Therefore, promoting consultative democracy has become an important responsibility of CPPCC at all levels to practice whole-process people's democracy. In recent years, the CPPCC of Shangnan County has conscientiously explored the "four noes" consultation work method of "no investigation if insufficient preparation, no consultation if insufficient research, no report if insufficient consultation, and no letting go if the transformation is insufficient", and built a full closed-loop consultation model, so as to truly achieve political discussion and suggestions at key points when needed, which has become an effective path to achieve "true consultation". Since the beginning of the 10th CPPCC in Shangnan County, the county CPPCC has formed 29 consultation results such as research, supervision and inspection reports around the major deployments such as the cultivation of the "four major industries" and the construction of the "four famous cities" proposed by the county party committee and the county government, and the main leaders of the county have signed and approved 100%, contributing the wisdom of the CPPCC to promoting the high-quality development of Shangnan.
Inadequate preparation and lack of research. All things are foreseen, and those who are not prepared are wasted. The CPPCC of Shangnan County firmly grasped the pre-link of "preparation" and proposed that "if the preparation is not sufficient, there will be no investigation". The first is to standardize the system. The "Measures for the Administration of Inspection and Research" and the "Rules for Consultation Work" have been promulgated, and regulations such as "doing a good job in preparing and organizing the work, inviting relevant departments to introduce the situation, convening closed-door forums, and printing and distributing relevant reference materials" have been made to help committee members know and understand their policies. The second is to select research and consultation topics. Guided by "what the party and government need, what the people want, and what the CPPCC can do", we will ensure that the research and consultation topics are "accurately selected, selected well, and gnawed". For example, since last year, the CPPCC of Shangnan County has closely followed the major decisions of the county party committee and the county government and the key work arrangements of the "five years" activities, and carried out special consultations and discussions of the Standing Committee on three topics: the high-quality development of the private economy, the construction of a famous tourist city, and the implementation of the industrial multiplication plan, and the "double reduction" of business environment and education The special committee carried out counterpart consultations on 2 topics, carried out special supervision and consultation on 13 livelihood projects concerned by cadres and the masses, and carried out special consultations on the chairman's meeting around issues such as the renovation of old communities, contributing to the high-quality development of Shangnan County. The third is to conscientiously carry out business learning. Through the issuance of relevant background information, laws and regulations, policies and business materials, the organization of business study meetings, relevant departments briefing meetings, etc., to promote the research team personnel to grasp as much first-hand information as possible, and resolutely put an end to rushing into battle and blind research. For example, in the democratic evaluation of the county human resources and social security bureau and the civil affairs bureau in 2023, we organized members to conduct in-depth field visits and discussions in advance, and through the distribution of questionnaires, online solicitation of questions and suggestions, etc., so that the members can focus more on the issues that need to be faced in the review and have a clearer idea of carrying out the evaluation work.
Insufficient research and no consultation. The CPPCC of Shangnan County firmly grasped the key link of investigation and research, and proposed that "if the investigation is not sufficient, there will be no consultation". The first is to conduct research in the "three combinations". It is carried out in a way that combines listening to reports and listening to the opinions of the grassroots masses, combining holding symposiums with field visits, and understanding the comprehensive situation and typical individual cases, so as to ensure that the most extensive and authentic first-hand materials are mastered. For example, when supervising and investigating the business environment in Shangnan County, we not only organized committee members to inspect enterprises on site, but also held a closed-door symposium for some business owners. The second is to "see the vegetables under the knife" real consultation. In practice, it is not a "microphone" for the department, but a "true voice" for the people. For example, at the consultation meeting on the investigation and supervision of optimizing the business environment, the research team conducted "on-site questioning" on the relevant departments of the business environment from policy support, factor guarantee, supervision and law enforcement according to the outstanding problems collected by the preliminary field research and closed-door symposium of business owners. The third is to gather the wisdom of the public to produce high-quality products. Adhere to the analysis and judgment from the surface and the inside, and gather the wisdom of the crowd to think and synthesize, and finally form a "high-quality research report". For example, in the research report on optimizing the business environment, we decompose the business environment into sub-topics such as policy environment, government service environment, law-based environment, and organizational guarantee environment, and let the members of the research team investigate and form sub-reports, and form a comprehensive research report on this basis.
Insufficient consultation is not reported. The CPPCC of Shangnan County firmly grasped the central link of consultation and proposed that "if the consultation is insufficient, it will not be reported". One is to make sure that "the words can be spoken". In order to allow everyone participating in the consultation to fully express their opinions and suggestions, on the one hand, fully listen to the opinions and suggestions on the spot, and on the other hand, encourage those who do not speak on the spot to submit their opinions and suggestions in writing, and timely sort, report, and report. The second is to ensure that "the party committee and government can hear". Grasp the on-site consultation, take group discussions, conference speeches, etc. as a platform to communicate face-to-face and negotiate with the leaders of the county party committee, the county government and relevant departments, which arouses on-site resonance and attaches great importance to the leaders of the county party committee and the county government. The third is to ensure that "the results of the consultation are reported as soon as possible". Combined with the opinions and suggestions of the committee members, the results of the consultation were further revised and improved, and submitted to the county party committee and county government while the iron was hot, so as to ensure that the instructions were handled as soon as possible.
Don't let go if the transformation is not sufficient. The CPPCC of Shangnan County is committed to the important link of achievement transformation, and proposes that "if the transformation is insufficient, we will not let go". The first is to strengthen institutional safeguards. The "Compilation of the 10th Committee of the CPPCC Nanxian County Committee" was promulgated, which put forward clear requirements for the timely study and resolution of the CPPCC research and inspection report, consultation opinions and suggestions, proposals, social conditions and public opinion information, and democratic evaluation, etc., and included in the annual key supervision content, and the target responsibility assessment was carried out at the end of the year. The second is to focus on opening up the "last mile" of achievement transformation. Establish a working mechanism for the transformation and implementation of the results of discussion and political suggestions, and promptly follow up on the adoption of opinions and suggestions, leadership instructions, and the implementation of transformation. For example, the Standing Committee's special deliberations and consultations are carried out in the form of "prior investigation + listening to relevant briefings + consultation and discussion of politics + submission of consultation reports + follow-up supervision and questioning", and so on, and strive to form a number of clever plans and good policies that can stand, speak correctly, and fall well. The third is to adhere to the principle of "insisting on Qingshan and not relaxing", and pursue the submitted consultation results to the end, and never let go without feedback or transformation. For example, since the beginning of this year, the CPPCC of Shangnan County has carried out two or more handling of more than 10 proposals, and has also carried out "looking back" on the rectification of the four units of democratic evaluation, and carried out "follow-up and efficiency supervision", which has achieved very good results.
