On April 1, the China Quality Certification Center issued the "Notice on the Implementation of the New Standards and Certification Rules for Electric Vehicle On-board Chargers, Cable Control and Protection Devices (IC-CPD) for Electric Vehicles and AC Charging Piles for Electric Vehicles" (hereinafter referred to as the "Notice"), aiming to further standardize the market order, improve the user experience, and promote the healthy development of the electric vehicle industry.
The main changes to the EV charging pile rules are as follows:
The "Notice" clarifies that the new version of the standard will be officially implemented from April 1, 2024, and enterprises can submit certification applications through the official website of China Quality Certification Center. The applicant shall apply for certification in accordance with the revised certification rules using the new version of the standard, and the certification body shall use the new version of the standard to implement the certification and issue the certification certificate in accordance with the revised certification rules, and will not issue the old standard certification certificate. In addition, the validity period of the certificates of Certification Mode 1 and Certification Mode 2 is revised to 5 years
It is worth noting that all the conversion of the old standard certification certificate should be completed before March 31, 2025 at the latest, and if it is not completed within the time limit, the quality certification center will suspend the old standard certification certificate, and if the conversion certificate is not completed by June 30, 2025, the quality certification center will revoke the old standard certification certificate.

China Quality Certification Center (CQC) has recently revised CQC14-464232-2022 "Certification Rules for Electric Vehicle Off-board Chargers", CQC14-464233-2022 "Certification Rules for Cable-on-Cable Control and Protection Devices (IC-CPD) for Electric Vehicles" and CQC14-464234-2022 "Certification Rules for AC Charging Piles for Electric Vehicles".

Second, the implementation of the new version of the standard requirements:
1. From April 1, 2024, the applicant shall apply for certification in accordance with the revised certification rules using the new version of the standard, and the certification body shall adopt the new version of the standard to implement the certification and issue the certification certificate in accordance with the revised certification rules, and no longer issue the old standard certification certificate.
2. For products that have been certified according to the old standard, the holder of the old standard certification certificate shall submit an application for converting the new standard certification certificate to the certification body in a timely manner, and after the implementation date of the standard, Before the end of the first follow-up inspection, complete the product confirmation and certificate renewal according to the new version of the standard (see the annex for the main differences and test requirements of the new and old version of the standard), and all the conversion of the old standard certification certificate should be completed before March 31, 2025 at the latest; if it is not completed within the time limit, our center will suspend the old standard certification certificate; if the certification certificate has not been completed by June 30, 2025, the old standard certification certificate will be revoked.
3. All relevant designated laboratories should report to our center as soon as possible the situation of the new version of the standard testing ability, and should timely record the qualification and accreditation of the new version of the standard laboratory.
From now on, the product certification department of our center will begin to accept the certification application of the new version of the standard. Enterprises can submit certification applications through the official website of China Quality Certification Center (www.cqc.com.cn), please contact the engineer of the first product certification department for specific matters. If other national standards or industry standards are issued in the future, the certification body will revise the certification rules according to the specific situation and supplement the relevant applicable standards.
