Case 1: Wei Moumou spread rumors that a building in Hongta District was going to be demolished

On January 17, 2024, in order to attract attention, Wei Moumou made a picture and video of a building in Hongta District to be demolished and posted it to a short video platform. The video attracted a large number of netizens' attention, causing a bad social impact and disrupting social order. Wei Moumou has been given an administrative punishment by the public security organs in accordance with the law, and at the same time ordered him to delete the video to eliminate the impact.

Case 2: Liao Moumou is suspected of false publicity

From January 20 to February 17, 2024, in order to attract traffic, Liao Moumou used the online platform to produce more than 10 videos such as "Liu Mouhua's 180 million investment in the bar with the most rich women in Yuxi" and "Zhang Mouyou's 180 million investment in the bar with the most rich women in Yuxi" and posted them to the online platform, causing a certain negative social impact and disrupting the order of the online society. Notice on severely cracking down on and rectifying online rumors in accordance with law

In order to create a clear and orderly online environment, and to fully protect the lawful rights and interests of the people, and in accordance with the work deployment of the Ministry of Public Security's special action to combat and rectify online rumors, the Yuxi Municipal Internet Information Office and the Yuxi Municipal Public Security Bureau have followed the Criminal Law of the People's Republic of China, the Cybersecurity Law of the People's Republic of China, the Public Security Administration Punishment Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China, the Measures for the Administration of Internet Information Services, the Provisions on the Governance of the Online Information Content Ecosystem, and the Central Cyberspace Administration of the People's Republic of China's "On Strengthening the The "Notice on the Management of Self-Media" and other relevant laws and regulations hereby give the following notice on lawfully cracking down on and rectifying illegal and criminal conduct of online rumors:

1. It is strictly forbidden to disseminate false information. It is strictly forbidden to fabricate or disseminate false information. The vast number of netizens and all types of "self-media" publishing information shall adhere to the principle of seeking truth from facts, and it is strictly forbidden to exaggerate facts, take quotes out of context, distort the truth, fabricate or publish false or inaccurate information, maliciously mislead the public, or create false public opinion hotspots for the purpose of gaining traffic, attracting attention, attracting followers, or achieving other purposes. False or inaccurate information that has already been published should be promptly deleted, and where it cannot be deleted, quickly refute rumors, and actively eliminate negative impacts.

2. Consciously resist online rumors. The vast number of netizens and all kinds of "self-media" should improve their ability to screen online information, and must not arbitrarily forward, diffuse, or disseminate information that has not been officially confirmed, or whose source is unknown, whose region is unclear, whose direction is unclear, or whose time is unknown; still less can information that is not clear in region or time be annotated with local place names and relevant information and forwarded again. Conscientiously abide by the law, and when discovering chat screenshots, videos, audios, texts, and other information disseminated by online platforms such as WeChat groups, Moments, Weibo, Kuaishou, Douyin, and Tieba without formal sources, they should take the initiative to report it to the public security and internet information departments.

3. Resolutely stay away from online violence. The vast number of netizens and all types of "self-media" must not use the internet to create or spread rumors, demean the personality of others, or harm the reputation of others; they must not openly insult others by wantonly insulting, maliciously slandering, or disclosing privacy; they must not organize "human flesh searches" to illegally collect and publish citizens' personal information to an unspecified number of people; and they must not use Internet users' public accounts to push or disseminate information about online violence, crimes, and crimes.

Fourth, earnestly perform the main responsibility. All types of websites, new media platforms, and self-media accounts should regulate the management of content production, review, publication, and dissemination, strictly implement entity responsibility for information content, and promptly address illegal information such as online rumors, and each website platform account holder must strictly review and be responsible for the veracity of content posted online before publishing information.

5. Perform group management responsibilities. Instant messaging group founders and managers (group owners) should regulate group online conduct and information releases, and group members should comply with relevant laws and regulations when participating in group information exchanges, interact in a civilized manner, express themselves rationally, and jointly build a healthy and orderly online group space.

6. Improve the function of rumor labeling. All website platforms and government affairs new media accounts shall promptly label rumors in areas such as public policy, societal and people's livelihoods, and major emergencies, and use multiple methods to increase the reach of information on debunking rumors, increasing the effectiveness of debunking rumors.

7. Crack down on online rumors. The public security and internet information departments will resolutely crack down on all types of websites, platforms, and online accounts that produce and publish rumors, stir up hot social incidents, or publish and disseminate false information in a matrix format, or deliberately create and spread online rumors, causing a negative social impact, and pursue the relevant legal responsibility of the publishers, forwarders, managers, and other personnel in accordance with law.

Cyberspace is not a place outside the law. Here, we call on the vast number of netizens, the organizers of all online platforms, and the persons in charge of account operations to firmly establish a sense of the rule of law, enhance their ability to distinguish rumors, consciously abide by laws and regulations, and do "not spread rumors, do not spread rumors, and do not believe rumors". The majority of netizens, "self-media" and website platforms in our city are requested to strictly abide by relevant regulations, strengthen industry self-discipline, jointly maintain the order of online communication, and jointly build a clear cyberspace.
