1. General requirements

The science and technology innovation project in Jiading District focuses on the "neck" technology, key core technology of the industry, and major common technologies in the key industrial fields of Jiading District, and provides a docking platform by the government to approve and fund the new science and technology plan project establishment method of the evaluated and approved projects, aiming to mobilize the innovative forces of science and technology enterprises, universities and institutes, scientific research institutions, social organizations and other innovative forces, as well as institutions with excellent R&D transformation capabilities at home and abroad. The team actively participates in the collaborative innovation of Jiading District, and the unveiling projects supported by the policy include two categories: technical research and transformation of scientific and technological achievements.

2. Conditions for the solicitation object

The demanders solicited by the "unveiling of the leader" of the scientific and technological innovation project in Jiading District shall meet the following conditions:

1. The demand side of technical research projects. Including enterprises, innovation platforms or universities and scientific research institutes registered in Jiading District and paying taxes in accordance with the law.

2. The demander of scientific and technological achievements transformation projects. Including enterprises, universities, scientific research institutes, R&D institutions, innovation platforms, etc. with major scientific and technological achievements in Jiading District and outside the district.

3. The demander should have a reasonable organizational structure, a sound financial management system, abide by laws and regulations, be honest and trustworthy, and have no major violations and violations in business activities in the past three years.

4. The demander must be committed and capable of promoting the orderly implementation of the project, and have the necessary basic conditions such as funds, personnel, location, and equipment for project cooperative research and development.

3. Solicitation requirements

The key areas of demand collection should be in line with the key industries and future industrial innovation and development directions in the region (see Annex 1 for details), and the specific requirements are as follows:

Technical research: Focusing on the "neck" cutting-edge technology, core key technology, key components, key processes and other technical problems in key areas of Jiading District, which cannot be solved by the demand side alone and needs to be publicly "unveiled". The requirements to be solved should clarify the corresponding target content, core indicators, intellectual property ownership, capital investment and the conditions and requirements that the unveiling party needs to have, etc., and the relevant technical target content and indicators should be clear, quantifiable and assessable, and the completion time limit is generally not more than 2 years. Through the implementation of the project, the core competitiveness of the industry can be significantly enhanced, and the overall level and ability of related industries can be improved.

Transformation of scientific and technological achievements: focus on the important scientific and technological achievements needed for the development of key industries in Jiading District, and be able to clearly describe the basic content, practical effect, applicable field, and promotion value of the results to be transformed; The scientific and technological achievements to be transformed should have clear intellectual property rights, and have not reached a cooperation agreement with relevant units for the transformation of achievements; The project implementation period shall not exceed 2 years, and through follow-up engineering research and system integration, it can be transformed into common technologies suitable for large-scale production. Key technologies are expected to have significant economic, social and ecological benefits, and will play a positive role in promoting the industrial development of Jiading District.

Fourth, the way of support

The solicited needs will be selected through review and selection, focusing on the selection of innovative, influential, leading, widely applied technical research needs and scientific and technological achievements transformation needs, and open to the whole society. Relevant units or institutions are to unveil the list in accordance with the requirements of the list, and select the best party to unveil the list based on the assessment results. After the demander and the unveiling party reach a cooperation intention, they need to sign a technical contract to determine the unit in charge.

According to the evaluation results, for the projects included in the scope of project support, 30% of the total amount of scientific research funds invested by the subsidy objects and the maximum amount of funding shall not exceed 3 million yuan, and the subsidy will be allocated in batches after review according to the progress of project implementation.

5. Application materials

The demand applicant shall submit the following materials:

1. "Jiading District Science and Technology Innovation Project "Unveiling the Leader" Demand Solicitation Form (Technical Research Category)" (Annex 2) or "Jiading District Science and Technology Innovation Project "Unveiling the Leader" Demand Solicitation Form (Achievement Transformation Category)" (Annex 3);

2. The business license of the enterprise legal person of the reporting unit (the public institution shall provide the legal person certificate), and the financial statements of the previous year;

3. Credit information inquiry reports (through the "Credit Shanghai" platform, obtain the "Credit Report for Market Entities" issued by the Shanghai Municipal Public Credit Information Service Center).
