurial employees online and offline, participate in the planning and organization of trade union entrepreneurship work, and improve the professional level of trade union entrepreneurship services. The third is to establish an entrepreneurial team driven by agricultural model workers. Pay attention to the demonstration and leading role of agricultural model workers, and provide the most direct technical and model support for migrant workers to start their own businesses. Wei Dedong, a national model worker and the person in charge of the Fumin Family Farm in Deping Town, Linyi County, helped agricultural entrepreneurs provide services such as group purchase of agricultural materials, planting models, technical services, and sales of agricultural products, which led to an increase in income of more than 20% for more than 60,000 farmers in 133 villages. The Federation of Trade Unions of Gangcheng District, Jinan City, has relayed to help migrant worker Xu Xiwu for many years, helping him to connect with the apple deep processing project of China Fruit and Vegetable Storage and Processing Technology Research Center, transferring more than 700 acres of land, signing contracts with more than 100 farmers, assisting in loans of 1.2 million yuan, and carrying out skills training for more than 100 people. At present, the cooperatives and enterprises led by Xu Xiwu have absorbed more than 200 migrant workers and driven more than 70 households in the surrounding villages to develop fruit tree planting, with a per capita income of more than 31,000 yuan.

Zibo Yichengheng Food Co., Ltd. established the Boshan District Workers' Entrepreneurship Empowerment Promotion Association, and more than 20 workers' entrepreneurship parks and key agricultural enterprises in the district joined to help rural revitalization with practical actions by providing comprehensive services such as entrepreneurship training, entrepreneurship guidance, and employment support.

Creation of "three platforms". The first is to create a platform for workers' entrepreneurship alliance. On the basis of the exploration and practice of the Qingdao Workers' Entrepreneurship Alliance, we have promoted and guided 11 municipal federations of trade unions to set up the Workers' Entrepreneurship Alliance, the Home of Industry and Innovation and other organizations to carry out technical exchanges, product docking and other employee entrepreneurship and mutual assistance activities. Qingdao Workers' Entrepreneurship Alliance has gathered the entrepreneurial parks and entrepreneurial leaders that have been selected and cultivated over the years for common development, attracted 1,049 enterprises to join, driven more than 67,000 jobs, and guided and helped more than 270 entrepreneurial enterprises. The second is to create an exhibition and sales platform for industrial and creative products. In order to help entrepreneurs broaden their marketing channels, the Provincial Federation of Trade Unions has launched the "Gongchuang Daji" online and offline exhibition and sales platform with the Workers' Pioneer Park at all levels as the main body, using the "Qilu Gonghui" APP and various network media such as Taobao, Douyin, Kuaishou, etc., to help entrepreneurs tap the market potential and expand sales channels by means of live broadcast and online promotion. During the 2023 "Industrial Innovation Expert" New Retail Innovation and Entrepreneurship Competition alone, more than 100 "zero-based" participating teams achieved sales of more than 640 yuan. The third is to create a platform for workers' entrepreneurship competitions. In order to provide a broad stage for entrepreneurs, the Provincial Federation of Trade Unions organizes a "Worker Entrepreneurship" competition every two years, and the participating teams have expanded one by one, and their results have improved year by year. In 2022, two outstanding entrepreneurial projects, "Lu Cai Master" and "Damei Lacquerware", which emerged from the "Worker Entrepreneurship" competition, won the first and second prizes in the labor brand group in the national entrepreneurship competition.

Improve the "three mechanisms". The first is to improve the normalization work promotion mechanism. The Provincial Federation of Trade Unions incorporates the work of workers' entrepreneurship services into the key work for deployment and arrangement every year, regularly conducts work scheduling and supervision, and conducts on-site research and guidance every six months, so that the work is carried out in an orderly manner. The second is to improve the skill assistance mechanism. Develop the "Qilu Gonghui" online employment and entrepreneurship service platform, and organize workers at all levels to answer employees' employment and entrepreneurship questions online. More than 150 sets of employment and entrepreneurship video courses were collected and filmed, which were provided free of charge to the majority of employees in the province to learn, realizing the 365-day "non-closing" of online employment and entrepreneurship services. Strengthen the connection with colleges and universities and scientific research institutes, organize technical experts and entrepreneurial mentors to go to the front line to "dissect sparrows" according to the needs of entrepreneurial employees, and carry out multi-level and multi-form entrepreneurial project leader training and entrepreneurship forums and other activities to help entrepreneurs break through the "bottleneck" of entrepreneurial skills. The third is to improve the financial support mechanism. Promote the cooperation between the trade unions of various cities and financial institutions such as agricultural companies, and implement the "Qilu Industrial Innovation Loan" in the form of credit guarantee or reimbursement of part of the loan guarantee fee, and issue loans of more than 430 million yuan for the workers' pioneer park and the star of migrant workers to start enterprises, which has alleviated the problem of difficult and expensive financing for entrepreneurs to a certain extent.

Effectiveness and implications

After years of exploration and practice, constantly summarizing and enriching the service content and strengthening the service measures, the Shandong trade union has gradually built a characteristic brand in the entrepreneurial service work, and the brand awareness and reputation have gradually improved, and the trade union's entrepreneurial service work has become increasingly obvious, which has been fully affirmed by the ACFTU and the Shandong Provincial Party Committee and the provincial government. Up to now, trade unions at all levels in the province have cultivated 2,155 worker pioneer parks above the municipal level, supported 169,000 entrepreneurs in total, and directly absorbed 797,000 jobs, effectively promoting the entrepreneurship and employment of workers and making positive contributions to promoting high-quality economic and social development.
