A few days ago, the Foreign Cooperation and Exchange Center of the Ministry of Ecology and Environment announced the list of typical cases of water environment management in industrial parks in 2023, and a total of 6 cases across the country were selected, among which the typical case of "building a smart pipe network" in the Economic Development Zone was on the list, which is also the only case selected in Guangxi this time.

Guilin Hengbao is a medical device manufacturer and a leading enterprise in the latex industry in China, mainly producing medical gloves, condoms, household gloves and industrial and military protective gloves. Due to historical reasons, in the past, the company's wastewater treatment facilities were not perfect.
In recent years, under the guidance of the Ecological Environment Bureau of Guilin Economic Development Zone, Guilin Hengbao has carried out a comprehensive upgrade of sewage treatment facilities, re-planned the initial rainwater collection pipeline, adjusted the sewage treatment process, and designed a closed collection system for sewage treatment facilities to ensure that the sewage discharged after treatment fully meets the national standards, and the peculiar smell of wastewater has disappeared.
"'Protecting the environment and saving water' is the social responsibility and mission that enterprises need to undertake. The company adheres to the road of low-carbon and environmental protection development, and does not discharge a drop of wastewater into nearby rivers or a mouthful of industrial waste gas into the air. According to the staff of Guilin Hengbao, in terms of wastewater treatment, the company adopts the "AO biochemical sewage treatment process", which not only degrades organic pollutants, but also has the function of denitrification and phosphorus removal. In terms of waste gas treatment, the company adopts the "UV photo-oxygen & wet dust collector method" to effectively control the waste gas and complete the standard discharge. The company will focus on the goal of "energy saving, consumption reduction and pollution reduction", take "protecting water resources, improving the environment and promoting sustainable development" as its own responsibility, and strive to improve the level of pollution control and resource utilization to achieve the sustainable development of the enterprise.
Due to the remarkable achievements of Guilin Hengbao in green development, in September 2023, the company was rated as a "Guangxi Green Factory" by the Department of Industry and Information Technology of the Autonomous Region, and in January this year, the company was rated as the first batch of "zero-waste cell" units in Guilin by the Municipal Bureau of Ecology and Environment, becoming the first batch of "zero-waste factories" in the city.
Guilin Hengbao is just a microcosm of the economic development zone to accelerate the green development of the park. Up to now, the Economic and Technological Development Zone has 5 state-level green factories and 10 autonomous region-level green factories, 5 state-level specialized, special and new "little giant" enterprises, accounting for 20.83% of the city's total, 24 autonomous region-level "specialized, special and new" small and medium-sized enterprises, accounting for 18.9% of the city's total, and 7 Guangxi manufacturing individual champion demonstration enterprises, accounting for 23.33% of the city's total.
Ecological foundation, draw a picture of green industry
The 2024 Guilin Municipal Government Work Report pointed out that we should always keep in mind the "great man of the country", adhere to the principle that "the mirror can be wiped and cannot be polished", turn "man-made" into "made in heaven", and be the "Erlang God" who protects the Li River and Guilin's landscapes, and continuously enhances the attractiveness and reputation of Guilin's landscapes. Promote the green and low-carbon transformation of the manufacturing industry, and accelerate the construction of green factories, green parks, and green supply chains.
"The Guilin Economic and Technological Development Zone is far away from the Li River and has a vast area, which can alleviate the problem of insufficient development space in the main urban area. The establishment of the Economic Development Zone is a major measure of the Municipal Party Committee and the Municipal Government to speed up the construction of a new city, relieve and upgrade the old city, strengthen and upgrade the industry, and integrate the development of industry and city, an important task to protect the Li River and accelerate the industrial revitalization of Guilin, and a major practice for Guilin to explore a new industrialization development path with the characteristics of a tourist city. At the beginning of its establishment, the Economic Development Zone established the goal of building a green park. Over the years, under the guidance of the core concept of new green industry, the four leading industries in the park, including electronic information, advanced equipment manufacturing, biomedicine, and ecological food, have all developed in the direction of emerging industries, continuously extended the industrial chain, promoted the industry to move towards the middle and high-end, and the development of the park's green industry has continued to move forward. In 2018, the Economic Development Zone was rated as a national green park by the Ministry of Industry and Information Technology, and it is also the first national green park in Guangxi.
"By the end of 2023, there will be more than 700 industrial enterprises in the Economic Development Zone, including 143 enterprises above the designated size. Fu Peng, a staff member of the Ecological Environment Bureau of Guilin Economic and Technological Development Zone, said that as more and more enterprises settle in the Economic and Technological Development Zone, the environmental protection of the park is also facing major pressure. In this context, in 2023, the Economic Development Zone will officially launch the implementation of the EOD project of ecological environment governance and industrial development of Luo Han Guo Town.
With a total investment of 2.88 billion yuan, the project takes the treatment and restoration of the Qinglong Lake-Fengming Lake-Luoqing River ecological corridor in the park as the main goal, relies on the development of Luo Han Guo characteristic industrial town to provide feedback support for ecological governance, and on this basis, explores a new EOD model suitable for the ecological management of the industrial park, and realizes model innovation, that is, the unique "water-fruit" EOD model in the Economic Development Zone. There are two main types of supporting projects, namely, ecological environmental protection and restoration projects related to ecological corridor restoration, and industrial development projects related to the characteristic industries of monk fruit.
Fu Peng said that with the implementation of ecological corridor restoration related to the ecological environmental protection and restoration projects as an opportunity, the Economic Development Zone vigorously carried out water pollution remediation work, through the construction of supporting infrastructure according to local conditions, strengthening the grading and classification of sewage in different industries, the construction of a digital environmental monitoring network, the construction of "civil air defense + technical defense" environmental supervision mechanism and other measures, to improve the level of collaborative governance between the park and downstream sewage treatment plants, the sewage treatment plant inlet water exceeded the standard greatly improved, and the overall water quality of the Luoqing River in the park improved year by year.
At present, the supporting sewage collection pipe network in the Economic Development Zone has basically covered all the development areas, with a sewage management rate of 100% and 1 supporting sewage treatment plant with a treatment capacity of 20,000 tons/day.
In order to accurately construct the model of sewage discharge characteristics in the park, the Management Committee of the Economic Development Zone organizes enterprises to regularly fill in relevant information through the data platform of the park, establish "one enterprise and one file" for the pollutant discharge units in the park, find out the bottom number of pollution discharge, and lay a good foundation for digital and intelligent management services. At the same time, a smart pipe network supervision system has been built, and environmental monitoring sensors and video surveillance integrated terminal equipment have been installed in the wastewater outlets, 2 pumping stations, 1 sewage treatment plant and multiple pipe network catchment nodes of 18 enterprises in the park.
Fu Peng introduced that the "ecological environment supervision information management system" built in the park, when abnormal data appears in the online monitoring factor, it will automatically send early warning information to the management department and the management personnel of relevant enterprises through APP and SMS, notify the third-party service personnel to go to the site in time for water quality sampling, investigation and traceability, and guide the enterprise to adjust the process in time to ensure the stable discharge of water quality. In addition, the park also regularly organizes experts to go deep into key drainage enterprises, sewage treatment plants, Luohan Guo Town pretreatment stations, constructed wetlands and other units to guide enterprises to carry out rectification and assist enterprises in standardized construction.
Optimize the environment and make the park more green
In order to promote the construction of a beautiful China, improve the level of water environmental protection, and accelerate the construction of a modern environmental governance system, in 2023, the Foreign Cooperation and Exchange Center of the Ministry of Ecology and Environment, together with 30 units including the Ecological and Environmental Supervision Administration of 7 river basins (sea areas) of the Ministry of Ecology and Environment, and the Chinese Academy of Environmental Sciences, jointly launched a collection of typical cases of water environment management in industrial parks. After expert review, on-site research and online publicity, 6 typical cases of water environment management in industrial parks in 2023 were recently selected, among which the typical cases of "building a smart pipe network" in the Economic Development Zone were on the list.
The relevant person in charge of the Management Committee of the Economic and Technological Development Zone said that the Economic and Technological Development Zone will be guided by the construction of ecological civilization, take the green and low-carbon circular development as the way, and further carry out the environmental optimization action of the industrial park to improve the infrastructure and public service level of the park. Focus on promoting the construction of major municipal infrastructure in the park, improve various infrastructure such as water supply, power supply, water supply and drainage, accelerate the improvement of public facilities such as sewage treatment, central heating, and solid waste treatment, and accelerate the completion of infrastructure and key public facilities. Actively explore the development model of industrial tourism, relying on the existing resource advantages of Luohan Guo Town, Huawei, Deep Technology, Lingyi Intelligent Manufacturing, BYD, etc., to build a number of industrial tourism enterprises with Guilin characteristics, create industrial tourism routes, and contribute to Guilin's construction of a world-class tourist city.
"Green development is an inevitable requirement for building new quality productivity and building a modern economic system, and it is the fundamental strategy to solve the problem of pollution. Green and low-carbon has become the ecological background color for promoting new industrialization. Wang Xiuzhi, an associate professor at the School of Economics and Management of Guangxi Normal University, believes that at present, although the city's industrial green transformation has achieved certain results, it is still in the critical stage of climbing over the hurdles. The successful experience of the Economic Development Zone in building a green park has important reference significance for protecting the ecological environment of Guilin, promoting the industrial development of the Lijiang River basin and the development of industry in tourism cities. In fact, to promote the green development of the manufacturing industry, the green and low-carbon transformation and upgrading of traditional industries is the key. It is suggested that the relevant departments of our city should thoroughly implement green manufacturing projects, vigorously promote green production methods, transform and upgrade traditional industries, consolidate and upgrade advantageous industries, and boost more manufacturing enterprises to achieve green development.
