Fourth, we must adhere to the "manufacturing is the core", give full play to the advantages of Wuxi's manufacturing industry, take the development of low-altitude manufacturing and technological innovation as the core task, focus on key areas, implement major technical equipment research projects, industrial base reengineering projects, and provide support for the construction of a modern industrial system with advanced manufacturing as the backbone.
Fifth, we must adhere to the "safety is the bottom line", run the safety concept through the whole process of low-altitude economic development, resolutely manage what must be controlled in place, promote the application of scenarios step by step, rationally and scientifically look at the risks associated with new things, and cannot hinder technological exploration and industrial development due to choking and waste, and support the high-quality development of low-altitude economy with high-level safety.

We should pay close attention to the implementation of the low-altitude economic infrastructure development plan, further optimize the general aviation, unmanned aerial vehicles, civil aviation and other facilities, continuously upgrade the comprehensive functions of Dingshu Airport, lay out the construction of heliports in the center of the city, urban terminals, and helicopter take-off and landing points, and pay close attention to the declaration of civil UAV test flight operation bases and civil unmanned aviation test areas, strengthen the synergy between low-altitude economy and Shuofang Airport, and give full play to the synergistic role of the nodes of the low-altitude economy "the first kilometer" and "the last kilometer".

Focusing on the use of airspace, flight approval, supervision and management, etc., we will rationalize work responsibilities, accelerate the establishment of a hierarchical air traffic management system, compile and publish digital visual aeronautical charts, strictly manage market access, airspace management and law enforcement accountability, and do a good job in emergency plans and regular drills to ensure flight safety and public safety.

Third, we must improve the infrastructure network. Focusing on meeting the needs of large-scale and high-frequency flights, we will make a forward-looking layout of new infrastructure such as low-altitude intelligent integrated flight management service platform, 5G-A low-altitude private network base station, helicopter and unmanned aircraft take-off and landing points, and small intelligent nest cabinets, so as to effectively ensure the medium- and long-term high-quality development of the low-altitude economy.
Fourth, we must vigorously promote the development of industrial clusters.
