Today marks the ninth National Security Education Day and the 10th anniversary of the overall concept of national security.
At present, the great power game has been contested from multiple dimensions, and it is not only the duty of the state security organs but also the obligation of the broad masses of the people to defend national security. Citizens need to continue to learn legal knowledge, enhance security awareness, and jointly build a "safety net" to safeguard national interests.
The Ministry of State Security recently announced a number of typical cases of endangering the national security of the mainland. Through these typical cases, we have doxxed all kinds of despicable methods of foreign espionage and intelligence agencies to infiltrate, steal secrets, and instigate rebellion, and firmly establish the people's awareness of national security. In particular, personnel involved in secrets in core positions in our party, government, and military organs, military industrial enterprises, and scientific research institutes, as well as teachers and students of colleges and universities, should be the key targets of foreign espionage and intelligence organs in carrying out intelligence collection and infiltration and stealing secrets.
The "financiers" behind anti-China activities
The Lee Henry case
Henry Li, formerly known as Li Huxiang, was born in Shanghai in 1955 and took advantage of the opportunity of reform and opening up to earn the "first pot of gold".
In the 80s of the last century, Henry Lee was dealt with by the public security authorities for luring women into prostitution and fraud, which made him have great resentment towards the government and began to spare no effort to support various anti-Chinese activities.
In 1993, Henry Lee became a Belizean citizen, which made it more convenient for him to leave the country to participate in anti-China activities and to become an anti-China organization and anti-China politician.
In 2009, Henry Li became acquainted with Yang Moumou, an anti-China leader, abroad.
In 2014, when the illegal "Occupy Central" incident occurred in Hong Kong, Henry Li took the initiative to meet with the leading figure Zhou Yongkang through Yang Moumou, and funded him to go to Europe to participate in anti-China activities and receive training.
In 2019, as the turmoil over Hong Kong's "legislative amendments" continued to ferment, Henry Lee took the opportunity to introduce "anti-China and destabilizing Hong Kong" elements abroad, and cooperated with Western anti-China politicians to smear and tarnish the Chinese government and the Hong Kong police.
Henry Li was willing to act as a traitor, acted as the "financier" behind the anti-China activities, and engaged in activities that endangered national security, which were of a vile nature, and the state security organs took criminal coercive measures against him in accordance with the law.
In April 2021, Li Henry was sentenced to 11 years in prison and confiscated RMB 2 million of personal property for funding criminal activities endangering national security.
A "meritorious" spy who was caught
Liang Chengyun case
Leung was born in Hong Kong in 1945 and moved to the United States in 1983 to run a restaurant.
In 1986, personnel of the US spy and intelligence agencies interviewed Liang Chengyun on several occasions and asked Liang Chengyun to cooperate with them.
In 1989, the U.S. spy and intelligence agencies formally signed a "cooperation agreement" with Liang Chengyun to recruit him as an informant. In the same year, Liang Chengyun became an American citizen. The U.S. spy and intelligence agency fabricated a rich resume for Liang Chengyun and instructed him to serve in a number of overseas Chinese associations through donations and other means. In order to create the "mask" of Liang Chengyun's "patriotic philanthropist," the United States also directed him to come to China to make charitable donations.
The state security organs found out that Liang Chengyun was under the command of the US espionage and intelligence agencies and wantonly carried out espionage and intelligence activities against the mainland.
In the United States, he obtained intelligence from mainland institutions and personnel in the United States by means of espionage, surveillance and theft of secrets, and phishing law enforcement, and even set up pornographic traps in an attempt to coerce and instigate our side to go to the United States to carry out public service.
When he entered the mainland, he frequently participated in various social activities and had extensive contacts with people from all walks of life on the mainland to spy on and collect intelligence.
In order to encourage Liang Chengyun to work harder to carry out espionage and intelligence activities, the person in charge of the headquarters of the US espionage and intelligence agency even issued him a "meritorious medal."
In April 2021, state security agencies arrested Liang Chengyun after obtaining a series of conclusive evidence that he was engaged in espionage and intelligence activities.
In May 2023, the Suzhou Intermediate People's Court publicly pronounced the verdict in the first instance on May 15, 2023, finding Liang Chengyun guilty of espionage and sentencing him to life imprisonment, deprivation of political rights for life, and confiscation of personal property of RMB 500,000.
Shameful traitor
Huang Yu case
Huang Yu was born on July 28, 1974, a native of Zigong City, Sichuan Province, majoring in computer science, and worked in a classified scientific research unit in the mainland.
The last place in a unit reform was eliminated, and Huang Yu was notified to be on standby. He believed that the leader was crowding him out, and out of resentment, he decided to sell all the secrets he had illegally kept during his work to take revenge on the unit and grab huge profits.
To make matters worse, he also deceived his wife, who worked in the same company, to copy classified materials in exchange for more pay.
In this way, the mainland's important secrets related to confidential communications and information security fell into the hands of foreign parties, bringing serious harm to national security, and the state security organs took criminal coercive measures against Huang Yu in accordance with the law.
After investigation, the confidential documents and materials betrayed by Huang Yu included the design ideas, technical parameters, secret algorithms, source programs, source codes, and other core secrets of many confidential communication equipment systems, and the amount was huge and shocking.
In May 2016, Huang Yu was executed.
State security organs crack down on foreign companies
Case of stealing state secrets in the field of rare earths in mainland China
In recent years, critical minerals have become a new field of strategic competition among the world's major powers. As one of the key mineral resources, rare earths are closely related to national security while contributing to high-quality economic development. A few days ago, the state security organs cracked a case of illegal collection and theft of state secrets in the field of rare earths in the mainland by a non-ferrous metal company abroad, and took compulsory measures against the people involved in the case in accordance with the law.
Cheng was the deputy general manager of a rare earth company in mainland China, and he had access to internal information about the rare earth industry in mainland China at work. In the course of daily business dealings, Cheng got acquainted with Ye Moumou, an employee of the Shanghai subsidiary of an overseas non-ferrous metals company. After a bidding meeting for rare earth storage in mainland China, Ye tentatively asked Cheng for the bidding meeting, but Cheng did not refuse.
After that, under the command of the foreign employees of the overseas company where he worked, Ye Moumou used the lure of providing monetary remuneration to privately ask Cheng for information such as the details of rare earth storage and directive plans in mainland China many times. As a confidential person in the rare earth industry, Cheng Moumou still provided Ye Moumou with information on the categories, quantities, and prices of rare earth storage in mainland China that he had mastered in his work, and received huge remuneration from the other party many times, knowing that the relevant information involved state secrets and was prohibited from providing them to the outside world.
According to the appraisal of the state secrets department, the content provided by Cheng to the overseas involved 7 classified state secrets. In November 2023, the Intermediate People's Court of Nanchang City, Jiangxi Province, sentenced Ye to 11 years in prison, deprivation of political rights for 2 years, and confiscation of personal property of RMB 500,000 for the crime of "illegally providing state secrets abroad and accepting bribes", and sentenced Cheng to 11 years and 6 months in prison, deprivation of political rights for 2 years, confiscation of personal property of RMB 900,000, and a fine of RMB 100,000 for "illegally providing state secrets abroad and accepting bribes".
In recent years, the state security organs have practiced the overall national security concept, regarded the maintenance of national security in the field of critical mineral resources as an important task, resolutely performed their duties, strictly prevented and cracked down on all kinds of intelligence theft activities against the mainland's critical mineral resources in accordance with the law, and effectively safeguarded the security of the mainland's resources.

Overseas "black hands" of mainland rice seeds and seed production technology
Food security is an important part of national security and has a bearing on the national economy and people's livelihood. In recent years, foreign espionage and intelligence agencies have continued to increase their penetration into the mainland's grain sector and steal the mainland's core scientific research information, causing significant harm to the core competitiveness of the mainland's rice seed industry and food security. In response to this prominent situation, the state security organs took the initiative to crack a series of cases of espionage and theft of secrets from 2022 to 2023, investigating and reviewing nearly 100 people involved in the case in accordance with the law, investigating and handling 11 key enterprises involved in the case, and pursuing the criminal responsibility of relevant personnel in accordance with the law.
In a case of foreign espionage and intelligence agencies stealing mainland rice seeds and seed production technology, the state security organs found that Zhu Moumou, who was formerly the general manager of a domestic agricultural science and technology company, had established a so-called "cooperative" relationship with foreign espionage and intelligence agencies in order to gain personal economic benefits, and "did not refuse to come" to the requests of foreign espionage and intelligence agencies, and in the name of "cooperative seed production," he successively sold five kinds of parental rice seeds to the other party in violation of regulations, and obtained a return that exceeded the normal selling price. In order to further expand the so-called "business," Zhu Moumou founded a new agricultural science and technology company, through which he continued to sell a large number of high-quality parental rice varieties from the mainland abroad.
According to the appraisal of the relevant state secrecy department, the seeds illegally provided by Zhu Moumou abroad are intelligence. In accordance with the Criminal Law of the People's Republic of China, the state security organs took criminal coercive measures against Zhu XX in accordance with law.
In January 2024, the Intermediate People's Court of Hefei City, Anhui Province, sentenced Zhu Moumou to 1 year and 6 months in prison for "illegally providing intelligence abroad". In addition, the state security organs also imposed administrative penalties on the remaining 17 subjects involved in the case in accordance with the law, and conducted in-depth and detailed investigations of the enterprises involved in the case, further ascertaining the situation that individual domestic seed enterprises had been illegally selling various high-quality seed sources on the mainland to foreign countries for a long time in reckless pursuit of profits, thus effectively eliminating major hidden safety hazards in the mainland's grain field.
In recent years, the state security organs have cracked down on all kinds of espionage activities in the field of food security in accordance with the law, and have struck hard to cut off the "black hands" of stealing secrets from overseas germplasm resources extended to the mainland, effectively preventing and stopping the risk of leakage of secrets in the field of food security.
"Circumventing the wall" to access the Internet college students
Accidentally joined an anti-China political party abroad
In recent years, foreign anti-China hostile forces have used the Internet and other channels to carry out ideological "warfare" against people in China, distort and hype up hot issues in China, and attack and slander the mainland's political system. A small number of young students who have not been deeply involved in the world have been instigated and bewitched, accidentally fallen into a trap, and have been coerced into participating in hostile activities, becoming "pawns" of anti-China forces abroad. A few days ago, the state security organs successfully cracked a typical case in which an anti-China political party abroad co-opted students from a certain university to participate in activities, effectively cracking down on the infiltration and counter-insurgency activities of foreign anti-China forces, and eliminating risks and hidden dangers in a timely manner.
Song was a student at a certain university, and once when he was browsing a foreign website, the webpage pushed him an advertising link, guiding him to jump to the official website of an anti-China political party. Out of curiosity and curiosity, and in order to be able to browse the news of the website for free, Song followed the website's prompts to apply to join the political party, and filled in personal information such as name, phone number, and email address.
After registering, Song received e-mails from the anti-China political party, most of which introduced the political program of the party and its recent anti-China activities, and invited Song to help the political party as a volunteer in canvassing and fundraising. In addition to joining the anti-China political party, Song also followed a number of overseas anti-China accounts, browsing, forwarding and commenting on relevant anti-China content.
On the basis of in-depth investigation and fixed evidence, the state security organs conducted administrative questioning of Song in accordance with law, and on the basis of the relevant provisions of the "Counter-espionage Law of the People's Republic of China", gave Song a warning administrative punishment decision, and issued an administrative punishment decision. After education and transformation, Song expressed remorse for his behavior, stopped paying attention to overseas anti-China websites, deleted relevant negative remarks, and promised not to engage in similar activities in the future.
Deliberately obstructing cadres and police officers from carrying out their duties in accordance with the law

Conscientiously preserving national security is the legal obligation of every citizen, and those who deliberately obstruct the lawful performance of state security organs' tasks, such as not accepting or cooperating with investigations, will be dealt with in accordance with law. Recently, the cadres and police of the state security organs imposed an administrative punishment on Fu, a Chinese employee of a foreign organization, for deliberately obstructing the state security organs from carrying out their tasks in accordance with the law.
Mr. Fu is a Chinese employee of an overseas organization in China. Recently, the state security organs had clues that Fu was aware of the relevant circumstances suspected of endangering national security, and needed to investigate and interrogate him, but Fu refused to go to the designated place to cooperate with the investigation and conversation.
In accordance with the law enforcement procedures, the cadres and police of the state security organs informed Fu of the relevant legal provisions on cooperating with national security work and the legal responsibility for not cooperating with the work, but Fu always refused to cooperate with the investigation, and took the opportunity to send the so-called "taken away by the police" message to the working group of the overseas agency in China where he worked. After using various methods to evade the situation to no avail, Fu simply adopted a silent confrontation method and refused to cooperate with the law enforcement work.
The state security organs used law enforcement recorders to fix evidence that the police were intentionally obstructing the police officers from performing their tasks in accordance with law, and on the basis of the relevant provisions of the "Counter-espionage Law of the People's Republic of China", they were to give him a punishment of 15 days of administrative detention in accordance with law.
Chinese citizens, no matter when and wherever they are, should bear in mind that "national security is everyone's responsibility", abide by national security laws and regulations, support and assist the work of state security organs in accordance with the law, and consciously safeguard national security. If suspicious circumstances endangering national security are discovered, they shall immediately call the 12339 national security organ reporting and acceptance hotline, or report it by logging in to the national security organ reporting and acceptance platform.
Countering espionage and safeguarding national security is not only the duty of the state security organs, but also the duty of the broad masses of the people to safeguard their own interests. Relevant departments can strengthen routine knowledge education in primary and secondary schools and university classrooms to enhance the national security awareness of the whole people.
