Patrol work is a strategic institutional arrangement for intra-party supervision, and it is also an effective measure to open up the "last mile" of comprehensive and strict governance of the party.
In order to expand the coverage of publicity and improve the participation of the masses, on the basis of the traditional posting of inspection announcements and the setting up of contact mailboxes, the inspection agency of the Gucheng County Party Committee has innovated the contact methods for letters and visits such as "open letters to village (residents)", "code patrols", "publishing mobile phone numbers" and "setting up e-mail addresses", and broadened the channels for smooth communication and visits through digital empowerment. At the same time, the patrol group made good use of the forms that the masses like to see, such as going to villages and households, holding forums and exchanges, and visiting the spot, to get close to the masses, listen to the truth, investigate the facts, and gather public opinions.
Based on penetration, build a petition supervision network
Explore the establishment and improvement of the patrol agency and the county Commission for Discipline Inspection and Supervision, auditing, letters and visits and other relevant departments to cooperate and linkage working mechanism, through pre-inspection information sharing, real-time connection during the inspection, and post-inspection two-way feedback, the coordination and cooperation throughout the whole process of inspection, to achieve resource sharing, the formation of a joint force, to build a petition supervision and guarantee network. Through information sharing with the "12345" hotline and other reporting platforms, we can solve the problems of the masses. For example, when the inspection team inspected a village, it was found that a group of people repeatedly reported the problem of the one-child subsidy, and the platform received complaints many times but did not effectively solve them, and the inspection team verified that the director of the original village women's federation and family planning experts did not understand the family planning support and reward policy thoroughly, resulting in omission, resulting in the villager not enjoying the support reward, and finally handed it over to the town discipline inspection commission as a clue to the problem, and followed up and supervised the rectification.
During the inspection period, each patrol group is equipped with special personnel to handle the petition work, so as to ensure that the clues to the problems reported by the masses are "managed" and "heard". In the process of receiving petitions, we should classify and deal with the problems of letters and visits, and promptly reply on the spot to problems that can be responded to and solved on the spot, such as deviations in the understanding of policies; for problems that cannot be solved on the spot, make detailed records and transfer them to the office in a timely manner; and organize consultations, study and judgment on the problems of concentrated reports of letters and visits and strong reactions from the masses, take multiple measures at the same time, and implement policies according to categories, so as to effectively resolve the contradictions between letters and visits at the grassroots level.
In the fourth round of inspections of the 15th county party committee, the inspection team found more than 70 clues on petition problems and 45 clues on the transfer of problems through the "linkage of inspection and petitioning", effectively solving more than 200 problems of the masses, which not only improved the quality of inspection work, but also effectively enhanced the sense of gain of the masses.
