By the end of 2025, 100 smart nursing homes will be built
Smart nursing home refers to the integrated application of smart health care products and information management system in elderly care institutions, providing intelligent operational services such as occupancy management, catering management, health management, and life care, and improving the operational efficiency of elderly care institutions. In September 2021, the city issued the "14th Five-Year Plan for the Development of Elderly Care Services in Shanghai", which clearly promoted the digital transformation of the elderly care service field and improved the quality of elderly care services. And proposed to "build 100 smart nursing homes" by the end of 2025.
In 2022, the Civil Affairs Bureau issued the "Three-Year Action Plan for Promoting the Construction of Smart Nursing Homes in Shanghai (2023-2025)", which established the overall requirements, construction content, implementation steps and safeguard measures for the construction of smart nursing homes. It mainly includes six major sections, covering all aspects of the daily operation of nursing homes. They are:
Smart check-in management, relying on IoT sensing devices and information systems, provides smart admission and discharge services;
Smart catering management, relying on intelligent equipment such as mobile terminals, touch screens, and call devices, provides intelligent catering services for the elderly;
Smart health management, the application of various health monitoring equipment and health management, medical service information system, to provide the elderly with Internet hospitals, chronic disease management, drug distribution and taking, rehabilitation training and other services;
Smart life care, with the help of various intelligent care equipment and information application platforms, provides daily living, cleaning and hygiene, body position transfer, smart care and other services for the elderly;
Smart security protection, according to the various safety work requirements of elderly care institutions, configure Internet of Things monitoring equipment and information systems to achieve safety monitoring, automatic early warning, and real-time disposal.
Intelligent management and operation, relying on the comprehensive management information platform of elderly care institutions, provides support for the daily management of elderly care institutions, including employee management, material management, file management, comprehensive display, etc., and improves the operation and management efficiency of elderly care institutions.
In the early stage, the Civil Affairs Bureau and the Municipal Finance Bureau jointly issued the "Notice on Funding and Supporting the Construction of Smart Nursing Homes in the City" to give certain support to the construction of smart nursing homes in the city. In that year, a total of 36 smart nursing homes were built and accepted in the city, and in 2024, Shanghai will continue to build no less than 40.

Focusing on the goal of optimizing the structure of high-quality development of elderly care services, improving quality and efficiency, and laying a solid foundation, the people's projects and practical projects actively adjust the indicators of elderly care beds and age-appropriate transformation
In 2024, the projects and practical projects included include: adding 4,000 elderly care beds, renovating 3,000 cognitive impairment care beds, completing the renovation of 6,000 home environments for the elderly, adding 30 community canteens for the elderly, and providing smart water meter safety monitoring services for 8,000 elderly families with special difficulties.
As a comprehensive and professional carrier to meet the various needs of the elderly for living, elderly care and care, elderly care beds play an important supporting role. In the first three years of the "14th Five-Year Plan", the city's annual target for adding 5,000 elderly care beds will be reduced to 4,000 by 2024. The target for renovating the number of dementia care beds used to be 2,000 per year, and will increase to 3,000 by 2024. This change is an adjustment made after scientific measurement, evaluation and judgment. In recent years, with the continuous increase in the supply of elderly care beds in the city, the continuous improvement of community elderly care services, and the strengthening of health management of the elderly, the demand for the elderly to live in institutions has been temporarily alleviated, and Shanghai has obtained a window period of increment and quality improvement. Therefore, on the premise of ensuring the completion of the total target of the "14th Five-Year Plan", the construction speed of elderly care beds has been appropriately slowed down, the construction index of new elderly care beds has been lowered, and the professional level and service quality of elderly care institutions have been strengthened, and the urgent and difficult problems in the demand for social elderly care services have been actively responded. In order to adapt to the development requirements of the new situation and new stage, the number of elderly care beds has also been actively adjusted, mainly from three aspects:
The first is to strengthen the service effectiveness of elderly care beds. Carry out upgrading and transformation in elderly care institutions, optimize the functional layout and room structure, increase the supply of single rooms and double rooms, and meet the privacy and quality requirements of the elderly for the living environment; at the same time, strengthen the sharing of supporting functional space and resources, and improve the utilization efficiency and service effectiveness of space facilities.
The second is to strengthen the functionality of elderly care beds. Focus on promoting the construction of beds for disability care and cognitive impairment care. By the end of 2023, the number of nursing beds in the city will reach 110,000, accounting for 66% of the total number of nursing beds. At present, there are 12,000 cognitive impairment care beds in the city, and 15,000 will be reached by the end of the 14th Five-Year Plan.
The third is to strengthen the accessibility of elderly care beds. Since the end of 2019, Shanghai has been piloting home care beds to extend professional care services to the homes of the elderly. In 2023, we will promote this service throughout the city, encourage more elderly care institutions to adjust their concepts, expand the scope of radiation, and provide more elderly people with professional, continuous, holistic and convenient elderly care services. At present, nearly 3,000 elderly people in the city have purchased and experienced the service of home care beds, and the renewal rate has remained at a high level, and it is expected to reach 8,000 service users by 2025.
In order to make full use of the resources for the elderly and improve the utilization efficiency of the basic pension beds, the Civil Affairs Bureau has researched and issued the "Shanghai Municipal Measures for the Overall Planning and Waiting of Basic Pension Beds (Trial)". The city provides a number of co-ordinated beds at the city and district levels, and the elderly who are separated from households and feel that the basic old-age care beds in the place of household registration are not suitable can choose the city and district co-ordinated beds to move in. Up to now, more than 700 elderly people in the city have been admitted to the city's and district-level co-ordinated beds through the waiting mechanism.
The meal service for the elderly is also one of the most popular convenience services for the elderly. In recent years, the construction of community meal service places for the elderly has mainly developed two types of facilities: one is the community canteen for the elderly that integrates the functions of meal processing and preparation, delivery and centralized meals. The other type is the elderly meal centers that are located throughout the community, which do not have the function of place cooking. This year, the focus is on the construction of "community canteens for the elderly": first, the city's current layout of meal assistance for the elderly has been relatively balanced and sufficient, and the next step can be combined with the construction of the doorstep pension service station just mentioned to further enhance the layout. Second, the community canteen for the elderly is more functional and more popular with the elderly. The annual construction target for 2024 is to build 30 new ones, ensuring that by the end of 2025, the city's supply capacity for the elderly meal service should reach 250,000 customers/day.
Regarding the renovation of the home environment for the elderly, the city's target for 2024 is 6,000 households, an increase of 1,000 households from the target of 5,000 households in previous years. By the end of 2023, more than 21,000 elderly households in the city have undergone renovation of their home environment for the elderly. The Civil Affairs Bureau continues to expand the product library and service packages, and develops and improves a variety of product packages and combination packages to enrich the choices of the elderly. Up to now, the content of the product library has expanded from the earliest more than 200 products to about 9 categories and more than 350 products. 25 model rooms or experience points have been built for the elderly, allowing community residents to experience the comfort and convenience brought by the renovation for the elderly at home, and the number of model rooms has reached 40 during the year, with at least 1 in each district.
It is the first time that the smart water meter safety monitoring service for 8,000 elderly households with special difficulties will be included in the Shanghai Municipal Practical Project for the Private Sector in 2024. Make full use of smart water meter equipment and corresponding technical prevention measures to provide safety monitoring services for the elderly living alone and other difficulties, and provide scientific and technological assistance for the care services of the elderly in difficulty.

The agreement of "realizing the exchange of marriage registration information across the country" has been implemented, marriage registration venues have become more beautiful and warm, and the supervision and management of marriage agencies have been strengthened
Last year, Shanghai's civil affairs department seized the opportunity of the reform of "cross-provincial general office" to meet the needs of the masses for marriage registration in different places. Since June 1 last year, for couples whose household registration is not in Shanghai, as long as one of them holds a Shanghai residence permit, they can register their marriage at any marriage registration center in 16 districts. It has reduced the number of people with household registration in Shanghai, provided convenience, and strengthened their sense of belonging to the city. On June 1 last year, more than 100 couples in the city's wedding registration windows handled marriage certificates through the "inter-provincial general office". From June 1 last year to March 31 this year, a total of 21,025 inter-provincial marriage registrations were handled, accounting for 17.31% of the marriage registrations of mainland residents in Shanghai during the same period, benefiting people from 30 provinces and municipalities in the mainland who came to work and live in Shanghai.
The marriage registration place is more beautiful and warm. There are 19 marriage registration places in Shanghai, including 1 at the municipal level, 16 at the district level, and 2 sub-centers. Last year, Hongkou District set up a marriage registration sub-center on "Tianai Road", the "most romantic" in Shanghai, which only handles marriages and does not handle divorces. This year, the city's only historic building in the Huangpu District Wedding Center will be renovated, the Songjiang District Wedding Center will be relocated to Thames Town, connecting with the surrounding art, leisure and cultural tourism resources, and the Yangpu District Wedding Center is also planned to be relocated to a beautiful park to create a new immersive service scene. In the marriage registration venue, experience sharing activities such as "Joy Candy Sharing Box", "Love Mailbox", "Love Wish Tree" and "Joy Falling from the Sky" are also set up to share the joy of the newlyweds and convey warmth.
The city's marriage center has achieved full coverage of marriage and family counseling rooms, and gradually explored the formation of a "1+N" service model, that is, with the marriage and family counseling room of the marriage center as the center and N towns and towns as the basis, the counseling services will be extended to the community. Through methods such as venture philanthropy, policy support, financial subsidies, and government procurement of services, we guide social organizations and professionals to provide guidance services such as premarital counseling, maintenance of marital and family relationships, and divorce adjustment, and successfully persuade parties preparing for divorce. In some districts, the success rate of persuasion has reached more than 60 percent.
In 2024, as one of the city's 39 key industries, the service field of Shanghai marriage agencies will promote cross-departmental comprehensive regulatory reform. In the near future, the civil affairs department, together with the municipal public security, market supervision, internet information, communication management and other departments, will jointly issue the "Guidelines for the Compliance Operation of Marriage Agencies in Shanghai", focusing on the whole process of marriage matchmaking, such as the establishment of marriage agencies, information verification, marketing management, fee management, service specifications, information protection and supervision, and service dispute resolution, and strengthen standardized guidance.
