First, the principle of recruitment

2. Recruitment units and positions

This is an open recruitment of 90 staff members, and the recruitment units, positions, numbers and specific requirements are detailed in the annex.

3. Recruitment conditions

(1) Basic conditions:

1. Have the nationality of the People's Republic of China;

2. Abide by the Constitution and laws of the People's Republic of China;

3. Good conduct and good professional ethics;

4. Have the physical and psychological conditions to perform their duties normally;

5. Have the required academic qualifications, degrees, majors or qualifications for the position;

6. Under the premise of meeting other conditions such as majors, graduates of the preparatory technician (technician) class of technical colleges can apply for positions with undergraduate academic requirements, and graduates of senior engineering classes can apply for positions with college requirements;

7. Clinicians with a bachelor's degree who have passed the residency training shall be treated equally as master's degree students in clinical medicine, stomatology, and traditional Chinese medicine in accordance with the spirit of the Notice on Implementing the "Two Equal Treatment" Policies for Standardized Training of Resident Doctors" (Guo Wei Ban Ke Jiao Fa [2021] No. 18);

(2) Other conditions required by the post:

1. 2. Academic qualifications and degrees required by the post: Applicants' academic qualifications must be recognized by the national education administrative department. Applicants who take self-study examinations, adult examinations and other forms of non-ordinary higher education must obtain their graduation certificates, degree certificates and qualification certificates before the date of announcement. For the 2024 graduates of ordinary colleges and universities, their graduation qualifications must be obtained before July 31, 2024, and those who fail to obtain them as scheduled will be disqualified from employment.

3. Professional requirements: The recruitment of majors shall be carried out with reference to the professional classification catalogue of the Ministry of Education. The major studied is consistent with the job requirements. The major filled in at the time of registration must be consistent with the major stated on the applicant's college diploma. If the graduation school issues the graduation certificate according to the first-level discipline, the name of the first-level discipline contained in the graduation certificate must be filled in truthfully, and the specific major studied must be written in the remarks.

If the name of the major required for the post has been revised by the Ministry of Education, according to the "Comparison Table of New and Old Majors in the Catalogue of Undergraduate Majors of Ordinary Colleges and Universities" issued by the Ministry of Education, the major studied as the corresponding major can apply for the post;

4. Qualification certificate requirements: According to the spirit of the Ministry of Human Resources and Social Security and the Ministry of Education's "Notice on Doing a Good Job in the Open Recruitment of Primary and Secondary School Preschool Teachers in 2023" (Ren She Ting Han [2023] No. 34), the 2024 fresh graduates who apply for the teacher position are not subject to the restrictions of the teacher qualification certificate when applying, but they must obtain the teacher qualification certificate before hiring, and those who fail to obtain it as scheduled will be disqualified.

Recruitment conditions or job requirements of the relevant qualifications, trial (hiring) period, service period, household registration, age and other relevant qualifications, unless otherwise specified, are subject to the date of announcement as the deadline.

(3) Those who have any of the following circumstances shall not apply for the examination:

1. Active-duty military personnel and non-recent graduates (among them, graduate students who are not graduating in 2024 are not allowed to apply for the examination with the undergraduate or graduate degree certificates originally obtained) are not allowed to apply for the examination;

2. Those who have received criminal punishment for crimes, or who have been expelled from the Communist Party of China or public office, and those who have not been released from Party or government discipline during the period of case filing and review, must not apply for the examination;

3. Personnel who are found to have committed fraud or other serious violations of examination and recruitment discipline in the recruitment of civil servants at all levels and in the recruitment of public institutions shall not apply for the examination;

4. Civil servants during the probationary period (including staff of public institutions managed with reference to the Civil Servants Law) and staff of public institutions during the probationary period are not allowed to apply for the examination;

5. Persons who have had a major medical accident or have had their physician or nurse licenses revoked in their original unit must not apply for medical and health posts;

6. Those who are recruited as staff of public institutions have provisions on the length of service and the service period has not yet expired, they must not apply for the examination;

7. Persons who have been lawfully listed as targets of joint disciplinary action for untrustworthiness, as well as those who do not meet the requirements of this open recruitment as provided by laws and regulations, must not apply for the examination;

8. Fresh graduates who are directed and commissioned are not allowed to apply for the examination;

9. Applicants are not allowed to apply for positions that constitute a recusal relationship after being hired.

4. Recruitment Procedures

The main procedures of recruitment are: issuing public recruitment announcements, organizing registration and preliminary examination of qualifications, examination and qualification review, physical examination, inspection, publicity, and hiring.

(1) Publish an announcement

(2) Organize registration and preliminary examination of qualifications

3. Registration requirements and precautions

Candidates can only choose one position in one unit for registration, and the valid resident ID card used for registration and examination must be the same. When registering, applicants must carefully read the recruitment announcement and sign a letter of commitment to good faith, and the submitted application information should be true, accurate and complete. If false registration information is provided, once verified, the qualification for application or employment will be cancelled. 4. Preliminary examination of qualifications and inquiry of results

Candidates should log in to the original registration website to check the results of the preliminary examination of qualifications one day after submitting the application for the examination. Those who have passed the qualification examination cannot apply for other positions. If you have not been reviewed or passed the qualification review before 17:00 on May 7, you can modify the registration information or change to other positions, and after 17:00 on May 7, you can no longer submit the qualification review, change the information or change the other positions.

5. Payment

Candidates who have passed the qualification review should pay online before 17:00 on May 8, 2024 according to the payment method prompted online. 6. Percentage of examinations

(1) Applicants for medical positions in the health system and postgraduate degree positions are not subject to the restriction on the proportion of examinations, and the examination can be opened if someone registers.

(2) The ratio of the actual number of applicants for other positions to the number of people to be recruited for the position should reach 3:1 or above before the examination can be opened. When the ratio of the number of applicants to the number of recruited positions does not reach 3:1, the corresponding number of job recruitment will be reduced, and if the recruitment quota is reduced to 1 and still does not reach 3:1, the position will be cancelled.

(3) Candidates who have passed the preliminary examination of qualifications and paid the fee, if the position applied for is reduced, cancelled or adjusted due to not reaching the proportion of the examination, the applicant shall be notified to change the position, and if the candidate has not changed to other positions or has not passed the qualification examination, the registration fee will be refunded. Recruitment positions that have been reduced, cancelled or adjusted according to the prescribed proportion shall be announced before the written examination.

Note: In order to ensure the full completion of the recruitment plan, the recruitment quota for the special positions of the service grassroots project that has been cancelled due to the failure to reach the opening ratio will be adjusted to the same ordinary position of the non-service grassroots project of the unit, and the candidates will be automatically merged into the corresponding similar ordinary position of the unit to take the examination.

7. Download and print the admission ticket

Candidates who have passed the preliminary examination of qualifications and paid the fees according to the regulations should log in to the original registration website to download and print the admission ticket. If the candidate fails to print the written test admission ticket within the specified time, he or she will be deemed to have automatically given up his or her qualification for the examination.

The specific time, place and follow-up announcement of the written test will be released on the website of the People's Government of Linyi County and the WeChat public account of Linyi People's Society.

After receiving the admission ticket, applicants should take good care of their admission ticket, and they must bring the admission ticket and their valid resident ID card (other documents are invalid) to participate in all aspects of the examination.

(3) Examination and qualification review

The examination is conducted in a combination of written test and interview, and adopts a 100-point system.

Total score = written test score ×60% + interview score × 40%, the minimum passing score of the total score is 60 points, and less than 60 points are not allowed to enter the physical examination and inspection links. The total score is rounded to two decimal places (mantissa is rounded to two decimal places). If the total score is the same, the score of the written test will be arranged, and if the score of the written test is still the same, the score of the additional test will be arranged.

The content of applying for health system positions is subject 1: "Vocational Ability Test" (including language comprehension and expression, quantitative relationship, judgment reasoning and data analysis, common sense judgment, etc.) and subject 2: "Health Professional Knowledge" (including health policy, public health management, medical and health knowledge, professional practice ability, etc.).

The content of applying for other positions is subject 1: "Vocational Ability Test" (including language comprehension and expression, quantitative relationship, judgment and reasoning and data analysis, common sense judgment, etc.) and subject 2: "Public Basic Knowledge" (including general knowledge of politics, law, economy, current affairs and politics, official documents, etc.).

Calculation of Written Test Scores:

Written test score = 50% of "Subject 1" (100 points) × + 50% × "Subject 2" (100 points), the two subjects are completed in one class, and the examination time is 180 minutes. The results of the written test can be checked through the original registration website.

2. Qualification review

The qualification review shall be organized and implemented by the office of the open recruitment leading group, and the shortlisted candidates for qualification review shall be determined according to the ratio of the written test results from high to low 1:3 (if this proportion is not reached, it shall be determined according to the actual number; when the last place is tied, it will be included in the qualification review candidates), and the relevant matters of qualification review are listed in the announcement.

(3) The original and photocopy of the second-generation resident ID card within the validity period;

(6) Electronic registration and filing form of academic certificates of the Ministry of Education (during the verification period);

(8) Proof of file storage issued by the competent departments for the employment of graduates at all levels, talent exchange service institutions at all levels, and public employment service agencies at all levels;

(9) The original and copy of the qualification certificate required by the post;

(13) Veterans who apply for special positions in service grassroots projects must provide their ID cards, household registration booklet (or the page of the household registration book printed with their household registration information), discharge certificate, academic certificate, degree certificate and relevant certificates issued by the local veterans' affairs department;

(14) If the applicant fails to participate in the qualification review at the specified time and place, it shall be deemed to have given up automatically. If someone gives up or fails to pass the qualification review process, they will be supplemented according to the results of the written examination according to the position from high to low scores, and the replacement work will only be carried out once. The qualified personnel are determined to be candidates for the interview, and the list of candidates for the interview will be published on the website of the People's Government of Linyi County.

The qualification review runs through the whole process of recruitment, and if any link is found to be unqualified, once verified, the qualification or employment qualification will be cancelled.

3. Interview

(1) Please refer to the announcement (notice) for the time and place of the interview.

(2) The content and method of the interview

The interview mainly tests the candidates' comprehensive qualities such as language expression, logical thinking, comprehensive analysis, adaptability, demeanor, professional knowledge and business ability matching the position.

Those who apply for the teaching position shall take the method of lecturing. Prepare for class for 30 minutes. Lecture lasts 10 minutes. The total score is 100 points.

Those who apply for medical positions will be carried out in a combination of practical operation and narration, and the practical operation and narration will be carried out for 15 minutes. The total score is 100 points.

Personnel applying for positions in other public institutions shall be conducted in the form of structured interviews, with a time of no more than 10 minutes and a total score of 100 points.

(3) The interview judges are composed of 7 people, and qualified experts are selected from other cities. Candidates who participate in the interview are subject to closed management, and candidates who are late are not allowed to participate in the interview. The order of appearance of the candidates will be determined by provisional lottery before the interview. The interview results are calculated by means of on-the-spot scoring, bright scoring, demerit scoring, and unified scoring, removing the highest score and removing the lowest score to take the average score, and the interview results will be announced on the spot. If the number of participants in the interview is less than or equal to the number of positions and there is no competition, the candidate must achieve an interview score of 70 points before entering the next link.

(4) Physical examination and inspection

The physical examination is conducted in a general hospital at or above the county level.
