In the past few days, the reporter found that there are many quality defects in the basement, fading of the ground playground area, and water leakage in the house. In this regard, the construction unit, the state-owned holding enterprise Pingtan Comprehensive Experimental Zone Pioneer Industrial Co., Ltd., did not respond. The Transportation and Construction Bureau of Pingtan Comprehensive Experimental Zone said that there are indeed quality problems in the community and is urging the construction unit to rectify.

On April 15, the reporter came to the underground garage of Jixinyuan Community, Jinjing District, Pingtan Comprehensive Experimental Zone. Mr. Lin and several villagers are checking for leaks in load-bearing columns and shelves.
Mr. Lin told reporters that there are many quality problems in the community, and the most worrying thing for the owners is the quality of the load-bearing columns. "At first, I only saw a few pillars with hollow surfaces, and I used a key to shovel them, but I found that there was no cement in the pillars, they were hollow, and they could be penetrated with sticks. Through the bottom gap, the reporter saw that there were 12 steel bars in one of the load-bearing columns, while the other load-bearing column on the side only had 10 steel bars, not only the number was different, but the thickness was also different, and some of the steel bars were even thinner than fingers. In addition, the reporter tried to pick out a piece of concrete inside the load-bearing column, and found that there was a large amount of wood chips filling in the column, and the smell of rotten wood could be smelled when you got closer. The villagers said that they did not dare to knock on other pillars for the safety of the house, but they did not dare to live in such a house either.

Villagers said that since the announcement of the delivery of the house in January 2020, they have continuously found various quality problems such as cracks in the house, and most of them dare not hand over the house except for a few villagers who have urgent needs for housing. Mr. Lin said that in the past few years, developers have sent people to repair it, but they have "treated the symptoms but not the root cause". The reporter saw at the scene that some of the expansion nails of the walls and floor slabs were densely packed and looked "full of holes".

The reporter visited several floors and saw that the cable trays outside the houses in the community were basically rusty, some had fallen off, and bundles of cables were exposed. Most of the railings of the walkway in the community have also been rusted, and some of the railings are seriously cracked at the junction with the ground.

In the community, the reporter saw a "Project Quality Assessment Form" posted in front of Building 2, and the assessment grades of 9 items, including foundation and foundation, main structure, and building decoration, were written as "qualified". Similarly, in the "Fujian Provincial Housing Construction Project Acceptance Report" of the community, the "five responsible entities" (i.e., the construction unit, the survey unit, the design unit, the construction unit, and the supervision unit) all filled in the "consent acceptance" and stamped with the official seal.

However, after the reporter came to the first section of the project, a staff member said that the person in charge was not there, and the interview needed to find the comprehensive management department. The reporter returned to the comprehensive management department again, and a department head made it clear that the specific situation of the project required an interview with the "engineering department", and "we can't help it". In the end, the reporter returned to the first section of the project to inquire about the situation, but the on-site personnel still said that they did not know.
The reporter also called the supervision unit Fujian Shengheng Construction Group Co., Ltd., and the staff of the chief engineer's office said that the community is indeed the company's supervision project, but because the project has been completed for many years, the relevant person in charge has been transferred, so I don't know.
Department: If there are quality problems in the community, the developer will be urged to rectify
Immediately afterwards, the reporter came to the Transportation and Construction Bureau of Pingtan Comprehensive Experimental Zone to understand the situation. Relevant staff told reporters that there are indeed quality problems in the community. "The acceptance work is jointly carried out by the construction unit to convene the survey unit, the design unit, the construction unit and the supervision unit. The entire acceptance process was carried out under the supervision of the Urban and Rural Construction and Transportation Service Center of Pingtan Comprehensive Experimental Zone. The above-mentioned staff explained that specific housing quality problems need to be understood from the service center, and the current traffic and construction bureau will summarize the relevant complaints to the developer and urge the company to rectify.

The staff of the relevant department said that at present, the handling staff is out on business and can call again on the 16th. But at the same time, the staff also told reporters that the center has supervised the acceptance process of the project, and emphasized that the core of housing quality assurance lies in the joint responsibility of the five responsible entities. In a "test report" issued on September 18 last year, the reporter saw that Pingtan Comprehensive Experimental Zone Pioneer Industrial Co., Ltd. had entrusted Fujian Jianyan Engineering Testing Co., Ltd. to investigate and test Jixinyuan Community last year. The test conclusion shows that the current situation of the project has cracking, water seepage, exposure, steel rust and other damage to the concrete components in the basement, some concrete components have defects such as crisp looseness, hemp surface, holes, expansion mold, etc., and there are serious quality defects and damage in the basement; A qualified design unit should be entrusted to review the design and design in accordance with the requirements of the relevant design specifications and standards, and take corresponding measures.
